01/03/1962 ~~3J "...... REGULAR MOWl'HLY Ml<:ETING BOARD OF HEALTH HELD IN OFFICE OF BOARD JANUARY 3. 1962 '"- Present: Mr. James M. Hall. Jr.. Chairman. Dr. James H. Smith. Dr. J. C. Knox. Dr. \'mi. H. Wagoner and Dr. R. Bryant Hare. Jr. On motion by Dr. Knox. seconded by Dr. Smith. the minutes of the last meeting were approved without reading. copies having been mailed to the Board members. Carried. The replacement for Miss Bolyn was mentioned and it was the feeling of the Board that. if possible. a local qualified person shouilid be employed to fill this position. Mr. W. H. Cranford. now employed by the N. C. state Board of Health. was in Wilmington on invitation from the Health Director to consider filling the place in the new organizational set up as Director of Sanitation Activities. Inasmuch as the Board of Health meeting occured on this day Mr. Cranford was invited to come in and meet the Board members. The members of the Board seemed to be well pleased with Mr. Cranford's qualifications and experience. (He has a B. S. Degree from Presbyterian College in Chemistry; his Mas:t.er"s in Public Health from the University of North Carolina; he operated for quite some time a Water Plant in Rock Hill. South Carolina; worked with a local health department in general sanitation in Oklahoma for ten years; spent about three years with a local health department in Pennsylvania doing general sanitation work). ~ . - After considering Mr. Cranford's qualifications. the Board felt that he should be asked tp assume the duiies of this position at a salary of $8.724.00 plus $600.00 travel per year. On motion by Dr. Smith. seconded by Dr. Wagoner. it was moved that if Mr. Cranford was cleared by the Personnel Department of the state Board of Health and by the North Carolina Merit System that he be offered the position of Director of Sanitation Activities. and that the classification of Sanitary Engineer held by Mr. Lassiter be abolished. Motion carried. Mr. R. M. Kennon representing Mr. John Galog appeared before the Board to ask the Board to change their ruling with regard to the penalities imposed on Mr. Galog for plumbing violations. The Board was asked to delete the $50.00 fine imposed by this Board and that Mr. Galog would accept the suspension of his license to do plumbing in New Hanover County. The Board did not see fit to make this change without due con- sideration and the penalty as imposed was left standing. "...... Dr. Benjamin H. Allen. PSYChologist in the Mental Health Division. attended the Board meeting and expressed the thought that his contacts with public health for the past month had been interesting. infonniilll4and stimulating. Having had no previous public health experience. he stated that 1J was surprised at the ramification and services rendered by a public health department. He also felt that a large part of the general public was not aware of the public health program and felt that it would be of service to the department for him to develop. through picture slides. the story of the New Hanover County Health Department I s activities. Inasmuch as the Board of Health is the policy making body he asked that they allow him to start this activity by taking their picture.
