MINUTES OF REGULAR BOARD OF HEALTH MEETING, August 7, 1968

Dr. Hooper welcomed Dr. Bellamy to the Board of Health.
Minutes of the June 12, 1968 meeting were approved by motion of Mayor Allsbrook,
seconded by Dr. Tidler.
Local Health Administrator: Dr. Hooper reported to the Board that Mr. Stephen
Yovanovich had decided not to accept the position since his family did not want
to move to the coast and that several other applicants had notified the Board
that they were not interested in a move at this time.
Mr. Hampton Noe from Rome, Georgia, formerly from Wilmington, was introduced to the
Board by Dr. Hooper. The Board asked Dr. Hooper and Dr. Knox to interview Mr. Noe
for the position of Administrator after the meeting.
Advisory Council for Nursing: Dr. Hooper had received a letter from Mrs. Dottie
Primrose, Chairman of the Advisory Council, asking that two additional members be
appointed to the Council - one from the Out-Patient Department at New Hanover
Memorial Hospital and the other from the Welfare Department. Mayor Allsbrook
made the motion, seconded by Dr. Tidler that the Advisory Council submit the names
of the two to be appointed to the Board of Health for approval. Motion carried.

Cancer Clinic: Mayor Allsbrook made the motion, seconded by Dr. Knox that the
Board of Health act as fiscal agent for the Cancer Clinic and that the contracts
be signed. Motion carried.
Sewer Connections on Harbor Island: There are still thirty-eight home owners who
have not connected to the sewer system. Mr. Fox will give the Board a memo on
what he feels we can do to rush these connections.
Resignations: Resignations were read from Danny West, Sanitarian II and Johnnie
Cromartie, PHN I. Mr. West left to go into Insurance and Mrs. Cromartie to the
Mental Health Center.
Contract with State Board of Health: Motion was made by Dr. Smith, seconded by
Mayor Allsbrook, that we accept and sign the contract. Motion carried.
Charges for X-Rays, Premaritals and GC Examinations: Dr. Tidler made the motion
that we raise the price of large X-Rays to $3.00 immediately. Dr. Smith seconded
the motion _ motion carried. This decision was based on the cost of supplies and
personnel and last year's collections. The Board decided that we could not charge
for GC examinations and that there were not enough premaritals to charge for.
Mal Practice Insurance for Dr. Knox: Mr. Fox advised Dr. Knox that rus own mal-
practice insurance would cover any medical decisions for the Health Department and
that when he is acting to enforce a State law that he is protected by the State.

Insurance on Insect & Rodent Vehicles: Mr. Cranford can check with Mr. Wessell,
___ Secretary of New Hanover County Insurance Commission regarding this insurance.

Charges for Inspecting Restaurants: The question was raised as to whether it would J
be legal to charge for inspections of restaurants, and especially when the sanitarian
was called back to raise the grade, Mr, Fox will check on this and advise the
Board.
There being no further business the meeting was adjourned.
