In the absence of Chairman Hall, .Mayor Wade presided. On motion by Dr. Smith, seconded by Dr. Knox, the minutes of the last meeting were approved without being read. Carried. Mr. James B. Swails, Attorney, appeared before the Board regarding the Schloss and Bear property at Wrightsville Beach. This property was cut up into lots many years ago, part of which has been disposed of. At the time this developnent was laid out no consideration was given to the size needed for the installation and proper operation of septic tanks. After a report to the Board by Mr. Lassiter, Sanitary Engineer, re- garding the condition, size of lots and type of soil in this developnent, Mr. Roland made a motion that a survey be made of the lots and percolation tests made in Iluffi- cient number in this area in order that the health department could determine which lots would probably be acceptable for building purposes where it was necessar,y to in- stall a septic tank; copy of this information to be sent to Mr. Swails. Motion seconded by Dr. Knox and carried. !he following is a copy of the conditions which Mr. Lassiter feels IllUSt be met where any residence or other buildings are constructed on these lotsl CONDITIONS UNDER WHICH SMALL LOTS AT THE SOUTHERN END OF WRIGHTSVILLE BEACH MAY BE USED FOR RESIDE2iCF$ WITH INDIVIDUAL SEPTIC TANKS. Lots 50 feet by 80 feet containing 4000 square feet, will be approved, pro- vided the 80il is suitable for the operation of septic tanks and, provided, further that the area covered by the house, including porches; shall not be greater than 1200 square feet and, that this covered area shall not subse- quently be increased until such time as city sewer8 shall be available and the house plumbing connected thereto. A spot percolation test indicates that the soil in general is suitable. On lots containing 5000 square feet the house may cover 1250 square feet. Automatic washing machines shall not be installed in houses on these lots until the plumbing is cOllllected to the public sewer systems and, only single family residences shall be built. Lots containing less than 4000 square feet will in general not be approved. In each case written application for inspection must be made for each lot and a written approTal secured from the Health Department. before building is started. Dr. Wessell, not being physically able to attend the Board meeting, asked that the following statements regarding the COlIIID.unity Hospital and the County Trash DUDlp be read to the Board. At the request of the Board these statements to be made a part of the minutes of the meetingl dRelative to the condition of the Community Hospital; when I was a .ember of the Board (Community Hospital) for six years, several years ago, along with Mr. Linwood Latta, Mr. Albert Brown and several others, we found the Community Hospital in a IllUch worse condition than that recently described 25S by the Grand Jury. Wishing to be brief, I will make only a few cOllllllentsl For a period of time we had to hold the laundry machine together with baling wire; the hot water tank in the heating plant was clogged with mud and the relay hot water tank in the main building was so clogged with mud that ,no pot water was carried tp the frod; pa.rt of the build- ing for montha. All of these conditions were cleared up and repairs matte at the heating plant. Orkin Exterminating Company was employee on a monthly basis to clear the hospital of mice, rats, water-bugs and roaches which had infested the store room where the ,food was kept. At the end of our term of six years the COllllllunity Hospital was given a rating by the Coll!lge of Surgeons of Chicago of ~7%; 100% rating for nursing service and 100% rating for nursing school. ...., ~ I could give considerably more information about this hospital; but will close /flY statement with this remark: the trouble with the Community Hospital has been and will be a lack of sufficient appropriation by the governmental bodies that !,wn the hospital. In my opinion, th!l budget has been sufficient to meet required expenditures. never County Trash Dump: Relative to the controversy about the County trash dump; in /flY opinion the Board of Health has no responsibility so far as the operation or care of this dump is concerned. This dump is owned by the County, they have made a definite contract with an outside party to take care of it and, it is Ilidiculous to accuse the Board of Health of any responsibility with regard to the maintenance of this dump over which we have no control except ao far as meeting our regulations. Hurricane Helene has caused an enormous amount of trash to be put there and as> no one is stationed there part of the time all kinds of material is dumped in this place. Again, I state it is no responsibility of the Board of Health. .... - On lIlotion by Mr. Roland, seconded by Dr. Smith, the Press was given a copy of the sanitary rating of Conmunity Hospital _de November 4, 1958, by health department staff members. Motion carried. This had been requested by the Press. Mrs. Hope P. Matlock was granted a change of t;lassification by the Board, she having qualified for the position of 5tenographer-C~erk II under the rules and regulations of the North Carolina Merit System. The new classification will gll.ve her a salary increase from $170.00 po $200.00 per IIIOnth retroactive to July I, 1958. Request for this change was made by Miss BOlyn, Supervisor Cle rlcal Staff' Approval given under motion 01.' Dr. Smith, seconded by Mr. Roland and carried. Apparently there had been considerable misunderstanding by the civic, church and organization groups regarding new regulations and the enforcement of same regarding the serving of meals by these groups. Dr. Knox made a IIIOtion that members of the health department staff prepare an interpretation of the rules and regulations govern- ing food handling by such groups and present them to the Board at its next meeting. After approval by the Board a copy of the interpretation along with a pamphlet showing the rules and regulations governing food handling be sent to the churches and other non-profit organizations who from time to time prepare food or serve meals.
