REGULAR MONTHLY MJi;ETING BOARD OF HEALTH
HELD IN OFFICE OF BOARD
FEBRUARY 6, 1952
Present: Mr. Addison Hewlett, Chairman; Mayor E. L. White, Dr. J. C. Wessell,
Dr. J. C. Knox and Dr. James H. Smith.
The minutes of the last meeting were read and approved.
The recodification of the Regulations Governing Health and Sanitation was dis-
cussed. Mr. J. C. Wessell, Jr., Attorney, present at the meeting regarding this
matter, stated that all minutes from 1029 would have to be read to bring the
ordinances passed by the Board up to date; that he would not consider the job for
less than $500.00, it might be more, and the Board would have to provide secretarial
help with the work. No definite action on this matter was taken.
Mr. v'oodus Kellum, Attorney, appeared in behalf of Mr. Cliff Lewis at CaroUna Beach
regarding the installation of toilet facilities in his of'fice. Mr. Kellum doesn't
think that Mr. Lewis is now violating the health rules and regulations; but if he
employs a person to work in the office he will have to put in toilet facilities. Mr.
Hewlett expressed the opinion that no action now is necessa~', but if Mr. Lewis makes
any changes he realizes that he will have to provide such facilities.

On motion dul)' made by Mr. White, seconded by Dr. Knox, and carried; it was ordained
that Section 3 of Chapter I of the Regulations of the Consolidated Board of Health of
New Hanover County and City of Wilmington, be amended by adding the following sentence:
"It shall be unlawful for any person or persons to rent, lease, allow to be occupied
or occupy, any building placarded under the above Section longer than seventy-two (72)
hours beyond the time the building was placarded."

The Health Officer called to the attention of the Board members that the local Dental
and Medical Societies and the State Board of Health approved the fluoridation program.
iollowing a brief discussion of this matter, it was moved by Dr. Wessell, seconded
by Dr. Smith, that the fluoridation program be presented to the City Council. Carried.
Mr. Aaron Goldberg appeared before the Board in regard to plumbing on property owned
by Mr. Cotroukis at Curolina Beach, requesting the Board, on a hardship case, to
grant permission for two separate buildings to be connected to one sewer, on the
ground that Mr. Cotroukis expected to move one building not later than October 1952.
Mr. Goldberg stated that there has been two buildings on this line for some time and
that one house has been removed to Kure Beach. On motion by Mr. White, seconded by
Dr. Knox, that this penllission be granted on a hardship case. Carried.
Mr. White had to leave to attend a funeral.

After Mr. White had gone, it developed, in a discussion of the plumbing on the
Cotroukis property, that at least one of these connections t~ the sewer was new
construction; therefore, it was questionable whether or not J.t really came under
a hardship case. In view of the additional information, Dr. Smith, who h~d voted
in the affirmative for the original motion; made the motion that the prevJ.ous
motion made by Mr. White, seconded by Dr. Knox, relative to the plumbing in ~he
Cotroukis property at Carolina Beach, be rescinded for reason that the full J.nfor-
mati on was not before the Board and, that full information be presented to the

Board at its next meeting and, that Mr. Goldberg, Attorney, be notified
of the Board's action. This motion was seconded by Dr. Wessell and
carried.
The Health Officer called to the Board members' attention that bucket
toilets are not legal under State ~gulations. The Health Officer was
instructed to notify the owners of the twenty-three (23) bucket toilets
in Wilmington that they are illegal, and that arrangements would have
to be made to care for their sewage in another manner.
There being no further business, the meeting adjourned.
