Present: Dr. James M. Hall, Jr., Chairman; Mr. James E. L. Wade, Y~yor; Dr. J. C.
Wessell, Dr. J. C. Knox and Mr. H. M. Roland.
On motion by Mr. Wade, seconded by Dr. Knox, the reading of the minutes of the
last meeting was omitted, copies having been mailed to the Board members. Carried.
Letters from Judge Moore and Solicitor Burney, in answer to a letter written by
the Health OfJicer relative to x-ray examination of prisoners, were read. Both
promised cooperation in this matter inas far as the existing laws permitted.
Chairman Hall said that as far as County prisoners are concerned details could be
worked out with Mr. Rivenbark, Superintendent of the County Farm, to l:arry out this
program on all prisoners sent to the County Farm. Chairman Hall sug3ested that a
copy of the letter which had been sent to Judge Moore and Solicitor Burney be sent
to the County Commissioners and be in their hands prior to the !-londay meeting.August
12, 1957, for their consideration and action.
The Health Officer brought to the attention of the Board that Mr. John Lumsden,
from the Occupational Health Section of the State Board of Health,had checked the
known shoe-fitting fluoroscopes in New Hanover County to determine if there were
dangerous radiation being produced by these Ill9.chines. He reported that there were
four (4) and that in two cases there was excessive radiation. The concensus of
opinion of all folk familiar with radiation hazard feel that shoe fitting by
~ fluoroscope serves no useful purpose and is Dangerous both from the standpoint of
the operators of the machine and the people being fitted, and that they should not
~ .. be permitted to use this device in the fitting of shoes. On motion by Mayor Wade,
seconded by Dr. Knox. a committee composed of Dr. Knox, Chairman; Dr. Graham Barefoot
and Dr. Brouse was appointed to study this problem and Dr. Knox to report back to
the Board with recommendations. Carried.
In order that certain State funds could be secured for mosquito control work in
rlew Hanover County, it was necessary to execute certain forms which the Board, on
motion by Mr. Roland, seconded by Dr. Knox, authorized Miss Viola. Bolyn to do as
Agent for the Consolidated Board of Health. Carried.
Miss Watling, Nurse Supervisor, discussed the public health nursing school program
and its further curtailment due to legislative stipulations with its funds.
Recent publicity given concerning Asiatic flu and the possibilit;y of vaccine being
available was discusc;ed briefly by the Board.
It was reported to the Board that some Gypsies had been operating a septic tank
racket in Ne" Hanover County. Through efforts of personnel of the health department,
a part of them .,'as caught and prosecuted under our Plumbing Code.
On motion by Dr. Wessell, the meeting adjourned.
