The New Hanover County Board of Health met on wednesday, January
B, 19B6, at the New Hanover County Health Department.

Mrs. Credle, Chairman, called the meeting to order at 8:00 A. M.
and called for corrections to the December 4, 1985 minutes. Dr.
Roseman moved the minutes be approved. Mr. Strickland seconded
the motion and it carried unanimously.

Ron Currie, Animal Control Director, showed a

New Board of Health Members: Mrs. Credle, on behalf of the Board,
welcomed the new members. Mr. Donald Blake, Citizen Member, and
Mr. Julius Howard, Pharmacy Member, had been appointed to the
Board of Health by the County Commissioners. Oath of Office was
administered by Mabel Price, Notary Public.
Capital Improvements Committee: Kent Harmon, Architect with
Synthesis, presented drawings of the proposed addition to the
Health Department, to the Board. Projections are that this plan
would cover the growth of the department for at least the next 10
years. The plans will be presented to the Board of County
Commiss ioners on January 20, 1986. All Board of Health members
were urged to attend this meeting.
Employee Health Program: Mr. Parker reported that the County
Attorney has recommended that the employees of the Health
Department sign a statement showing that they have received a copy
of the Employee Health Program and that the policy has been
explained to them. A copy of this statement had been mailed as a
part of the Board packet.
_~ Environmental pollution Liability: Mr. Parker reported that there
is no coverage available for gradual pOllution of the environment.

Animal Control Adoption Fee Increase: The Animal Control Advisory
Board Spay/Neuter Committee recommended that the Board of Health
increase the adoption fee for cats and dogs, effective July 1,
1986, in order to pay for spaying and neutering the animals that
are adopted. They are recommending that the increased fee be paid
whether or not the person adopting the animal wants their
particular animal spayed or neutered. The money could be used for
having some other animal spayed or neutered:

Hemophilus Influenzae Type b (HIB) Vaccine: This vaccine is now
available and is recommended to prevent invasive diseases in
children under 5 years of age caused by Haemophilus influenzae
type b bacteria. The vaccine is being requested by parents who
bring their children to the Health Department for other services.
After a discussion by the Board; Marian Duggins, Nursing Director,
and Dr. Frank Reynolds, Medical Consultant for the Health
Department, Dr. Roseman moved that the Health Department make this
vaccine ava ilable to all people on request wi th charge for the
vaccine to be $10.00, except to the indigent who must sign an
indigency statement. Dr. Sobol seconded the motion and it carried
unanimously. It was requested that after 1 year, a report be
given on how many indigent patients received the vaccine.

Volunteer Handbook: Lynda Smith, Assistant Health Director,
introduced Sheram RObinson, the Health Department's first
volunteer. Sheram volunteered as Courier for the Health
Department and has been a great service to the department. She
also scanned the Volunteer Handbook, which she had designed, wi th
the Board.
Clerk Typist III - Home Health: At the present time Home Health
has two temporary clerks working in their office to try to catch
up the backlog. Mr. Parker requested that the Board approve and
send to the County Commissioners, a request that one full-time
clerk position be approved to replace the temporary clerks. Dr.
Hicks moved that the position be approved. Mr. Howard seconded
the motion and it carried unanimously.

Mr. Durham Attending Steering Committee Meeting in Chapel Hill:
Mrs. Credle told the Board that Mr. Durham is in Chapel Hill today
attending the Steering Committee meeting for organizing a North
Carolina Association for Local Boards of Health.

Evaluation of Board Training at the Hilton: Mr. Parker pointed
out that a summary of the evaluation of the Board Training Session
at the Hilton was included in the Board packet giving comments
made by those attending. He said that another training session is
being planned by the Area Health Education Center and that date
and content would be announced at a later date.
Other Items Included in Board Packet: Mr. Parker called attention
to the write-up which was in the County Newsletter, about the
Health Department's participation in the "Dress A Doll Contest"
headed up by Lynda Smith. He also called attention to a letter
from Dr. Ronald Levine to the Chairman of the County Commissioners
thanking the New Hanover County Commissioners for their support of
Public Health in New Hanover County.
NCPHA Newsletter and Membership Forms: Mr. Parker distributed to
Board Members copies of the NCPHA Newsletter and Membership Forms
for the NCPHA. He pointed out that Susan O'Brien is Editor of the
Newsletter. He also encouraged the Board of Health Members to
join the NCPHA.
