12/01/1954 ~ 157 IlEGULA!( MONTHLY MEETING BOARD OF HEALTH HEW IN OFFICE OF BOARD DECE~IDER 1, 1954 " Present: Mr. Ralph T. Horton, Chainnan; Mayor E. L. \fhite, Dr. J. C. Knox, Dr. James H. Smith, Dr. J. C. Wessell and Mr. H. M. Roland. Also present were Mr. Chas. M. White, of che Inscet and Rodent Control Division, State Board of Healtn, and Hr. L. 1. Lassiter, New Hanover County Sanitary Engineer. Meeting was called to order by ~ Chairman Horton at 2:40 P. H. By mutual consent the reading of t he minutes was dispensed with. Chairman Horton re-opened old item of business concerning Wilmington Packing Company near Castle Hayne. Mr. Lassiter reported that a grease trap had been installed to intercept waste matter which had formerly been dumping into Prince George Creek. Another waste line was discovered and the Company ,has agreed to install still another grease trap for tLis opening. Facilities are also being constructed to separate blood for reclamation purposes from the other waste matter. " It was brought out, that the old historic recoras of Ne" Hanover County Hoard of Health of 1879 aefinitely prove that New hanover was the first County Board of Health established in the United States. The first meeting of this Board was on June 14, 1879, at which time Dr. Joshua C. Walker Was elected the first Superintendent of Health. After some discussion and suggestions by various Board members, a motion was made by Dr. Wessell, seconded by Mayor White, that these priceless records be sent to the North Carolina State Archives of History for preservation, along ",ith a request that photostatic copies be returned to this City to be placed in our Public Library. The motion was carried. A delegation of residents from the Kerr Avenue area ",as next heard. A Hr. G. E. Rackley, rli'D 3, Box 578, Kerr Avenue North, being the spokesman. These people com- plained of odor, noise from animals and trucks, and flies in great quantities emanating from the hog and cattle pens belonging to Otto Leeuwenberg, which is located within 150 feet from homes in this comrr~nity. They also complained of dead hogs being burned at this place. Dr. 'ilessell reconunended action by the health de- partment. Nr. Chas. N. Vlhite, State Boarc. of Health, suggested that this nuisance be removed from this area. Hr. Lassiter,Hr. Chas. H. vihite and the Health Officer, having visited these pens, affirmed that the place "'as actually a nuisance. Motion was made by Hayor Vlhite, seconded by Dr. Ciessell, that ~!r. Leeuwenberg be notified to move his hog and cattle operations from this area. Notion carried. Motion was made by Dr. ,'iessell and seconded by Dr. James Smith, that the Health Officer contact the County Attorney in regards to drafting an ordinance concerning such general nuisance, and with the County Att rney study conditions mentioned above, in order to work out a solution to the matter. This motion was also carried. .. Mr. Chas. H. Vlhite discussed land fill problems at our City Dump. He said the City is not. now complying \iith sanitary land fill speCifications. Mayor Vfhite sUi;r,ested that City Manager Benson be informed of this condition, and that personnel of the Health Department accompany Hr. Benson on a tour of the !Jump. Chairman Horton asked that Hr. Chas. H. \ihite furnish him with data on Land Fill so that he might study same, in order that such a program may be used at some future date, in the disposal of garbage ano trash in the Count" . Chairman Horton read a letter from Dr. N. M. Hornstein, Bruns1;ick County Health Officer, praising the Police and Health Departments of New Hanover County, for the 158 aid and assistance rendered them after Hurricane Hazel. Report was made that samples taken from bulk milk dispensers were favorable, wi th only one exception. No further business being brought before the Board, the meeting was adjourned at 3:40 P. H.
