08/10/1949 , 21 " ... REGULAR MONTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF BOARD AUGUST 10,1949 Present: Mr. Addison Hewlett, Chainnan, Mayor Royce S. McClelland, Dr. James H. Smith. The minutes of the last meeting were read and approved. The Health Officer presented the monthly reports. The Health Officer explained the poultry dressing regulations and the purposeful non-enforcement of such regulations during the war time scarcity of meats. The Board members were asked to take under considera- tion the enforcement of these poultry dressing regulations again with the exception of such home dressing poultry as may be sold through the City Market direct to the consumer. . ....... The Board members were also asked to consider whether or not we shall require some type identification of all poultry sold within our juris- diction as to the fact that it had been dressed in an approved poultry dressing place. It was moved by Mayor McClelland, seconded by Dr. Smith that "In pursuance of the directive of the Board of Health dated November 12, 1942, regarding compulsory pasteurization, BE IT THEREFOhE RESOLVED that on and after this date, August 10, 1949, that all sweet-milk, butter-milk, chocolate-milk, sweet-cream, sour-cream, and any and all other fluid milk products, sold or kept for sale within any incorporated city or town in New Hanover County shall be pasteurized by an approved method, and that the phophatase test shall be used as the determin- ing test as to whether the milk has been properly pasteurized."
