09/07/1988 BOH Minutes .., ,c- r-- t ~ The New Hanover County Board of Health met on Wednesday, September 7,1988, at 8:00 A.M. at the Health Department. Members Present: Jean Credle, Chairman Donald Blake Pascal Camak, DDS Albert Corbett Julius Howard John Leonard, DVM Peter Pappas, MD Amaryllis Rehder Sheram Robinson Catherine Vangellow Members Absent: Michael Goins, OD Others Present: Robert S. Parker, Health Director Frances F. De Vane, Recording Secretary Ms. Credle called the meeting to order at 8:00 A.M. Dr. Pappas presented the invocation. Ms. Credle called for corrections to the minutes of August 3, 1988. Mr. Howard moved and it was seconded that the minutes be approved. Upon vote, the MOTION CARRIED. Department Focal: Ms. Beth Day, Epi/Adult Health Director, introduced Ms. Cheryl Brown, HIV Partner Notification Counselor, State Aids Control Program, Division of Health Services. Ms. Brown presented to the Board members a program on the HIV Partner Notification Program. Committee Reports: Personnel Committee Mr. Howard, Chairman, moved and it was seconded that the request for a full time Public Health Nurse I position to provide Human Immunodeficiency Virus (HIV) counseling and testing be approved by the Board of Health. Upon vote, the MOTION CARRIED. Mr. Parker announced that this position is to be funded by Community Testing Sites for AIDS Grant. New Hanover County Health Department received $22,500 from the Community Testing Site Grant for HIV testing and $20,076 from the Minority Grant for the AIDS Awareness in the Black Community Project. Environment Health Committee Dr. Pappas, Chairman, reported that the Environmental Health Committee of the Board of Health met in late August. He presented a report on the Committee's recommendation for endorsement of an alternative design criteria for private sewer ~ r-..ri i>J J line connections. This alternative is to give extra protection for citizens relative to proximity of well and countywide sewer system lines. Mr. Blake commended the Committee for their proposal. Mr. Blake moved and it was seconded that the Board of of Health endorse and approve the Private Sewer Line "Alternative Design criteria" proposal as presented by the Environmental Health Committee. A copy of this endorsement is to go to the County Commissioners. Upon vote, THE MOTION CARRIED. (Alternative Design Criteria Report Attached) Capital Improvements Committee: Ms. Lynda smith, Assistant Health Director, presented a Report of the Proposed Schedule for the New Hanover County Health Department Addition. General and electrical bids were received on August 16, 1988, and the prices were above the estimate. The re-bid date for the mechanical and plumbing to determine the total package cost is September 8, 1988. Bid results will be reviewed and recommendations submitted to the County commissioners. Plans for the rental space at Glenn Meade Plaza to accommodate staff during construction period will be delayed until after the evaluation of bids. New Business: N.C. Environmental Reorqanization Ms. Susan O'Brien, Laboratory Director and President of the N.C. Public Health Association, presented a report on the proposed N. C. Department of Health and Environment. A discussion of the Reorganization of North Carolina Environmental Programs followed. Mr. Blake moved and it was seconded that the Board of Health endorse and support the concept of the Proposed N. C. Department of Health and Environment combined in one State level department. Upon vote, THE MOTION CARRIED. Mr. Blake and Mr. Corbett encouraged Board members to make personal phone calls and prepare letters to the Environmental Consolidation Study Commission and legislators. AIDS Awareness in the Black Community Project citizen Review Panel: Ms. Day requested that the Board of Health approve the members of the proposed Citizen Review Panel for the AIDS Awareness In the Black Community Project. New Hanover county Health Department received $20,076 for this project. This panel will review all educational materials and plans for educational group sessions conducted with project funds. CARRIED. that the Board of Health Black Community Project Upon vote, THE MOTION Board Member Comments: Mr. Blake announced that Ms. Susan Vinson has been appointed Director of Nursing for Cape Fear Community College. Appreciation to Dr. Pappas for His Services: Ms. Credle presented Dr. Pappas a plaque in appreciation for his dedicated services as a New Hanover County Board of Health member. Mr. Blake stated that it had been a personal privilege to work with Dr. Pappas. He thanked Dr. Pappas for all that he has done for the community. Mr. Parker expressed his appreciation to Dr. Pappas and stated that he would be missed on the Board of Health. A round of applause was held for Dr. Pappas. Dr. Pappas stated that serving on the Board of Health and being involved in Public Health has been a very positive, delightful experience for him. Health Director of the Year: Ms. Credle congratulated Mr. Parker on his receipt of Health Director of the Year Award for 1988. She commented to the Board on a letter from Joe Holiday, Health Director, Guilford County, which stated that Mr. Parker was a role model for all health directors. Ms. Credle also commended Mr. Parker for thank you letters to staff members allowing him to participate in their daily work assignments during two weeks in August. Health Director Comments: Mr. Parker representative Lucie Harrell, requested that applications for physician on the Board of Health should be submitted to Ms. County Clerk. Mr. Parker announced that the Association of N. C. Boards of Health Annual Meeting is to be on September 27, 1988, in Winston-Salem, N. C. The Annual Meeting of the North Carolina Public Health Association is to be held in Winston-Salem on September 27-29, 1988. Board members were encouraged to attend these meetings. D., Chairman Environmental Health Committee Date: August 31, 1988 Re: Private Sewer Line "Alternative Design Criteria" Endorsement The Environmental Health Committee of the New Hanover County Board of Health has recently been presented information regarding a situation that exists with the new county sewer system relative to the proximity to existing wells. First, it is important to realize there are no state or local regulations regarding the placement of sewer lines near existing private wells. However, county health department regulations prohibit a well being dug within twenty-five (25) feet of an existing sewer line. We and others have felt that it would be in the public's best interest to maintain the twenty-five (25) foot separation between existing wells and newly placed sewer lines when possible. Unfortunately, there exist many situations in our county where sewer lines cannot be placed twenty-five (25) feet or greater from an existing well. Equally as important is the fact that many wells cannot be located without extraordinary efforts. To address these problems, the Board of Health has been asked to endorse a safe and effective alternative to remedy this problem. A Department of Natural Resources and Community Development statute which pertains to sewer lines on public streets provides for "alternative design criteria" when the twenty-five (25) foot rule cannot be met. Given the information that is available, we feel that the alternative presented to us is very acceptable. That alternative is to place the PVC carries pipe within a PVC casing. The length of the casing will be long enough for the ends to be not less than thirty-five (35) feet from the well. The casing would be schedule 40 with solvent welded joints. This alternative would be used when a sewer line falls within twenty five (25) feet of an existing private well. This will provide 'You't dlE-afth. - Du't YJ'tio'tity 5 better treatment of the waste, better protection of the water in the state, and no increased potential for nuisance conditions when compared with septic systems. We also recommend that a designated individual be responsible for insuring that sewer lines are placed at a maximum feasible distance from existing wells when they are within the twenty-five (25) foot radius. Lastly, we strongly recommend that the county appoint a full time person whose job will be to locate wells that have been difficult or impossible to find. We feel that it is unreasonable to burden individual taxpayers with the expense of locating hidden wells. We ask that you endorse and approve this report and send it to the New Hanover Commissioners for their action. Thank you. 6
