MINUTES OF BOARD OF HEALTH - February 1, 1978

Minutes of the January meeting were approved as presented.
Primary Care Grant. Dr. Finger outlined plans for requesting a Primary
Health Care Grant and asked the board to decide if we should proceed with
the request. This grant would support a Family Nurse Practitioner, a Public
Health Nurse, a clerk and a part-time Health Educator. Since we already
have two FNP's, this grant would be an extension of services already being
given by the department. Dr. Finger stated that under the guildelines we
would be expected to collect fees for services - fees of course to be set
by the Board of Health. He also stated that he had talked with the presi-
dent of the Medical Society, who had in turn appointed a Public Health
Committee. This committee would review the grant application. The grant
would have to be endorsed by the Medical Society. Dr. Finger told the
board that this FNP would work here in the Department to begin with. Mr.
Melvin asked if there was a possibility that an FNP could be assigned to
the North side to town. He stated that the Boys Club will soon begin
construction of a new building and that it might be possible to secure
space for a clinic in it. Dr. Seidel made a motion, seconded by Mr. Melvin
that we apply for this grant in the amount of approximately $50,000. Motion
carried.

Dr. Seidel suggested that Dr. Finger get some figures on how many people our
FNP's are seeing and also what the hospital is doing in this area and bring
back to the next meeting.
Glaucoma Screening: Dr. Finger reported that he would like to add Glaucoma
Screening as part of our clinic services. He had talked with the opthalmo-
logist and they are all in favor of this. Also, the Division of Health
Services has agreed to pay for the tuition of one nurse to be trained in
this skill. Mr Melvin made a motion, seconded by Dr. Eakins, that we add
Glaucoma Screening. Motion carried.
Water Supply Ordinance: Mr. Frank Olive, Sanitation Supervisor asked the
Board if it was our responsibility as a Board of Health to cause a well head
to be insulated to keep it from freezing. Mr. Olive had been approached by
three individuals just recently who had moved here from California and did
not know they were supposed to insulate the well heads and therefore had
frozen pipes. After considerable discussion, Mr. Melvin made a motion that
we table the discussion until we have more information - stating that he
did not feel there were enough complaints at the present time to warrant
changing the ordinance. Motion was seconded by Mr. Reaves and carried. Mr.
Reaves suggested it might be a good idea if Mr. Olive wrote up some recom-
mendations about care of wells to go in a home owners packet.
There being no further business, the meeting was adjourned.
