REGULAR MONTHLY ME:ETING BOARD OF HEALTH
HELD IN O?FICE OF BOARD
OCTOBER 7, 1953
Present: Mr. Ralph T. Horton, Chairman; Mayor E. L. White, Dr. J. C. Wessell,
Dr. James H. Smith and Mr. H. M. Roland.
CopJies of the minutes having been mailed to the individual Board members, the
minutes were approved without being read.
Dr. Smith, a member of the committee appointed at a previous meeting to inves-
tigate the advisability of purchasing a dictaphone, reported that he had con-
taced an agency in Wilmington. The Health Officer at this time stated that he
felt that little, if any, time could be saved in reading the x-ray films by the
use of a dictaphone. The Board decided to let the matter drop for the time being.
The reports submitted by the Health Officer of Mr. Haas' activities were dis-
cussed.
Chairman Horton reported that Dr. Dickie expects to permit Mr. Geo. F. Potter,
Plumbing Inspector, to return to work around the first of December.
Dr. Wessell and Chairman Horton recommended the appointment mf Mr. Theodore N.
Noe for the position of food inspector. On motion by Dr. Wessell, seconded by
Mr. Roland, it was moved that Mr. Noe be appointed to the position at a salary
of $3600.00 per annum and $50.00 monthly travel expense.
A motion was made by Dr. Wessell, seconded by Mayor White, that Mr. Haas and Mr.
Noe be given a specific terrQtory and that each be responsible for his district;
each to report individually to the Health Officer.
The question arose as to when Mr. Noe would repo.'t for duty. After a discussion
of the matter, the Health Officer was asked to ascertain the ~shes of Mr. Noe
as to the date best suited for him to report for work.
Chairman Horton read to the Board the Meat Ordinance now in force in Cumberland
County. After a discussion of this Ordinance, Mayor White moved, seconded by
Dr. Wessell, that the following Ordinance be put into effect in New Hanover County:
BE IT ORDAINED by the Consolidated Board of Health, City of Wilmington and
New Hanover County, that after November 1, 1953, the following Rules and Regulations
shall be in force in the County of New Hanover for the further protection of public
health:
SECTION I. It shall be unlawful for any person, firm or corporation to sell,
offer for sale, or have in his (or its) possession with intent to sell to the final
consumer, any fresh meat or meat products unless the seme has been ante and post
mortem inspected and approved by a licensed veterinarian certified by the State
Veterinarian, and has been slaughtered in an abattoir approved by the State Board
of Health and in full compliance with the Rules and Regulations adopted by the State
Department of Agriculture under authority of Section 106-159 through Section 106-166
of the General Statutes of North Carolina.
SECTION II. If any person, firm or corporation shall violate this Ordinance,
he, she, or they shall be guilty of a misdemeanor and upon conviction shall be
fined not more than fifty ($50.00) dollars, not more than thirty (30) days, or
both, at the discretion of the court.
ADOPTED by the Consolidated Board of Health, City of Wilmington and New

The effective date of this Ordinance was discussed, but left open until
the meat packers in the adjoining counties could be notified and heard.
Mayor White stated that the City Countil had asked ttim to protest the
manner in which the publicity concerning Burnt Mill Creek had been handled.
The Council feels that some of the trouble may be due to septic tanks
emptying into the creek.
There being no further business, the meeting adjourned.

Present: Mr. Ralph T. Horton, Chainnalll Dr. J. C. Wessell, Mr.
H. M. Roland and Dr. James H. Smith.
Chainnan Horton stated the purpose of this call meeting is to review
the application for the position of food sanitarian. There appar-
ently was some misunderstanding as to the rating of one of the appli-
cants; under the rating that he would hold it would be impossible for
him to work a district individually.
.
After a general discussion, it was suggested that more applications
be sought.
The Health Officer reported that he had received an application from
Mr. Clarence T. Sewell. After the Health Officer reported on Mr. ..
Sewell's application; it was moved by Mr. Roland, seconded by Dr. Smith,
that the Health Officer investigate Mr. Sewell's qualifications.
