09/02/1987 BOH Minutes ~"'" The New Hanover County Board of Health met on Wednesday, September 2, 1987 at the Health Department. ,.. Members Present: Jim Strickland, Chairman Jean Credle, Vice Chairman Donald Blake Carl Durham Michael Goins, OD Julius Howard John Leonard, DVM Nolan O'Neal Peter Pappas, MD Sheram Robinson Members Absent: Irvin Roseman, DDS Others Present: Robert S. Parker, Secretary to Board Frances F. DeVane, Recording Secretary Mr. Strickland called the meeting to order at 8:05 A.M. Nolan O'Neal, Chairman, New Hanover County Commissioners, presented the Invocation. Mr. Strickland called for corrections to the minutes of August 5, 1987. The minutes were corrected on page 2 to read as follows: "Dr. Roseman announced that on October 19, 1987 at the Terrace Inn at 6:15 P.M., past Board Members will be recognized." Mrs. Credle moved the minutes be approved as corrected. Mr. Howard seconded the motion and it carried unanimously. Department Focal: 50's Up Ballroom Dance - Sharon Mault, Health Promotion Director, presented a program, "50's Up Ballroom Dance," a project which is sponsored by the Health Department and is funded through a State grant, "Accident Prevention For Older Adults in Selected Sites in Wilmington, North Carolina." A video of the dance held on August 18, 1987, at the Elks Club was shown to the Board of Health. A summary of the 50's Up Dances Project was distributed to the Board Members. Ms. Mault issued an invitation to the Board members to attend the 50's Up Dance on September 29, 1987. Attendance has increased due to circulation of a newsletter entitled "Bee Bop Into Life", and the formation of a Planning Committee, composed of participants and health department staff members. Ms. Mault stated that she felt this was a successful rewarding program for the older population that meets a need in our community. Old Business: ... .... New Hanover County Health Department Mission Statement: Mr. Strickland announced that the Health Department staff had submitted 76 Mission Statement entries. The Management Team had selected the top ten statements. These ten statements were distributed to the Board of Health. They were asked to select five statements. Mr. Parker explained that this Mission Statement (Motto) is to be a part of the letterhead to be placed near the right hand side or at the bottom of the department's stationary. ... .., 1". After discussion, a vote was taken. By a majority vote of the Board, the winning Mission Statement (Motto) is "Your Health - Our Priority" submitted by Cherry Horne, Laboratory Supervisor. Mr. Parker stated that he plans to present a $20.00 prize to Mrs. Horne at the Staff Meeting on Friday, September 3, 1987. ..... - New Business: Rabies Vaccine for Indigents: - Mr. Parked advised the Board that a client had been bitten by a raccoon and could not afford to pay for the Rabies Vaccine; therefore, the Health Department paid for the vaccine. He stated that this is a rare situation, but that he would like a policy from the Board to cover the cost of $400 - $600, for Rabies Vaccine for indigent patients in the future. After discussion by the Board, Dr. Pappas moved that the Health Department underwrite the cost of Rabies Vaccine for individuals who are bitten in high risk situations who cannot afford to pay for Rabies Vaccine. Mrs. Credle seconded the motion and it carried unanimously. Comments by Board Members: The Statewide Community Conference on AIDS: Mr. Durham told the Board that he had attended the Statewide Community Conference On AIDS held on August 28-29, 1987, in Greensboro. He stated it was a worthwhile, educational conference. AIDS educational endeavors were discussed. .... Mr. O'Neal announced that official representatives from the five governing bodies meet on the last Monday of each month to discuss county-wide problems. He asked if the Health Department would consider presenting an educational presentation on AIDS to this group. Mr. Parker requested that his name be placed on the Agenda for the next meeting of the governing bodies. Comments by Health Director: - Association of NC members to a letter Health Membership. represented in this Boards of Health Membershi~ Mr. Parker referred in their packet regarding the Association of NC Boards Mr. Durham reported that 46 of 81 health departments association membership. the of are Association of NC Boards of Health Registration: Mr. Parker announced that the Association of North Carolina Boards of Health Annual Meeting is to be held on September 15, 1987. Mrs. Credle, Mr. Durham, and Mr. Robinson plan to attend. NC Public Health Association: Mr. Parker announced that the annual meeting of NC Public Health Association will be held on September 16, 17 and 18, 1987 in Fayetteville, NC. He recognized Susan O'Brien, Director of Laboratory, as President-Elect and Program Chairman of NC Public Health Association. Senate Bill 754: Mr. Parker informed the Board that Senate Bill 754 concerning Administrative Penalties had passed the Senate, which means it is still alive and may pass the House next year. This was rewritten and will include only New Hanover County. - - ----rt Communicable Diseases: Issues and Answers sponsored by AHEC will be held on October 13, 1987, from 6:30 - 9:30 P.M. at the Hilton Inn, Wilmington, NC. Drs Pappas and Merriweather are speakers. Mr. Parker needs to know who plans to attend. Members were encouraged to attend and complete their registration forms. Board of Health Appreciation Dinner: Mr. Parker reminded the Board of the second annual Appreciation Dinner to be held on Monday, October 19, 1987 at the Terrace Inn Restaurant. Invitations are to be mailed today. Spouses are welcomed and invited. The cost is $15.00 per person. There being no further business, Mr. Durham moved the meeting Ms. Credle seconded the motion and it carried unanimously. adjourned at 9:15 A.M. be adjourned.
