11/07/1962 ,..,... ....... '-' ~-~ 31:::- ~") ;:) lU..GULAR MONTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF BOARD November 7, 1962 Present: Mr. James M. Hall, Jr., Chairman, Dr. J. C. Knox, Dr. R. Bryant Hare, and Dr. James H. Smith. Chairman Ball called the meeting to order. Dr. J. C. Knox made a motion that the minutes of the last meeting be approved without reading, copies having been given to each Board Member. Chairman Hall seconded the motion. Carried. Hr. H. A. !larks, Mrs. Janet Bluethenthal and Dr. E. T. Marshburn, Members of the Board of Directors of the New Hanover County Home appeared before the Board regarding Health Problems of Residents of the New Hanover County Home. Mr. Marks asked what was the relationship with the Board of Health and the Health of these residents. Dr. James H. Smith reported that in the past, there had been funds in the budget for a County Physician, but since the County had not employed a physician, the fund had been dropped. He also stated that Dr. C. B. Davis, Health Director for the Board of Health was not a County Physician. How- ever, the Health Department will render any laboratory service possible to resi- dents of the County Home, and recommended that these residents be brought to the Health Department for these services. I I , Mr. Bob Kermon, Mr. Walter Stokley and Mr. Billy Stokley, representing the Stokley Septic Tank Company and Mr. Carroll Hahn, representing the Home Improve- ment Service, appeared before the Board for a discussion on use of grade boards when installing septic tanks. Mr. W. H. Cranford stated that they had not been living up to the ordinance, and that he would go to the County Attorney to draw up the necessary rules and regulations for adoption. It was agreed that Section 43 of the Plumbing Code be amended to require septic tank soil pipe lines to be installed in conformity with the State Board of Health recommendations. A petition was presented to the members of the Board from the employees of the Board of Health requesting that they ask the Board of County Commissioners to secure an amendment to the New Hanover County Retirement System to allow the employees, who are not already a part, to become a part of the New Hanover County Retirement System. They hoped this could be accomplished in the 1963 State Legis- lature. Dr. James II. Smith made a motion that the Board of Health present the petition to the New Hanover County Commissioners. Dr. Knox seconded this motion and it was carried. Dr. Smith made a motion that the Board accept the reclassification, qy action of the State Board of Health, for !41's. Mary Helen Casteen from Stenographer 1 to Stenographer 11, effective November 1, 1962, with a salary increase accord- ingly, with two steps below the normal range. Dr. Hare seconded this motion and it was carried. There was also a discussion on the work load for Mrs. Rose- mary Leonard and an increase in salary.
