Present: Mr. Addison Hewlett, Chairman; Nayor E. L. v.hite, Dr. J. C. vlessell,
Dr. James H. Smith and Dr. J. C. Knox.
The minutes of the last meeting were read and approved.
Dr. Wessell presented to the Board the travel allowance of the staff and stated
that the travel allowance of certain individuals; namely, $1080.00 for Mr. Holland
and $480.00 for Miss Bayley were excessive. On his suggestion, the Board instruct-
ed the Health Officer to reduce these two travel items by $15.00 each monthly. It
was explained to the Board that Mr. Holland's travel was greater due to the fact
that he was employed primarily to fill Mr. \.agstaff's place as rural sanitarian
(who had received a travel allowance of $55.00).
It was brought to the BOard's attention that for the fiscal year 1951-1952 the
plumbing receipts lacked something over ~2000.00 of paying Mr. Holland's and Mr.
Biddle's salary and travel expense. The Board felt this was sufficient reason
to insist that the Health ufficer utilize ~lr. Holland to a greater extent on
rural sanitation.

It was also brought 01.lt that Mr. Holland had not been devoting very much time to
rural sanitation, and that the Health Ufficer reduce the plumbing load of Mr.
Holland to a minimum and have him devote most of his time to rural sanitation.

After a discussion of the above itenls; the Board instructed the Health 8fficer
to assign Mr. Holland to rural sanitation, and that at such times as the Health
Officer feels that the Plumbing Inspector needs assistance he is to assign Mr.
Hol1ar~ to help with plumbing inspections.
Mayor White moved that the new 1952-1953 budget, with the above revisions, be
approved. This was seconded by Dr. J. C. Wessell and carried unanlillously.
On motion by Dr. Smith, seconded by Dr. Knox; Dr. Jasper Needham, Veterinarian,
was appointed to fill the vacancy,created by the resignation of Dr. R. P. Huffman
as of July 31, 1952, at a salary and travel not to exceed $2400.00 per annum.
Carried.
The Health Officer gave a report on the results of inspections of restaurants
'and eating establishments at the beaches made by the personnel of the State Board
of Health. He stated that Mr. J. M. Jarrett, of the Division of Sanitary Engin-
eering, State Board of Health, carne to vlilmington to personally observe the work,
and it was agreed that certain places receiving a low grade be re-graded by Mr.
Haas before July 19, 1952, and a new grade posted. The following report was given:
total places inspected 61; Grade A, 6; Grade B, 23; Grade C, 23; closed, 9.

The Health Officer presented to the Board a request from Dr. Morris Camp, of the
Venereal Disease Division, U. S. Public Health Service, asking permission to assist
in developing the facilities of the local health department in the establishment of
a Venereal Disease Diagnostic Center in Wilmington to take care of certain Venereal
Disease cases in the surrounding counties. The setting up of the Center is on the
experimental basis in an attempt to carry on certain Venereal Disease work that in
the past was done at the Rapid Treatment Centers in this State; one of which has

already been closed, the other to be closed in the next few months.
The Venereal Disease program is to supply all personnel and any additional
equipment necessary for the carrying out of this work. It is definitely
established, and so understood by both parties, that all personnel will be
under the supervision of the local Health Officer and accountable to him for
their action.

It is further understood that the work is to be intergrated with the health
department program and, that the personnel supplied by them participate in such
other health department activities as the Health Officer may from time to tllne
indicate.
It was moved by ~~yor White, seconded by Dr. Wessell, that the request for the
establishment of this Center be granted on the above basis. Carried.
Mr. Lassiter, Sanitary Engineer, called to Mayor White's attention the fact that
a.number of the sewer out-falls entering the Cape Fear River were not below low
tide. Pri vat e individuals are required, when discharging sewerage into the
river, to place their out-falls so that they are entirely beneath water level at
low tide.
The Health Officer asked the Board for permission to use funds in under-spent
budgeted items to take care of over-spent budgeted items. This permission was
granted.
There being no further business, the meeting adjourned.
