01/11/1978 0070Z MINUTES OF BOARD OF HEAlTH MEETING - January II, 1978 Present: All members of the Board Absent: None Minutes of the December meeting were approved as presented. Election of Chairman and Vice Chairman' Mr Chadwick, Vice Chairman, took charge of the meeting since the December meeting was the former Chairman's last meeting. First order of business was to elect a Chairman. Dr. Seidel nominated Mr. Chadwick. This was seconded by Mrs. Wright. There were no further nominations and Mr. Chadwick was elected unanimously. For Vice Chairman, Mr. Carter nominated Dr. Furr. This was seconded by Mr. Reaves. There were no other nominations. Election of Dr. Furr was unanimous. Welcome to New Board Member Mr. Chadwick, on behalf of the Board, welcomed Dr. William Eakins to the Board. Dr. Eakins was appointed to the board to replace Dr. Frank Reynolds. MCH Budget Amendment: Notice had been received from the MCH Section of the Department of Human Resources that $5,250 are available to help pay the cost of delivery services. This money can be used to pay the obstetrician and pediatrician or for one or two days hospitalization. Of course the patient would have to meet the eligibility standards set up by MCH. Mr. Reaves made the motion that we accept the money offered. This was seconded by Dr. Seidel and carried. WIC Committee Report: Dr. Furr reported that the committee had no further report at this time. Septic Tank Study the State office. Committee: This committee is still waiting for input from No report at this time. ........ Sex Education. Dr. Seidel rescinded the motion that was tabled at the December meeting and offered a substitute resolution as follows: "The New Hanover County Board of Health recognizes that pregnancy under eighteen constitutes a potential severe health hazard for the mother and fetus. New Hanover County has an unacceptable incidence of pregnancy in females under eighteen. The social and economic impact on the pregnant female, father, child and community of such a pregnancy is highly undesirable. That lack of knowledge of family institution and self exist and are constituting factors. Therefore, the County Board of Health endorses the principle of education to prevent female pregnancy, a course of programs on family development, parental and individual responsi- bilities by responsible agency or agencies." Dr. Eakin seconded the adoption of this resolution, and several individuals spoke to the motion - for and against. Mrs. Wright made a motion that the resolution be tabled stating that she felt that any resolution by this board would be misconstrued as pressure on the Board of Education. The motion died for lack of a second. Dr. Furr presented a nine page report which had been prepared by the Board of Education giving the courses already being taught in the schools and brought many of the testbooks for inspection The Board voted on the resolution after it was read again. All members voted "Yes" except Mrs. Wright who voted "No" stating that she feels that morals should be included in education of this kind. 00703 There being no further business, the meeting was adjourned.
