REGULAR MONTHLY ~ETING BOARD OF HEALTH
HELD IN OFFICE OF BOARD
JUNE 3, 1953
Present: Mr. Ralph T. Horton, Chairman; Dr. J. C. Wessell, Dr. J. C. Knox
and Dr. James H. Smith.
The minutes of the last meeting were read and approved.
The Health Officer reported that Dr. Hines, State Veterinar:ian, was coming
down to discuss the dog problem with the County Commissioners and City Manager
in connection with the laws passed by the last legislature regarding dogs and
dog tax.
Chairman Horton read a letter received by him from the Parmele Real Estate
Company regarding a proposed land developnent on Wrightsville Beach adjacent
to the disposal plant. Dr. Wessell raised the question regarding sewage dis-
posal in thi't newly developed area. The Health Officer was instructed to
write a lette~Mr. U. L. Spence of the Parme1eReal Estate Company concerning
the sewage disposal on this developed area.

Dr. Smith asked if the committee appointed at the last meeting to study garbage
disposal in fr:Lnge areas was ready to make a report. The committee had no
report and the matter was left open until such time as the cow.mittee can report
back a solution to the problem.
Chairman Horton read a letter he had received from the New Hanover County
Tuberculosis and Health Association. A copy of this letter fo1]ows:"As directed
by the Board of Directors and members of the New Hanover County Tuberculosis
Association, this letter is to request that you present the following matter to
the Board of Health for consideration at thdr next meeting. Considerable un-
favorable conunent bas been received by the Association from time to time since
the practice of sending reports on negative x-ray films has been discontinued.
It was therefore voted at the annual meeting, held on June 1st, that the Board of
Health be requested to consider the advisability of all chest x-rays be reported
on weekly. And that, if weekly reading and reporting proved too much of a burden
on the existing staff, arrangements be made by the Board of Health to supply
additional help. Since its beginning, the tuberculosis association has been
deeply interested in the support and promotion of the chest x-ray clinic and stands
ready to render any further assistance possible. Signed: William Crowe, Jr. President."
After a general discussion of the matter referred to in the letter; the Chairman
was asked to appoint a committee to discuss with outside interest the possibility
of getting help in the reading of chest x-rays so that early reports, both negative
and positive, could be sent out.

The Health Officer asked for permission to use unexpended budgeted item. funds
to take care of certain other budgeted items that were over-expended. On motion,
by Dr. Wessell, amended by Dr. Knox, that this permission be granted with the
understanding that unexpended salary items not be used to take care of over-expended _
budget items other than salaries. .Amended motion seconded by Dr. Wessell and carried.
The budget for the fiscal year 1953-1954 was then taken up. The Health Officer
requested of the Board that they leave in the budget the item proposing an additional

sanitarian whose time was to be devoted to food establishments. The .....
Board saw fit to eliminate approximately $11,000.00 from the proposed
budget chiefly in items proposing additional personnel. After these changes
were I119.de, it was moved by Dr. Knox, seconded by Dr. Smith that the proposed
budget, as amended, be approved and forwarded to the respective appropriating
bodJes. Motion carried.
There being no further business, the meeting adjourned.
