The New Hanover County Board of Health met on Wednesday, December 2, 1981
at the New Hanover County Health Department.

Dr. Eakins, Chairman, called the meeting to order at 8:05 A. M. and
called for corrections to the November 11, 1981 minutes. Mr. Whaley
moved the minutes be approved. Mrs. Hall seconded the motion and it
carried unanimously.

Fish, Shellfish and Seafood Ordinance: Dr. Neal told the Board that he
had obtained a copy of the State's Seafood Ordinance which provides up-
dated definitions and standards. He is reviewing and co-ordinating that
information with the proposed County ordinance to provide a comprehensive
and co-ordinated document. Dr. Neal is also planning a public hearing to
discuss the proposed ordinance with those in the seafood industry and
receive their input prior to its adoption.

Solid Waste Ordinance: Dr. Franklin reported that Mr. Ed Hilton, County
Engineer, reviewed the Board of Health's Solid Waste Ordinance draft and
pointed out areas of concern and advised that while the Commissioners
would review the Board of Health's Solid Waste Proposal they would prepare
and adopt an ordinance covering all aspects of solid waste in the County.
Dr. Franklin suggested that the Board of Health table their proposal at
this time -and work with Mr. Hilton as the County ordinance is being pre-
pared. Mr. Cooper stated that the Commissioners will appreciate and review
the Board of Health's concern and input to the Solid Waste Ordinance. Mr.
Cooper stated he would like to meet with Dr. Franklin and Mr. Hilton to
discuss his views and concerns about the ordinance.
Well Ordinance: Mr. Durham reported that the Well Ordinance committee
received no response from the letters written to the well drillers. He
plans to make personal contact with them in the near future to solicit
their feelings about licensing of drillers.

Septic Tank Ordinance: Mr. Grathwol asked if the State had completed their
new septic tank ordinance. Mr. Brown reported that while committees are
presently preparing rules and regulations no additional information on this
ordinance has been received at this time.

Nominating Committee for Officers - 1982: Dr. Eakins appointed himself
and Mr. Grathwol to this committee and asked Board Members to be open to
requests from the committee. ~
Septage Disposal: Mr. Blake requested that a lead agency for septage dis- ...
posal be designated to direct the efforts to solve septage disposal by
septic tank pumpers when the City's plant will no longer accept it. Mr.
Cooper suggested the Board of Health develop a plan to deal with septage
disposal and present it to the Commissioners who would deal with appro-
priate funding and other legal aspects. Mr. Grathwol told the Board that
he and Mr. Durham had talked with the City of Wilmington relative to keeping
the Souths ide Plant open to receive septage. He also pointed out that many
people within the City limits have septic tanks whose contents are dumped
into the City's plant. Dr. Eakins said he feels that the Board of Health
has done everything within their power to solve the problem but simply does
not have the expertise to go any further at this time. During the discussion
it was noted that several areas need to be addressed including the County's
role vs private enterprise's role in septage disposal, definitions relative
to septage and its disposal and the alternatives available for septage dis-
posal.
Mr. Brown will attend a National Symposium December 14 and 15, 1981 sponsored
by the American Society of Agriculture Engineers concerning soils and onsite
sewage disposal. Information gathered from the scientific investigation
performed by numerous experts in onsite sewage disposal will be reviewed rela-
tive to septage disposal in New Hanover County. Mr. Blake suggested that Mr.
Brown meet with Mr. Cooper as soon as he returns to discuss game plan relative
to septage disposal. Dr. Eakins suggested a committee be formed with represen- ...
tatives from different County agencies to work on the solution to the problem.

Septic Tanks: Mr. Grathwol asked the Board to define "Mound System". He
stated that the definition being used is not what was intended by the Board
of Health. After much discussion Mr. Grathwol moved that "Any onsite sewage
disposal system with fill or usable soil that is not extended eight feet
beyond the nitrification field to the side or end shall be considered a mound."
Mr. Durham seconded the motion and it carried unanimously. It was noted that
according to the Board's policy that experimental systems, including mounds,
shall be reviewed by the Board of Health prior to its approval.
Monitoring Community Water Systems: Mr. Blake proposed that the Health
Department collect the water samples from the Community Systems instead of
the owner collecting and submitting his own samples to the State Laboratory.
After much discussion, Dr. Eakins requested by the January meeting, a report
by Mr. Brown regarding these water systems: regulations, sampling, inspections
and numbers.
There being no further business, Dr. Eakins moved the meeting be adjourned.
Mr. Grathwol seconded the motion and it unanimously carried and the meeting
was adjourned at 9:15 A. M.
