On IIOtion by Dr. Wessell, seconded by Dr. Knox, the minutes of the last meeting
were approved without being read since copies had been mailed to the Board members.
Mr. Hall was welcOllled to the Board meeting as the new Chairman of the' Board of
Health by the Health Officer.
The Health Officer informed the Board members that he had received a letter from
Dr. Hines, state Veterinarian, advising that the State Board of Health, at its
next meeting will consider using chick-embyro rabies vacc:j.ne when it is administered
by licensed veterinarians. It has been suggested that when this vaccine is used
that, for sake of uniformity, a blue tag be used on dogs vaccinated with this vaccine
and that local Boards of Health adopt an ordinance requiring the use of these blue
tags. The Health Officer stated that it would not be the conventional type of tag,
but a tag that was riveted to the collar. Dr. Knox IIIOVed that if approved by the
State Board of Health that we co-operate with the State Board of Health so far as
this colored tag is concerned. Motion seconded by Dr. Wessell and carried.
The Health Ofi'icer advised the Board that the two hospitals, Community and James
Walker Memorial, had just recently been inspected by our sanitarians and both had
received rather low grades; (CODIIIlUllity' s rating was 54 and James Walker Memorial's
73.5). Dr. Wessell was interested in knowing what made the low grade at COllllllunity
Hospital and the Sanitarians, Mr. Teeter and Mr. Glover, were called in to give
this information. After a long discussion the following facts were brought out con-
cerning the cause of the low grade at the CODIIIlUllity Hospital: lack of water presslilre;
need of renovation and painting; IIOre attention to administrative details; particular-
ly in the cleaning, sterilization and storage of cooking and eating utensils; and
attention be given administratively to prevent the reserving of SOllle foods and .ill.
There would be considerable cost to the correction of certain it_s, but probably
a passing !Icore of 70 could be attained through more careful supervision of the iteJIIB
of sterilization and general cleanliness. The Board thought it would be well if the
Hospital Board was (!:alled by their President, Mr. Eugene Bullard, to discuss the
various items with the hospital administrator. Chaiman Hall, who is a aember of
the Hospit.al Board, could ask Mr. Bu.llard to call this meeting. The next routine
grading will be within ninety days, but on written request a re-grading could be
made.
In the case of the J8JIles Walker Memorial Hospital, it was brought out that the grade
could be raised by better administrative supervision concerning painting, cleanli-
ness and the proper storage of food.
On lIOt.ion by Dr. Wessell, seconded by Dr. Knox, Mrs. George M. Foxworth was approved
as a Typist Cleric to fill the vacancy caused by the resignat.ion of Miss Doris Smith.

Dr. Wessell feels that a IIOre concerted effort should be _de by this department
to get IIOre people protected from polio by the administration of the Salk vaccine.
There has apparently developed nationally a surpllils of the vaccine. He 51iggested that
we give fuller publicity through all agencies to the fact that this vaccine is availab
that it apparently conferred a high degree of protection, and that the winter months e
are the more desirable in which to receive the inoculation.
The Healtli Officer called to the attention of the Board the fact that very little

control of IIIllrtuaries is possible through Sta.te laws and that, in view of
this, it ha.s beeD thltught for sOIIetime that local laws governing general
cleanliness and sanitation ef IIOrtuaries be passed b1 thi.s Board. A copy of
& proposed ordinance drawn up about a year ago, .but never passed by the Beard,
is vailable and it ".s suggested by the Board that copies of this ordinance
be made and sent to the Board members and to certain IIIGrticians for study.
After this study has been made the Board will take up the utter at a later
date.
The need for some type of county building inspector liaS discussed. Chairman
Ha.ll stated that the County Commissioners had appointed a collllBi.ttee., to study
the matter. After the study and approval by this cOllllllittee, the matter wOuld
have to be passed en to New Hanover County's representatives in the 1957
Qeneral Assembly.
There being no further business, the meeting adjourned.
