A regular meeting of the New Hanover County Alcoholic Beverage Control Board
was held at the General Office at 523 S. 17" St., Wilmington, N. C. on October 16, 2008 at
8:30 A. M.
Members of the Board present were:
Charles C. Wells, Chairman
Stephen E. Culbreth, Member
Richard V. Hanson, Member
Others in attendance were:
W. R. Williams, Administrator
Brad Williams, Assistant Administrator
Jerry Mannen, Attorney to the Board
Sgt. S. L. Morgan, New Hanover County Sheriff's Dept.
Sidney Causey, New Hanover County Sheriff
Mr. Culbreth made a motion that the minutes of the meeting on September 23, 2008
not be read and that they be approved. Mr. Hanson seconded the motion and Chairman
Wells so ordered.
Mr. Williams presented the sales for the month of September. He reported that the
sales for the month were $2,284,127.72 and sales for the twelve-month period were
$30,786,041.78. Monthly comparisons for the same period last year show a decrease of
$18,047.34 or -.78%. Yearly sales comparisons show an increase of $548,757.77 or 1.81 %.
Sgt. Morgan reported that for the month of September Law Enforcement conducted
9 inspections of the 268 outlets.
Mr. Culbreth made a motion to distribute $250,000.00 to the municipalities for the
quarter ending September 30, 2008. Mr. Hanson seconded the motion and Chairman Wells
so ordered.
Mr. Wells set the date of the next meeting for November 20, 2008.
Mr. Culbreth made a motion to adjourn the regular meeting and reconvene in
executive session. (GS 143-318.11) Mr. Hanson seconded the motion and Chairman Wells
so ordered.

In executive session Sheriff Causey requested additional monies for law
enforcement. Mr. Culbreth made a motion to make an additional contribution of
$50,000.00 to the Sheriffs Dept. for the fiscal year ending June 30, 2009. Mr. Hanson
seconded the motion and Chairman Wells so ordered
