Dr Dennis Jackson, Chairman, called the regular business meeting of the New Hanover
County Board of Health (NHCBH) to order at 8:00 a.m. on Wednesday, December 11,
1996, in the Carl Thomas Durham Auditorium, New Hanover County Health Department,
Wilmington, North Carolina.

Dr Michael Goins gave the invocation.
Minutes:
Dr Jackson called for corrections to the minutes of November 11, 1996 The minutes were
approved by the Board of Health.
Recognitions:
Dr Jackson requested for Mr Parker to make staff recognitions. Mr Parker introduced
and welcomed the following health department employees:

Mr Parker congratulated Mrs. Miles and displayed a retirement plaque presented to Mrs.
Miles in recognition of her retirement and 22.5 years of service in the New Hanover
County Health Department. On behalf of the Board of Health, Dr Jackson commended
Mrs. Miles for her years of dedicated service to the citizens of New Hanover County

Department Focals:
Laboratory Update 1996
Ms. Susan O'Brien, Laboratory Director, presented a department focal entitled Laboratory
Update 1996. She reported on the purchase of a new hematology cell counter for the
Laboratory, the Laboratory's response to Hurricane Fran, and on October 23, 1996, the
Clinical Laboratory Improvement Amendment (CLlA) review found no deficiencies. The
NHCHD Laboratory received a score of 100 percent.
Ms. O'Brien stated the Health Department performed 826 hurricane related bacteriological
water testings - 579 private wells and 247 for community systems and restaurants. There
were 150 (26%) positive for total coliform and 2 (less than 1 %) positive for fecal coli. ...
Mr Coble and Dr Jackson expressed their appreciation to the Laboratory staff for ....,
performing these tests during Hurricane Fran. Mr Coble suggested and Dr Jackson
requested that a map be prepared indicating the location of positive water samples and
their proximity to sewer lift stations.

Mr Parker presented a video entitled EveryWhere, EveryDay, EveryBody, a video
produced by the North Carolina Public Health Association and the Department of
Environment, Health and Natural Resources exemplifying how life would be without Public
Health.
Animal Control Services Puppet Show
Mrs. Jean McNeil, Field Supervisor, and Mrs. Judy Evonko, Shelter Supervisor, Animal
Control Services, presented an Animal Control Services Puppet Show on Rabies and
Rabies Control. The puppet show has been shown six times to Wrightsboro Elementary
School children to create more awareness of the dangers of Rabies in the environment.
Dr Jackson encouraged Animal Control Services to present their puppet show to grades ~
K-6 in all New Hanover County schools.

Dr Jackson, Chairman, Executive Committee, reported that the Executive Committee met
at 6:15 p.m. on Monday, December 9 Issues discussed are on the Board agenda.
Unfinished Business:
Breast and Cervical Cancer Control Program - State Grant - $26.886
Mr Parker informed the Board that the New Hanover County Commissioners approved
the acceptance of a $26,886 State Grant for NHCHD to participate in the Breast and
Cervical Cancer Control Program (BCCCP) to reduce the incidence of Breast and Cervical
Cancer in our community
Preventive Health Services for Day Cares - Smart Start Grant - $25.225
Mr Parker informed the Board that the New Hanover County Commissioners approved
the acceptance of a Preventive Health Services for Day Cares - Smart Start Grant for
$25,225 and to hire a Public Health Nurse I
Mega Bar Restaurant Proposal
........ Mr Parker stated that the recommendation from the Environment Health Committee,
which was approved by the Board of Health in November, to ask the North Carolina
Commission for Health Services to adopt the Mega-Bar Restaurant Proposal has received
local, state and national notoriety Mr Coble reported that he had been contacted by ABC
News and the Charlotte Observer regarding the Board of Health's Mega-Bar Restaurant
Proposal. Mr Parker stated it has been presented to Dr Ronald H. Levine, State Health
Director, DEHNR, and he will present it to the North Carolina Commission for Health
Services for their consideration.

Dr Jackson presented from the Executive Committee the following list of applicants to

Dr Jackson recommended from the Executive Committee to approve the appointment of
the following applicants to the serve on the ACS Committee:
Members at Large: Patricia Brickman and Donna Neal

There were no nominations from the floor to serve on the ACS Advisory Committee.
MOTION: Dr Jackson, Chairman, Executive Committee, moved from the Executive
Committee for the Board to approve the appointment of the above applicants to serve on
the Animal Control Services Advisory Committee effective January 1, 1997 for a term of
three years. Upon vote, the MOTION CARRIED UNANIMOUSLY. ...
Dr Jackson advised the Board that the nominations for the ACS Advisory Committee .-
appointments were advertised in local newspapers.
Animal Control Services Dog and Cat License and Citation System
Dr Jackson advised the Board that approximately 1,900 ACS citations were mailed in
November 1996 to New Hanover County residents for having expired pet licenses.
Approximately 400 of these were sent in error and went to pet owners with current
licenses. He explained that these renewal licenses cost $9 00 and if not purchased either
through a veterinarian or ACS, the citation is $100
Dr Jackson reported that a New Hanover County citizen attended the Executive
Committee meeting on Monday, December 10, and stated that ACS did not send him a
license renewal notice. Mr Currie, Animal Control Services, reported that a notice had
been sent to this citizen.
Dr Jackson reported that the Executive Committee met and referred the issue of whether
to rescind the citations of those who stated they did not receive their notifications, or to
endorse the present citation system. ....

Dr Macris and Mr Coble concurred that based upon the number of citations issued, the
error rate is too high. Recommendations included more public education regarding the
dog and cat license system and ACS fee system, improvement in the administration of
the program, and promoting more responsible pet owners.
Mrs. Alford inquired about how dependent Animal Control Services is upon the revenues
collected from the license fees. Mr Currie, ACS Director, responded that the program
generates revenues which are included in the ACS budget. Revenues from ACS fees in
FY 95-96 totaled $318,456
Mr Currie explained that he felt errors in the mailing of citations could be attributed to lack
of permanent staff, utilization of temporary employees who key in license information on
the computer system, and the lack of computer equipment.
Dr Clancy recommended identification of the problem which is creating this error rate. He
stated if shortage of permanent ACS personnel is the issue, the Board needs to assist with
securing permanent personnel.

Mr Greer expressed concern over the 25% error rate in the citations that were mailed to
citizens. He suggested that perhaps this portion of ACS needs to be pulled from ACS Dr
Jackson stated he plans to make this recommendation.

Dr Jackson stated that the purpose of this discussion was to inform the full Board of
Health of the citation system. He inquired if the Board wants to waive these fines for pet
owners who have complained or endorse the present license and citation system. He
stated that excusing fines for all those who complain if they weren't notified will encourage
the same complaints next year He remarked that it was not fair to responsible pet
owners, the majority of dog and cat owners, who pay their license fees on time He
reiterated that this would damage the ACS License Program.
MOTION: Dr Goins moved and Dr Macris seconded for the Board to endorse the Animal
Control Services License Program and not to waive legitimate fines for those who
complained that they did not receive their notice of animal license renewal, and to make
improvements to this portion of the Animal Control Services Program for greater efficiency
and accuracy Upon vote, the MOTION CARRIED UNANIMOUSLY.

Dr Jackson advised the Board that clients can go to small claims court. Mrs. Jean McNeil,
ACS Field Supervisor, stated that the small claims court process is slow and that the
magistrate only allows ACS to bring 20 cases to court every two weeks. This creates a
delay in processing claims for ACS.

Election of Board of Health Officers

Dr Jackson called for nominations from the floor There were no other nominations.
Dr Jackson called for election of Mr Elmore, Chairman, and Mrs. Dean, Vice Chairman,
of the New Hanover County Board of Health for 1996 Upon vote, Mr. Elmore was
elected Chairman and Mrs. Dean, Co-Chairman.
Dr Jackson congratulated Mr Elmore, Chairman, and Mrs. Dean, Co-Chairman, newly
elected officers of the Board of Health.
Recognition of Dr. Jackson. 1996 Board Chairman
On behalf of the Board of Health, Mr Elmore, 1997 Chairman, presented a plaque to Dr
Jackson, Past Chairman, NHCBH. On behalf of the Board, staff, and citizens of New
Hanover County, Mr Elmore thanked Dr Jackson for serving as a dedicated Chairman of
the Board of Health and for a job well done.
Mr Greer expressed his appreciation to Dr Jackson, Mr Coble, and Dr Macris for their
services on the Board of Health.

Dr Jackson thanked the Board for their support and for his service plaque. He stated it
is a pleasure to serve on a Board of Health with talent, character, integrity, and with a
Board whose mission is Public Health and to serve the people of New Hanover County
Dr Clancy stated it has been a pleasure to work with Mr Coble and Dr Macris. He
thanked them and Dr Jackson for their services on the Board.
Mrs. Alford advised Mr Coble and Dr Macris that they will be missed. She congratulated
Mr Elmore and Mrs. Dean on their election as 1997 Officers of the Board of Health. Mrs.
Dean reiterated that she has enjoyed working with Dr Jackson as Chairman and Mr Coble
and Dr Macris.

Health Department Annual Christmas Party
Mr Parker invited the Board to attend the Annual Christmas Party given by the health
department staff from 12 Noon - 2:00 p.m. on Friday, December 13

Report.
Customer Service Memo
A customer service memo to NHCHD staff prepared by the Management Team which
focusses on quality customer service was given to the Board for their review
County Fact Sheets
Mr Parker presented New Hanover County Fact Sheets prepared by Healthy Carolinians
on the Economics of Prevention of Diseases addressing health problems and statistics in
New Hanover County to the Board.
Governor's Hunt's Crackdown on Drunk Drivers

Mr Parker referred the Board to a copy of a memo which he received from Governor Hunt
regarding Governor Hunt's proposal to keep drunk drivers off the roads and highways of
North Carolina.

Health Policy Information Legislative Forum
~
Mr Parker advised the Board that NHCHD and Coastal Area Health Education Center
plan to host a Health Policy Information Legislative Forum on Thursday, January 16, 1997,
from 5'00 - 8:30 p.m. This is a satellite conference for local leaders concerning health
policy information and health programs in North Carolina. Mr Parker stated that space in
AHEC is limited to approximately 25-30 people. Brunswick, Carteret, Columbus, Duplin,
Onslow and Pender County Health Departments have been invited to participate in this
Public Health Showcase. Board members were invited to attend a Showcase of Public
Health and a reception at the health department. The reception will be sponsored by Bell
South, Inc.

Mr Parker referred the Board to thank you letters expressing appreciation to the health
department for their services.

POLICY AND PROCEDURES FOR ANIMAL CONTROL SERVICES
KENNELING ANIMALS
DURING AND AFTER EMERGENCY EV ACUA nONS
Section I. The policy of New Hanover County Board of Health for kenneling animals
during and after emergency evacuations at the Animal Control Services is as follows:
(a) Once evacuation shelters are open. Animal Control Services shall receive animals
from New Hanover County residents evacuating beaches. cities. or any part of New
Hanover County.

(b) Only residents of New Hanover County or tourists vacationing in New Hanover
County shall have their animals kenneled at no charge. No other animals shall be
received for kenneling. Proof of residency or proof of stay shall be required.

C After emergency conditions have been lifted and the last "evacuation shelter" closed,
anima1 owners have three business days to reclaim their animals or they become the
property of New Hanover County.
(d) Animal owners shall sign a written agreement to remove their animal or animals
within three working days after the last "evacuation shelter" has closed.
(e) Owners must make prior arrangements for Animal Control Services to continue to
kennelsmimAllI after the third working day at the regular kennel fee. The animal will
remain the property of New Hanover County until charges are paid in full.
