The New Hanover County Board of Health met on Wednesday, October
5, 1988, at 8:15 A.M. at the Health Department.
Members Present:

Ms. Credle called the meeting to order at 8:15 A.M. Dr. Goins
presented the invocation. Ms. Credle called for corrections to
the minutes of September 7, 1988. One correction was made to the
minutes. Mr. Howard moved and it was seconded that the minutes
be approved as corrected. Upon vote, the MOTION CARRIED.
Oath of Officer:
Oath of Office was administered to Alan E. Thomas, M. D. Ms.
Credle welcomed Dr. Thomas to the Board of Health.
Department Focal:
Recycling Tires
Mr. Bobby Waters, Vector Control Director and President of N. C.
Mosquito Control Association, presented to the Board members a
program on Recycling Tires. He distributed a list of the
Legislative Research Commission and encouraged Board members to
support the Commission in their used tire and waste oil disposal
recycling projects.
Committee Reports:
Personnel Committee
Mr. Howard, Chairman, moved and it was seconded that the request
for the reclassification of all Home Health Public Health Nurse I
positions to Home Health Public Health Nurse II positions be
approved by the Board of Health and submitted to the New Hanover
County Board of Commissioners for their consideration. Upon
vote, the MOTION CARRIED.

New Business:

Human Service Transportation Plan
-
Ms. Susan Dohrmann, DSS Adult Services Supervisor, presented to
the Board the goals, provisions and funding options of the New
Hanover County Human Services Transportation Plan. This is a
transportation system to meet the needs of the elderly and
handicapped living outside the Wilmington city limits. Ms.
Vangellow moved and it was seconded that the Board of Health
endorse the New Hanover County Human Services Transportation
Plan. Upon vote, THE MOTION CARRIED.
Maternity Care Coordinator Public Health Nurse
Mr. Parker stated that funds have been generated from the
Medicaid Expansion Program to support the Maternity Care
Coordinator Public Health Nurse I position to an 80 percent
position. This position was approved by the County commissioners
in December 1987 as a full-time position to be staffed as the
funds were generated. Dr. Thomas moved and it was seconded that
this Public Health Nurse I be increased to an 80 percent salary
level now and be increased to a full-time position as Mr. Parker
deems appropriate. Upon vote, THE MOTION CARRIED.

Ms. Credle reported that Ms. Vangellow, Mr. Carl Durham, former
Board member and Past President of the Association of N. C.
Boards of Health, and she had attended the Association of N. C.
Boards of Health and the North Carolina Public Health Association
Annual meetings in Winston -Salem, North Carolina. They gave
reports on the workshops which they attended.

Health Department Employees and Former Board Member Receive
Awards and Honors at Annual NCPHA Meetinq
Mr. Parker reported that the Annual Meeting of the North Carolina
Public Health Association was held in Winston-Salem on September
27 - 29, 1988. Ms. Susan O'Brien, Laboratory Director, presided
as President of NCPHA. Recognitions received by one former Board
of Health member and health department employees are as follows:
Louise Brooks, Outstanding Community Health Assistants
Award, Community Health Assistants Section, NCPHA, 1988-89
Dorian Dixon, Dewey L. Padgett Rookie Sanitarian of the Year
Award for 1988
Carl Durham, former Chairman Board of Health, Distinguished ..

Jane Wilkes - $350 NCPHA Scholarship
Ms. Credle congratulated the recipients of the NCPHA awards and
honors. Mr. Durham thanked the Board of Health and Mr. Parker for
their support during his years of public health service. Ms.
Lynda F. Smith, Assistant Health Director, stated that Mr. Parker
was awarded the Rankin Award which is the most coveted and
highest award given by NCPHA to an individual for his meritorious
performance. Mr. Parker stated that he was very honored. Mr.
Parker thanked the Board of Health. He said that he felt awards
were due to positive thinking and that total staff and County
efforts make awards possible.
Mr. Parker referred the Board to their packets for review of
information on the following:
AIDS Awareness in the Black Community Project - $20,076
Revision of listing of Board of Health members
Thank you letters from public to staff members of the health
department
Mr. Parker introduced and welcomed new staff member, James
Roosen, Sanitarian.
There being no further business, the meeting was adjourned at
9:35 A.M.
