Members Present: Carl Durham, Chairman Larry Neal, D.D.S., vice Chmn. Ted Bagley Jean Credle J. William Eakins, M.D. James Strickland Hobart Whaley Members Abs~nt: Donald Blake William Grathwol Others Present: Robert S. Parker, Secretary to the Board Robert Pope, County Attorney Wayne Raynor, Regional Consultant on Immunization Mabel Price, Recording Secretary Mr. Durham, Chairman, called the meeting to order at 8:00 A. M. and called for corrections \0 the August 3, 1983 minutes. Mr. Bagley moved the minutes be approved. Mrs. Cr~le seconded the motion and it carried unanimously. Oath of Office - Health Di~ctor: Mr. Robert S. Parker, who began his work as Health Director of New Hanover County Health Department on August 16, 1983, took the Oath of Office and was officially installed as Health Director of New Hanover County. Storm Water Management Program: A report from the Storm Water Management Committee had been sent to each Board of Health member. Dr. Eakins s'Jmmarized the report for the Board. He stated that the Committee felt that an institu- tionalized drainage program needs to be set '.1'9 and suqgests that it C3.rl. be set up in the Health Department under t.he Environmental Health Section. The Corr.r<tit.-- tee also suggests that a Storm Water Managemel:t Specialist be added to the Heal t:h Department Staff. This person would work with other departments in the County who are ipv,' ~ ~'ed in drainage.. The Committee recommends that a policy committee be establ~sc1ed composed of the Chief of the Environmental Health Section, repre- sentatives ~f tne Engineering Department, Planning Department, the Soil a~d Water Conservation District and an outside consultant. This employee would work very closely with other departments, using their expertise in the field of drain- age. The Committee recommends that the project start small and that later we might find that the Health Department is not the place for this program. Mr. Cooper, County Manager, had asked that a work session be held between the County Commissioners, the County Engineering Department, the Soil and Water Conservation people and the Storm Water Management Committee. The Board of Health will wait until this work session has taken place before action is taken on the plan. Policy on Official Reports: Dr. Eakins had written a letter to Division Chiefs in the Health Department asking them to give him a list of official reports that go out from their division.. Mr. Parker had reviewed these replies and reported that there are hundreds of reports going out from the department. Mr. Parker also reported that he had talked with Mr. Blake who suggested that he study these ~ reports for ninety days and then give a report and his suggestions to the Board. Members of the Board were in agreement with Mr. Blake's recommendation. Mr.. Parker will qive his report and recommendations at the December Board of Health meeting.. (0957. Fee 3ystem ~~licy Mr F~rker reported that there dre some problems that need to be~rked out with the fee schedule adopted by the Board. He suggested that the Fee Committee reconvene and that Etra Wood, Chief of Administrative Proce- dures, Division of Health Services, be invited to meet with them. The Board agreed that the Committee reconvene and that Mrs. Wood be invited to meet with them. A copy of a letter from Mrs. Wood pointing out some areas that need work will be sent to members of the Fee Committee. """" - Educational Policy Committee: Mr. Durham appointed Mrs. Credle and Mr. Parker to the Educational Policy Committee. Dr. Neal had resigned from this committee. Policy for Health Department Employees Rubella Immunization: Mr. Wayne Raynor, Regional Consultant on Immunizations, was present for this meeting. Mr. Parker recommended a policy, endorsed by the Division of Health Services, that all Health Department Employees establish their immunity record against Rubella. After discussion, Dr. Eakins moved that the Rubella Immunization Policy as en- dorsed by the Division of Health Services be implemented for the New Hanover County Health Department Staff and that anyone having objections to taking part in this, must appeal to the Board of Health. Dr. Neal seconded the motion and it carried unanimously. Home Health: Mr. Parker told the Board he plans to bring his recommendations on the Home Health Program to the October meeting. Ron Clitherow, Executive Director of the North CQrolina Association of Horne Care is coming t9 Wilmington to help Mr. Parker assess our Horne Health Agency. Reception for Board of Health Members - NCPHA~ Mr. Parker asked who would be attending the Reception for Board of Health Me~bers that is being spcnsored by the North Carolina Citizens for Public Health and the Past Presidents Jf the North Carolina Public Health Association on September 21, 1983. ~r. vJCla1ey and Nr. Durham st.,ated they plan to go to the Reception. """ ..... Additional Funds for MCH: Mr. Parker advised the Board that the Health Department has been awarded an additional $15,012 through the Jobs Bill, MeR Block Grant. ":'hese funds -..Iill be used to enhance and maintain the Men r:-rograms in Net., Hanover County. There being no further business, Dr. Eakins moved the meeting be adjourned. ~>1r.
