REGULAR MONTHLY MEETING BOARD OF HEALTI-l
HELD IN OFFICE OF BOARD
APRIL 2, 1952
Present: Mayor E. L. White, Dr. J. C. Knox, Dr. James H. Smith and Dr. J. C.
Wessell.
Minutes of the last meeting were read and approved.
Mr. McAllister, of the Carolina Power and Light Company, discussed with the
Board some of the dangers attendant on gas heaters where they are not vented
to the outside of the buildings. He recognizes that there is a danger wherever
any fuel is burned and the burned gases allowed to escape in a closed area. A
State committee has been working on a proposed requirement for venting heating
units; Mr. McAllister stated, however, that in view of the change-over in owner-
ship from the Tide Water Power Company to the Carolina Power and Light Company,
he was not in a position at this time to state the opinion of the new company
by which he is employed. He further explained that the type gas now used by
his company (propane) does not have as great a danger as did the water gas pre-
viously used here.
Dr. Wessell suggested that Mr. McAllister submit recolmnendations to the Board
of Health so that they might study them with a view of taking some action.

Mr. White reported on the City ordinance requiring houses to be connected with
the City sewer. He read from the laws and regulations which state"that within
a period of two years from the passage of these laws,(which time expired July
1, 1951), that all houses where the City sewer system was available must connect
to thern.
Miss H. Lillian Bayley, Supervising Nurse, had prepared a memorandum, addressed
to the Board, requesting pennission to appear before the Board to explain some
problems in her department. This pennission was granted her.
Miss Bayley stated to the Board that the State Board of Health had changed the
report fonns, using new codes, and for the past two months she had followed
suggestions and requests from the Hnalth Officer and there had been a bog-down
in completing the new reports; and she felt that if it were not changed now it
would be harder to get it done later as it takes much time to make up reports.
Dr. Wessell asked Miss Bayley how much time the nurses put in their work. Miss
Bayley replied that they report for work at 8:15 A. M.; leave the office for
their districts at 9:00 A. H.; have one hour for lunCh; report back to the
office at 4:30; complete the reports on the work done during the day and leave
at 5:15 P. M.

Miss Bayley stated that the time alloted for her conferences with the nurses
in the office was not sufficient for her to explain tl'1e work to be done; that
she has tried to give them the information they need before going out to work
and if she had the opportunity, when necessary, she could make quick announcemtns.
Miss Bayley further stated that when the three nurses were dropped from the pay_
roll that some of the remaining nurses were opposed to the increased work in
their districts. They also objected to the handling of poster-boards; movie
machines; audiometers, etc. Dr. Wessell asked if the nurses object to doing

this work and he then stated that it was up to the nurses to do their work.

Miss Bayley inferred that certain of the nurses were wasting time in the
afternoons by relating their ellqleriences during the day and doing a lot
of talking. Mr. White stated that was only human, and he has no objection
to their talking so long as their work is done.

Miss Bayley further stated that there was some opposition from the nurses
to her holding daily conferences in that it prevented them from getting
their work done. She stated that the Health Officer had told her this matter
had been brought to the attention of the Board. (The Health Officer correct-
ed her by stating it had been brought to the attention of some members of
the Board). Miss Bayley said she felt that if dissatisfaction of her work
had been expressed that she should discuss these matters with the Board.
Miss Bayley stated that she felt insufficient time was now alloted her for
conferences since she had been requested to discontinue the daily confer~
ences with the nurses, and had been requested by the Health Officer to con-
fine her conferences to one hour on Wednesdays. She stated further,please
understand me I am not objecting to following the Health Officer's direc-
tions.
Miss Bayley explained many of the details of her program and feels that
the nurses do not understand just what she has tried to do for them.

Dr. Wessell stated that it is up to the Health Officer to outline the
policies of the department.
