Present: Mr. James M. Hall, Jr., Chairman; Mayor O. O. Allsbrook, Dr. J. C. Knox,
and Dr. James H. Smith.
On motion by Dr. Smith, seconded by Mayor Allsbrook, the minutes of the last
meeting were approved without reading; copies having been sent to the Board members.
Carried.
Mr. Harry Bethea, Laundry Operator, appeared before the Board to protest a Trailer
Court Operator on Wrightsville Sound that is in reality operating a laundry. Mr.
Bethea feels that he is receiving unfair competition from this operation. The
matter was turned over to Mr. Cranford, Director Sanitation Activities, to be dis-
cussed with Mr. Armstrong, Field Representative of the North Carolina Department
of Water Resources.
A letter from Mr. Richard K. Johnson, Presiuent of the New Hanover County Associa-
tion for Mental Health, requesting that the Mental Health Association be permitted
to appear before the Board of Health at a special meeting to discuss their 1962-
1963 budget and the establishment of a Mental Health Center in New Hanover County
was read. The Board asked Miss Bolyn, Secretary"to work out an acceptable time
with the various Board members and report the time of the meeting to them.

The budget for the fiscal year 1962-1963 was read as a tentative budget. After a
diacussion of the budget, the Board felt that the budget presented was the minimum
that could be submitted to the appropriating authorities. This budget contains
considerable salary increases along the entire line due to the new salary schedule
set by the Merit System to be put in operation July 1, 1962. The Board also felt
that any deviations from this salary scale is a matter for negotiations between
the New Hanover County COmmissioners, the City of Wi+mington Council and the North
Carolina Merit System.
On motion by Dr. Knox, seconded by Dr. Smith, it was moved that the budget as
presented be submitted to the City and County appropriating authorities. Carried.
It was suggested that it would be well if one or more members of the Board of
Health assumed the responsibility of presenting to the Commissioners and the City
Council this budget. It was agreed that Dr. Knox would be the logical member to
do this with help from any other member who would be present at the time this
'"
budget ill considered by the appropriating authorities. Dr. Knox accepted this
responsibility.

Mr. Cranford discussed progress on getting a drainage program started. He and Mr.
Oates of the State Board of Health had studied several proposed sites in which
drainage from mosquito standpoint is needed. Mr. Cranford felt that in the near
future this program could get under-way with the cooperation of the State on a
matching fund basis. Of the sites mentioned, one on Carolina Beach Road near
Myrtle Grove Junction, will be considered due to the fact that the widening of the
Highway is reqUiring movement of homes in this area in the very low areas. It was
suggested in this connection that Mr. Cranford contact Mr. McKim, the Highway
Engineer in this district, to see if it were possible for them to participate
financially in this project. Two other sites were mentioned; one on Middle Sound
which Mr. Oates said they would accept without question. A third site of drainage

mentioned was at Murrayville where a number of Shell Homes have recently
been installed and the area is so badly in need of drainage that it seems
impossible to secure satisfactory waste disposal.

Dr. R. Bryant Hare, Jr., and Dr. William H. Wagoner.
This was a special called meeting of the Board to discuss the Mental Health Pro-
gram. Supporters for a Mental Health Program present were Reverend Richard K.
Johnson, President of Mental Health Association, Mrs. W. E. Sisson, Immediate
Past President of Mental Health Association, Dr. Rowena Hall, Mrs. Janet
Bluethenthal and Dr. Benjamin Allen, Psychologist.
The meeting was called to order by Chairman Hall.
Chairman Hall read first a letter from Dr. Robert M. Fink, Consultant, Mental
Health Section, State Board of Health, Raleigh, N. C. This letter concerned the
Legality of a Mental Health Program in the Board of Health, stating that there is
nothing in the policies of the State Board which would prevent a Local Board from
making its }lental Health Program directly responsible to the Board of Health rather
than in line through the Local Health Director.
Reverend Johnson brought up the following three items recommended by the Mental
Health Association:
1. Zstablishment of a Mental Health Center to do Clinic Work as well
as our present education and consultation program.
2. Possibilities of having a Center under the Board of Health and
directly responsible to the Board of Health, and not through the
Health Director.
3. Possibility of having a Center outside the Bonrd of Health and
directly responsible to County Commissioners.
Chairman Hall also read a letter from Dr. J. W. R. Norton, State Health Director,
concerning a meeting for Local Health Directors and for Local Mental Health
Personnel in Raleigh, N. C., on April 14, 1962.
After a lenghtly discussion of the desirability and undesirability of a Mental
Health Program under the Board of Health, the Board went into executive session.
The meeting reconvened, listing the following areas as items of general agreement
to be tentatively adopted as pOlicy, without a vote;
1. Intention to separate Mental Health Program from the Health Depart-
ment, to operate directly under the Board of Health.
2. It is the Boards' desire that Dr. Allen outline and discuss with
Dr. Davis, Health Director, a program so Dr. Davis may know of
adjustments in personnel - direct lines of authority - distribution
of public information.
It was agreed that a meeting would be held in the near future to consider the
above areas discussed and to consider a Mental Health Budget.
There being no further business, the meeting adjourned.

Also present for this special called meeting were Mrs. Janet Bluethenthal,
Dr. Rowena Hall, Mrs. W. E. Sisson, Reverend Richard K. Johnson, President
of the Mental Health Association, and Dr. Benjamin Allen, Psychologist.
The meeting was called to order by Chairman Hall.
The purpose for this meeting was to discuss a Mental Health Budget and also
to discuss Interagency Cooperation between the Consolidated Board of Health
and the proposed Mental Health Center of Wilmington and New Hanover County.
Dr. Allen presented a proposal for Interagency Cooperation between the Board
of Health and Mental Health Center, and also distributed copies of this
proposal to Board Meobers and supporters for Mental Health Center. A general
discussion between Board Members, Dr. C. B. Davis, Health Director, and Dr.
Benjamin Allen, Psychologist, and supporters for a Mental Health Program
followed concerning both Interagency Cooperation and the Mental Health
Budget.

Mrs. Bluethenthal pointed out that this wns the most opportune time to
establish Mental Health facilities, because of the present plans for the
New Hospital and the lack of facilities for after care of patients returned
from State Hospitals. She pointed out that the amount of money requested for
the Center is very small compared with the loss of time and money of the
persons in need of these facilities. This doesn't show any of the suffering
and anxieties of these people.
Dr. Knox moved that we adopt the recommended Budget for $45,000,
Mental Health Center and submit it to the County Commissioners.
