08/05/1953 123 REGULAR H:>NTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF BOARD AUGUST 5, 1953 ~ ~ Present: Mr. Ralph T. Horton. Chainnan; Mayor E. L. White. Dr. J. C. Wessell, Dr. J. C. Knox and Dr. James H. Smith. The minutes of the last meeting were read and approved. Dr. Knox. Chairman of the Conmrl.ttee appointed to cheok on the reading of x-ray films, reported that he had conferred 'with Dr. Rodman and he will read the films for 15; each; provided. they are sent to his office in proper order and, if he had a dictaphone, he would read and dictate the report on each film. Dr. WesseH re- ported that Dr. Rodman would read the 14 x 17 filllls for $75.00 per month and charge extra for reading all retakes. Dr. Wessell also llllid that although Dr. Rodman does not have much experience in reading 35D11l films, he would be willing to help with them. Dr. Knox explained that the Health Officer was hesitant about giving a report on the 35mm nas due to the fact that there might be some oome-back at a later period. ~or Whiteasked how many films were being read by Dr. Elliot and. he stated that he would like for the matter to be continued and a report given at the next meeting. It was mentioned that routine x-rays were made for teachers and tood-handlers and the question arose whether this should be extended to cover industrial plants similar to Babcock lit Wilcox. ...- Chaiman Horton gave a report on his meeting with the state Board of Health Officials regarding the food sanitarian. "He conferred with Drs. Norton, Elliot and Hamilton and Mr. JaITett, Director Division of Sanitary Engineering. In going ove.r the state Board of Health's records they showed that we only have about 567 eating places. The State Board of Health feels that the average food sanitarian could cover and grade large and small places on an average of five (5) per day. Mr. Horton further stated that the State Board of Health agreed to send Mr. Brow and Mr. Willis to help for a short period of time in grading the restaurants here. and urged that our Board send in the qualifications of anybody we had in the department that we thought met the requirements t01' certifioation for this work." The Board instructed the Health Officer to send in the necessary foms to see it Mr. Holland could qualify; on motion by Dr. Knox, seconded by Mayor White. CaITied. .. " Mayor White llllid that he was often asked questions on the street regarding the scope ot work done by the health department, and suggested that a cOllDllittee be appointed by the Chairman to go into this matter and bring back to the Board a report of the work done by the department. It was moved by Mayor White, seconded by Dr. ~th. and carried, that such a conmittee be appointed. Chainnan Horton appointed on this com- mittee Dr. J. C. Knox. Chainnan. Dr. J. C. Wessell and Professor Roland. The question arose - does the appropriating authorities or the Board of Health haTe the legal right to assign SUBIS to the individual items in the health department budget? The Health Officer asked pennission to discontinue the report!" as requested at a previous meeting, on Mr. HaUl progress in his work. The Board felt that this was inadvisable and thought, however. that it was possible to greatly simplify the reports that are now being Ilubmitted. Chainnan Horton stated that the appropriation for the Typhus Control Program would remain in the 1953 budget, but at the present time there was no appropriation allotted to the health department for mosquito control. .. - Dr. Wessell presented to the Board figures showing the reduction in Typhus. Malaria 124 and Typhoid and appealed to the appropriating authoritiell that in the light of the progress that has been made that they not curtail the work of the health department by failing to appropriate sufficient funds for an adequate health progrBlll. Mr. Horton, Cbainnan County CollJllissioners. asked the cooperation of the health department in the matter of locating new construction and renovation of old buildings by 8Ubmitting a monthly list to the County CoDlllissioners of all plumb- ing pennits showing the name and location.
