The regular Board of Health meeting followed the Home Health
Advisory Board meeting. Mr. John Coble called the regular
business meeting of the New Hanover County Board of Health
(NHCBH) to order at 8:20 A.M. on Wednesday, December 14, 1994,
in the Carl Thomas Durham Auditorium, New Hanover County Health
Department (NHCHD), Wilmington, North Carolina.

Mrs. Mary Lou Alford presented the invocation.
Mr. Coble called for corrections to the minutes of the meeting on
November 2, 1994. The minutes were corrected and approved.
Recognitions:
New Hanover County Jail - Certificate of Accreditation
Mr. Coble stated that the New Hanover County Jail received a
Certificate of Accreditation dated February 1994 from the
National Commission on Correctional Health Care for the NHCHD
Jail Health Program. Ms. Betty Creech, Community Health
Director, introduced and recognized the following Jail employees:

Mr. Parker introduced Scott Cable, recipient of one of ten
statewide Governor's 1994 AIDS Volunteer Service Awards presented
at a "World AIDS Day" Conunemoration held on November 30, 1994 in
Durham, North Carolina.

Mr. Coble introduced Mr. Dan Summers, New Hanover County
Emergency Management Director, who thanked 11 NHCHD staff members
who assisted in the emergency evacuation of Hermitage House Rest
Home residents and employees on Thursday, December 1, 1994.
Eighteen agencies participated in the forced evacuation which was I
due to carbon monoxide fumes leaking from a faulty heate~.

Department Focal:
Ms. Juanita Richardson, Public Heal th Nurse, and Mr. Jordan
Pickett, Environmental Health Specialist, presented a department
focal on the "Lead Program".
Committee Reports:
Executive
Mr. Coble reported that the Executive Conunittee met at 6:15 P.M.
on Monday, December 5, 1994.
Health Promotions
Dr. Paul reported that the Health Promotions Conuni ttee met on
Monday, November 21. He stated staff members have done an
excellent job securing information on the feasibility of
purchasing a wellness van for the health department.
Mr. Parker informed the Board that Ms. Smith, Assistant Health
Director, and Ms. Mary Jo Newton, Public Health Nurse, plan to
attend a meeting in Chapel Hill, North Carolina, to investigate
securing Kate B. Reynolds funding for the wellness van.

It was the consensus of the Board of Health to table the wellness
van issue.
Nominating
Mrs. Mary Dean reported that the Nominating Committee submits the
following nominees for the 1995 Board of Health Chairman and
Vice-Chairman:

Unfinished Business:
Animal Control Ordinance UPdate
Mr. Ron Currie, Animal Control Director, reported that on
Monday, November 21, 1994, the County Commissioners approved the
revised New Hanover County Animals and Fowl Ordinance. He
explained dogs will remain under the present control regulation,
and a cat control law was added to the ordinance.

Beginning February 1995, Mr. Currie informed the Board that the
implementation of a new program will require pet owners to pay
license fees on the anniversary of the animals' rabies
vaccinations. Notices will be sent to pet owners monthly prior
to expiration of rabies vaccinations. Separate license tags will

no longer be issued. Rabies certificates from veterinarians will
state pet owners must pay license fees. The county will receive I
copies of the rabies certificates to affirm paYment of license
fees by pet owners.
Animal Control UPdate
Mr. Currie distributed pictures of the construction of the new
Animal Control Shelter. Construction is scheduled to be
completed by January 15, 1995.
Mr. Andy Atkinson, Deputy County Manager, informed the Board that
the present Animal Shelter will be demolished.

Mr. Coble presented the following recommendations from the NHCHD
Memorial Committee and the NHCBH Executive Committee for a I
memorial in honor of Vivian Pompey, deceased Clerical Specialist,
Women, Infants and Children (WI C) Program:
1. Place a print of "Lilies in the Fields" with name
engraved on plaque in the WIC office.
2. Place an engraved memorial plaque with lilies and name
in the WIC waiting area.
The estimated cost for the purchase of the above memorial is
$100.
Motion: Mr. Coble moved from the Executive Committee to approve
the purchase of the above items for the Vivian Pompey Memorial.
Upon vote, the MOTION CARRIED.
New Business:
Pet License Fee - $8.00 to $9.00
Mr. Coble referred the Board to a memo to Mr. Parker from Mr.
Currie (dated November 28, 1994) requesting an increase in pet
license fees at the Animal Control Shelter from $8.00 to $9.00 to
correspond with the $9.00 license fees currently charged at
veterinary hospitals.

Motion: Mr. Coble moved from the Executive Committee to approve
the Animal Control Shelter pet license fees increase from $8.00
to $9.00 to correspond with the $9.00 license fees currently
charged at veterinary hospitals. Upon vote, the MOTION CARRIED.
Animal Control Advisory Committee Appointments
Mr. Coble presented a list of applicants to serve on the Animal
Control Advisory Conunittee.
Motion: Mr. Coble moved from the Executive Committee the
appointment of the following applicants to the NHCHD Animal
Control Advisory Committee effective January 1, 1995:

Election of Officers

Mr. Coble presented the nominations for officers of the Board of
Health for 1995. There were no other nominations.
Mr. Coble called for election of Dr. Macris, Chairman, and Dr.
Jackson, Vice-Chairman, of the Board of Health for 1995. Upon
vote, Dr. Macris was elected Chairman and Dr. Jackson,
Vice-Chairman.

Mr. Parker reported that the transfer of the New Hanover County
Heal th Department Home Heal th Agency to New Hanover Regional
Medical Center will be effective January 1, 1995.

Breakfast Reception Honoring Home Health Staff
The Board of Health and the New Hanover Regional Medical Center
Board of Trustees plan to give a Breakfast Reception honoring the
NHCHD Home Health Agency Staff for their outstanding
contributions to home care from 7:30 A.M. to 8:30 A.M. on Friday,
January 6, 1995.

Health Department Christmas Party

Mr. Parker invited Board of Health members to the Health
Department Christmas Party at Noon on December 16, 1994.
John Coble Appointed to Board of Association of North Carolina
Boards of Health
Mr. Parker congratulated Mr. Coble on his appointment to the
Board of Directors of the Association of North Carolina Boards of
Health.
Plaque Presented to Mr. Coble, 1993 and 1994 Board of Health
Chairman
On behalf of the Board of Health, Dr. Macris, 1995 Chairman of
the Board of Health, presented a plague to Mr. Coble for his
outstanding service as Chairman of the Board of Health from
January 1993 through December 1994.
Dr. Macris thanked the Board of Health for the confidence they
have shown in selecting him as the Chairman of the Board of
Health.
