Frances Orrell, Public Health Nurse with the Tuberculosis Control
Program gave a very interesting update on the Tuberculosis Control
Program in our County and in the State of North Carolina.
Budget Committee Report: Mr. Durham gave an update on the 1984-85
Budget. He told the Board that a Budget Hearing with the County
Commissioners has been set for May 22, 1984. Mr. Bagley urged the
Members of the Board to write a letter to the County Commissioners
expressing their concerns for the two new positions that were cut
from the original budget request.
Consolidation of Martin Luther King and Rankin Terrace Clinics:
In February the Board of Health approved a plan for consolidation
of the Martin Luther King and Rankin Terrace Family Nurse
Practitioner Clinics. Plans were for the consolidated clinic to
be located at the Martin Luther King Center. Since that time the
Nursing Staff has been advised that there is no additional space
available for expansion of the clinic. Mr. Parker told the Board
that consolidation of the clinics would be delayed and that the
possibili ty of expanding the Rankin Terrace Clinic space will be
investigated. Suggestion was made that the City Manager be
contacted regarding extra space at the Martin Luther King Center.

Planning Board Preliminary Subdivision Review: Dexter Hayes,
Director of the New Hanover County Planning Department, appeared
before the Board and expressed his concerns about the fact that
even after the Health Department staff does a preliminary review
of a subdivision and finds some sections unsuitable for building,
the County Planning Board still approves the subdivision. Mr.
Hayes asked if it would be poss ible for the Health Department to
do lot by lot evaluations before the County Planning Board
approves a subdivision and he in turn would mark the lots that
were unsuitable on the subdivision plans. After much discussion,
Dr. Neal asked the Environmental Health Committee, which is made
up of Mr. Grathwol, Mr. Durham, Dr. Sobol and Michael Rhodes, to
study the problem and make recommendations to the Board of Health.
Floating Homes and Sewer Systems: For information purposes the
Board was advised that under a recent amendment to the Zoning
Ordinance the New Hanover County Health Department is responsible
for Section I, C-5, which states: "Each floating structure shall
be provided with permanent water and sewer systems approved by the
New Hanover County Health Department".

Spring Picnic: Mr. Parker announced that a Spring Picnic has been
planned for June 14, 1984 for the Staff of the Health Department,
the Board of Health, the County Commissioners and their families.
After discussion, it was decided that this picnic should be a
cookout instead of a covered dish supper. This event was
suggested in the Board of Health's Long Range Plan. -.
Mr. Parker told the Board that the Eastern District North Carolina
Public Health Association will meet at the Hilton in Wilmington on
May 9, 10 and 11. He invi ted members of the Board to attend the
meeting.
