REGULAR MONTHLY MEETING:. BOARD OF HEALTH

Present: Dr. James M. Hall, Jr., Chairman; Mayor J. E. L. Wade, Dr. James H.
Smith, Dr. J. C. Knox and Dr. J. C. Wessell.
On motion by Dr. Wessell, seconded by Dr. Smith, the minutes of the last meeting
were approved without being read, copies having been mailed to the Board members.
Carried.
Miss Watling, Nurse Supervisor, briefed the Board regarding the removal of the
health department maternity clinic to James Walker Memorial Hospital,and stated
that in the first clinic held at the hospital there were 23 patients seen and that
the operation was smooth and entirely satisfactory.
The Health Officer stated to the Board that ~w. H. W. Hunter, Sanitarian, had asked
to be retired as of December 3l, 1957,after 44 years of service with this department.
The Board took note of the many years of efficient and faithful service rendered this
department and New Hanover County by Mr. Hunter; and motion was made by Mr. Wade,
seconded by Dr. Wessell, that a Certificate of Meritorious Service be awarded and.
presented to Mr. Hunter. Carried.
The Health Officer commented on the revision of public health laws as passed by the
la,st General Assembly, and he was instructed by the Board to make further study of
any changes that might effect this department and report back to the Board at a later
meeting.

Chairman Hall called to the attention of the Board a letter writtelll by Dr. Thomas
calling attention to the nuisance created by a garbage and trash dump near his home.
A letter from the CM regarding smoke on the run-ways due to the burning of trash
at the Airport was also brought to the Board's attention. After a lengthy discussion
of the garbage and refuse disposal methods, it was moved by Dr. Wessell, seconded by
Dr. Knox, that the regulation adopted by the Consolidated Board of Health on November
2, 1955, be put into full force and effect 60 days from this date (December 4, 1957).
Motion carried.
On motion by Dr. Wessell, seconded by Dr. Knox, the first paragraph was amended as
follows: "That in line 4 following the word 'County' the remainder of that paragraph
be deleted. This paragraph will now read as follows: "That the follo>dng regulations
for the protection of public health are hereby adopted and shall govern the storage,
collect Jon, transporting and disposal of garbage and refuse throughout New Hanover
County." Carried.
Legal service available to the Board of Health was discussed at length. The unanimous
opinion of the Board was that such service should be available to the Board by the
hiring of an attorney as an advisory and for the prosecution of any cases that may
arise due to health department action. Inasmuch as no money was included in the
1957-1958 budget for an attorney, and that it was not possible to transfer money from
the contingent fund to a regular salary item; on motion by Dr. Smith, seconded by
Mr. Wade, it was moved that in the event it became necessary for the Board of Health
to prosecute, that the Health Officer be authorized to hire an attorney and pay same
from the contingent fund and that an attorney's retainer fee be included in the
1958-1959 budget. Carried.
