The New Hanover County Board of Health met on Wednesday, July 9,
1986, at the New Hanover County Health Department.

Budget Committee Report: Mr. Blake reported that although the
Board had requested that the Sanitarians salary grade be changed
from 66 to 68, final approval of the budget only gave them a grade
67. He reported that efforts will be made to get this changed to
grade 68.
Smoking policy in the Health Department: Dr. Roseman, on behalf
of the Personnel Committee, presented a Smoking policy for the
Health Department. After discussion a vote was taken and the
Board agreed to adopt the policy as written below.
"We propose that if any staff member feels their rights are being
infringed on or health is being jeopardized by smokers, then they
should file a complaint with Bob Parker, Health Director. The
~ ~ complaint will remain totally conf idential as to its source. Mr.
parker will impose a NO Smoking policy in that area where the
employee is located."

Teen Guidance & Insight on Health (TGIH): Melanie Elwell, Health
Educator, gave a report to the Board on the TGIH program that has ----
been started in the three high schools in New Hanover County. She
reported that the staff felt the program was off to a good start _
and they were looking forward to really getting into the program
in September when school starts again. Melanie related results of
the survey done in the schools as to topics of health interest and
stated that the program would try to relate to the topics most
frequently requested.
Fee policy Revisions: Mr. parker presented two revisions to the
Fee Pol icy, rewording of C-l, a (2) on page 7 and a new pol icy on
Eligibility Determination for the Adult Neurology Clinic, page
9-A. Mr. Blake moved the revisions be adopted. Dr. Sobol
seconded the motion and it carried unanimously.
Fee policy on HIB Vaccine: Mr. parker asked the Board for
directions as to whether or not we should charge an administration
fee for the HIB vaccine or if we should give the vaccination free.
After discussion, the Board agreed there would be no charge for
the HIB vaccine.
New Board of Health Member: Mrs. Credle announced to the Board
that Dr. Peter Pappas has been appointed to the Board of Health to
replace Dr. Charles Hicks as the M.D. on the Board.
Resignation of Board of Health Member: Mrs. Credle announced that
Mr. Robert Henry has resIgned from the Board of Health since his
work prevented him from regular attendance.

Renovation of Building: Mr. Blake mentioned that the Star News
reported that money has been appropriated for the Health
Department to begin renovations and asked if it was too late to
reopen suggestion that either the Health Department or Mental
Health request a new building and the other use both existing
buildings. After much disussion, it was decided that Mr. Durham,
Mrs. Credle, Mr. 0' Neal, Mr. Blake and Dr. Roseman meet wi th Mr.
Mel Martin, Director of Southeastern Mental Health Center, to
discuss the pros and cons of this suggestion before taking it to
Mr. Cooper and the County Commissioners.
Announcements of upcoming Meetings: Mr. parker announced that the
Association of North Carolina Boards of Health will meet in
Greesnboro on september 16, 1986. He also announced that the
North Carolina Public Health Association Annual Meeting will be
held September 17, 18 and 19, 1986.
There being no further business, Mr. Durham moved the meeting be
adjourned. Mr. strickland seconded the mot ion and the meeting was
adjourned at 9:45 A.M.
