On motion b7 Dr. Wessell. seconded b7 Mr. Roland, the minutes of the last
meeting were approved without beilll read; copies having been mailed to the
Board members.

!Dr. Wessell, member of the collllllittee to select a Sanitarian. reported that the
man he had written had failed to reply either b7 letter of telephone. It was
also reported that the Merit System had no Sanitarians lilSted on their register.
In the discussion it was mentioned that it might be possible to get a college
graduate in June that is interested. Mr. Roland suggested that the Wilmington
College would probably be a good place to start.
Mr. Lassiter in reporting on the garbage collection situation, atated. that three
applicants had applied for permits and that Mr. Blanchard and Mrs. Bryan had
contracted with Mr. Huffman to cover for them. It was suggeated that the man
collecting at Porter's Neck needed to be encouraged to increase his collections.
Mr. Lassiter stated that he didn't lmow what will be done in the southern section
of the County; that Mr. Davis was working at Carolina Beach. The Ordinance is n_
in effect, but there is not a complete collector coverage of the County. The health
department is now inspecting the landfills. It was stated that the work has pro-
gressed more rapidly than we anticipated.
Dr. Wessell.commenting on the tuberculosis work, heartily endorsed. an out-patient
clinic in the health department under the supervision of an out-side physician
leaving the Health Officer free for his work as administrator. It was atated that
as of May 2, 1956, the health department had under supervision a total of 201
tuberculosis pl.tients; 138 in the City and 63 in the Courrt.y. It was also stated
that patients from other counties were being x-r!qed in the health department. The
reaction of the Board to this statement was that this was a justifiable good-will
policy .
Copies of the budget for the fiscal year 1956-1957 were given to the Board members
for their consideration and to be acted on at the June meeting.
Mr. Horton gave to the Board members copielS of an article on Insect and Rodent Control
which was taken from The American City Magazine.

Dr. James H. Smith, Member of the Collllllittee on Mental Health, reported that he had
heard from Dr. Haswell and had received a tentative budget on the cost of operation
of a mental health clinic in New Hanover County. (Copies ofLthe letter and budget
to be mailed to the Board members for their st~).
The Board was told by Mr. Lassiter, who had been requested to lIIeet with a collllllittee
from the Heating Corrt.ractors Association, that the Heating Corrt.ractors were interested
in the health department's assuming the responsibility for proper installation of
heating units; chiefly, those in homes now being constructed in rural New Hanover. The
Board Chaizman appointed a committee composed of Mr. Lassiter, Chairman; the Health
Officer and Mr. Edwards, to investigate this mattwr and report back to the Board.
