05/11/1944 185 REGUL<<R M01:THLY MEETTIIG BOA.'l.D OF HEALTH HELD IN OFFICE OF BOARD Mri.Y 11, 1944 Present: Mr. Addison Hewlett, Chairman, Dr. J. C. Wessell, Dr. B. R. Morrison and Mr. H. M. Roland. , The minutes of the last meeting were read and apprOlTed. The Health Officer presented the monthly reports. The Health Officer relayed to the Board the request of the Typhus Control Director that if the Board saw fit they change the ordinance so that the property owner would be responsible for the proofing of the building and that the occupant be responsible for the cost of the eradication. After a brief discussion, the Board agreed that this was entirely permissible and would not require any official motion. The Health Off icer commented on the f act that theoretically a tentative bUdget is supposed to be presented at the May meeting for actiop at the June meeting. While he did not present a budget he stated that the 1944-45 budget would be presented about as last year I s budget plus any increase in pa,y that might be requested by the other City and County departments. After a brief discussion of the requested survey of the departmmt by the representatives of the U. S. Public Health Service, it was moved by Dr. Morrison, seconded by Mr. Roland, that Dr. Wessell should represent the Board members in any necessary conferences with th e officials from the U. S. Public Health Service and the State Board of Health. Carried. Dr. Wessell discussed informally the status of the local crab meat handlers with respect to the possibility or their being compelled to build completely new picking houses at present. While there was no official action taken, the feeling of the Board members was that we should worl<: with these r:eople to the end that we would eventually get fi rst class buildings and sanitation, but that we not make the program prohibitive by requiring buildings entirely be- yond the financial reach of the people doine this work at present. The Health Officer presented a resolution from the City Council urging the Board to do all possible far the improvement of sanitation and the promotion of public health. It was moved by Dr. Wessell, seconded by Mr. Roland, that the resolution be received and filed. Carried. I , Dr. B. R. Morrison, dental member of the Board, at the close of the meeting tendered his resignation as a member of the Board. The Board members urgently insisted that he not resign; however, when he could not be persuaded not to resign it was moved by Dr. Wessell, seconded by Mr. Roland, that Dr. Morrison's resignation be tabled until the next meeting.
