me Hew Hanover County Board of Health met in Special Session on Wednesday,
March 23, 1983 at the New Hanover County Health Department.

Mr. Durham, Chairman, called the meeting to order at 8:00 A. M.

Home Health Budget Amendment: Marian Duggins, Director of Nursing, presented
an amendment to the Home Health Budget for $15,809.00. Revenues for this
amendment will come from additional funds received from the 1981-82 Cost Report.
These funds will be used in the following ways: $6,000 - additional physical
therapy and male R.N. and Aide visits - and the addition of a Speech Therapist
to the Home Health Program. $840 - Telephone - underbudgeted. $7,700-
Departmental Supplies - this due to unanticipated need and usage. $569 - Dues
and SUbscriptions - increase in dues for N. C. Home Health Council. $700-
Travel, Meetings and Schools - Home Health employs two nurses who must partici-
pate in the Public Health Nurse Trainee Program.

Dr. Neal moved the Budget Amendment be approved and forwarded to the County
Collllli.ssioners for their approval. Mr. Blake seconded the motion and it carried
unanimously.
Resignation of Health Director: Mr. Durham distributed copies of a letter of
resignation from Health Director James M. Brown to board members. After the
letter was read, Dr. Neal moved the resignation be accepted. Dr.. Eakins seconded
the motion and the chairman opened the floor for discussion. Mr. Bill DoBo,
president of QUality Water Supplies of Wilmington asked to speak. With the
permission of the Board and Attorney Mr. DoBo spoke on behalf of the good work
Mr. Brown has done. He stated that he has received the best cooperation from
the Department since Mr. Brown has been Director he has ever received - and
that his association with the Department goes back many years. He urged the
Board not to accept Mr.. Brown's resignation..
Dr. Eakins told the Board that he had received several calls from Real Estate
Agencies, etc. commending Mr. Brown for the good job he has done.
After the discussion, Mr. Durham asked for a vote. Six members of the Board
voted to accept Mr. Brown's resignation. Mr. Grathwol voted No.

Mr. Durham stated that he appreciated the work Mr. Brown had done for the
Department and that he realized that he had served during a time of change and
that the work had been very difficult.

There being no further business, Dr. Eakins moved the meeting be adjourned.
Mr. Whaley seconded the motion and it carried unanimously and the meeting
was adjourned.
