05/14/1958 245 RFDULAR MONTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF ~RD MAY 14, 1958 Present: Dr. James M. Hall, Jr., Chairman; Dr. J. C. Wessell, Dr. James H. Smith, Dr. J. C. Knox and Mr. J. C. Wessell, Jr.,Attotney. On motion by Dr. Wessell, seconded by Dr. Smith, the minutes of the last meeting were approved without being read; copies having been sent to the Board members. The Health Director recommended that the Board of Health make mandatory the giving of polio vaccine to all school children. Dr. Knox expressed the thought that vaccination should be a responsibility of the parents and that he was opposed in general to forcing people to do things of this type. He thought that it was better as an education.a.l approach. A motion made by Dr. We~sell, seconded by Dr. Smith, subject to the approval of Mr. Roland and the Board of Education, that Section 50 of the Regulations Governing Health and Sanitation, Wilmington and New Hanover County (1929) be changed to read as follows: By motion duly made, seconded and unanjmously passed at a meeting of the Consolidated Board of Health, New Hanover County and City of Wilmington, North Carolina, on May 14, 1958, and under authority vested in said Consolidated Board of Health, it was ordained: A. That Section 50 of the Regulations governing health and sanitation for the Consolidated Board of Health, New Hanover County and City of Wilmington, be amended and supplemented as follows: 1. That all children, within a period of one year frOlll birth, shall be given three injections of polio vaccine and a certificate of evidence of the same and executed either by a registered physician or proper representative of this Board of Health and shall be issued and filed in the records of this Board of Health. 2. That no child shall be admitted to any term of any public, private, parochial or other school except upon a proper certificate signed by a registered physician or proper official of this Board of Health stating that such child has received three polio vaccine injections and this shall apply only to children entering the first grade of said schools. This ordinance and regulation shall become effective on June 1, 1958. B. That Section 50 of the Regulations governIng health and sanitation for the Consolidated Board of Health, New Hanover County and City of Wilming- ton, be amended and supplemented as follows: 1. That all children, within a period of one year from birth, shall be given three injections of polio vaccine and a certificate evidencing the same and executed either by a registered physician or proper repre- sentative of this Board of Health and shall be issued and filed in the records of this Board of Health. . 2. That no child shall be admitted to any term of any public, private, parochial or other school except upon a proper certificate signed by a registered physician or proper official of this Board of Health stating that such child has received three polio vaccine injections and the word "term" shall mean any annual term of said schools. This ordinance and regulation shall become effective on June 1, 1958. (The attorney drew the two above resolutions pertaining to the polio vaccine with , 246 the thought that the twp should be considered by the Board and a determination made as to which one should be adopted). Dr. Knox stated that it would be necessary. in the carrying out of this polio vaccination program, that money for the purchase of polio vaccine be included in this year's" budget (1958~1959). ~ - The tentative budget for the fiscal year 1958-1959 was presented to the Board for approval. After a discussion of the proposed budget, motion was made by Dr. Knox that the tentative budget be approved; motion seconded by Dr. Smith and carried. Chairman Hall asked that each Board member make a careful study of the tentative budget and make such recommendations as they feel is necessary in the making of a final budget for recommendation to the appropriating authorities. Miss Bolyn reported to the Board that at this tjme there is sUfficient reserve money in the Meat Inspection account to justify the lowering of the fees for post and anti-mortem inspections by the meat packers. On motion by Dr. Knox, seconded by Dr. Wessell, the following resolution was passed: By motion duly made, seconded and unanjmously passed at a meeting of the Consolidated Board of Health, New Hanover County and City of Wilmington, North Carolina, on May 14, 1958, and under authority vesteci in said Consolidated Board of Health. it was ordained: That the present meat inspection rates be voided as of July 1, 1958. and that the following new rates become effective as of that date: Cows Hogs 1 - 10 Hogs 11 - 100 Hogs 101 - 200 Hogs 201 and up 65~ each 30~ 15~ 8~ 5~ ~ ...,j and there shall be an annual revaluation of said rates at the end of each succeeding fiscal year, and that the approximate sum of $4,000.00, now accrued from meat inspection fees, be deposited with some local bank on a certificate of deposit and held as a reserve. Mention ~JaS made of some laboratory work now in progress, by this department, on the" screening of certain individuals passing through our clinics for any indica- tion of early or late dd.abetes. This work is being done with the present personnel and will be extended to the number of persons that can be taken care of with the existing personnel. The Board thought this work to be well worth- while and commended the health department in its efforts to render a service in this field.
