REGULAR MONTHLY M};ETING BOARD OF HEALTH
HELD IN OFFICE OF BOARD
0CTOBER 4, 1950
Present: Mr. Addison Hewlett, Chairman; Dr. James H. Smith, Dr. J. C. Knox
and Mr. H. M. Roland.
The minutes of the last meeting were read and approved.
The monthly reports were mailed to the Board members after the meeting.
Nr. Biddle, our Plumbing Inspector, explained to the B€fi&d members that he
thought it would be helpful to him if he could be given authority of a
deputy sheriff. It was moved by Dr. Smith, seconded by Mr. Roland, that
time be given to work out the advantages and disadvantages of the plumbing
inspector being made a deputy ~nd, in this connection, confer with Major
O'Neil and Sheriff Davis and report back to the Board at its next meeting.
Motion carried.

Mr. Emmett Bellamy and Mr. Russell Stone appeared before the Board. Mr.
Bellamy requested that property owners be repl"esented on the Board of Plumb-
ing Examiners by some property owning lay person in order to have a voice in
the promulgation of plumbing regulations affecting their property. Mr. R. M.
Kermon commented that the Health OPficer is supposed to represent the public
and that the members of the Board of Health make the plumbing regulations
while the Board of Plumbing Examoners pass on the ability of men to do plumbing
work. Mr. Bellamy urged that some person or group of persons be appointed to
consider some modification in favor of the property owners economic rights; for
example, a property owner should sit in on a recodification of plumbing regula-
tions.
It was moved by Mr. Roland, seconded by Dr. Knox, that the Real Estate Board
be asked to appoint a man to represent the property owners to sit in with the
group considering the new plumbing regulations. Carried.
It WdS suggested that a copy of a letter to the Real Estate Board be sent to
Mr. Bellamy and Mr. Stone.
After a brief explanation of Mrs. Vera Fowler's classification and salary, it
was moved and seconded that the laboratory position held by Mrs. Fowler be re-
classified to that of Public Health Laboratory Technician and that Mrs. Fowler's
salary be raised to that of a Public Health Laboratory Technician, such additional
funds to be taken from the balance brought forward from last year.
There beins no further business, the meeting adjourned.
