PLEASE NOTE: This meeting will be conducted remotely via teleconference. Interested parties can contact the Planning and Land Use Department at 910-798-7165 for more information. 2:00 p.m. Item 1: Spring Ridge – Preliminary Plan Request by Port City Consulting Engineers, PLLC for a performance residential development consisting of 22 single-family homes. The subject property is located at 620 Spring Branch Road, consists of 3.62 acres, and is zoned (CZD) R-5. Additional comments may be made upon further review of subsequent revisions. Please note: following the TRC meeting, a revised preliminary plan addressing each of the below items must be resubmitted prior to receiving preliminary plan approval. Planning, Gideon Smith 910-798-7571 1. Please see the attached marked up plan for reference. 2. Please update the plan with the following general corrections: a. Please include “Preliminary Plan” and “Performance Residential” in the title block. b. Please add a reference to case number Z20-14 in the General Notes section. c. Please adjust the acreage noted in the Performance Residential Density section to match the Development Data section. d. Please verify the Surface Coverage calculation. e. Please revise the first Development Note to reference the Unified Development Ordinance (UDO). f. Please add a Development Note stating that the dwelling units shall be spaced a minimum of 10 feet from each other. g. If applicable, please show the location of any subdivision signs. i. Please note that any sign must comply with Section 5.6.2.J of the UDO. 3. Based upon our data, it appears that Swamp Forest conservation resources (COD) are present on site. a. Has a wetland delineation been completed? If wetlands are present, additional conservation resource standards may be required. 4. Based upon our data, it appears that Class IV Soils (Johnston and Dorovan) are present on site. a. The UDO does not allow Class IV soils to be used in the gross tract area for the maximum density calculation if development occurs on them. Please include the total area of Class Spring Ridge – Preliminary Plan – TRC Review Page | 2 IV soils in the Development Data section or provide a sealed letter from a licensed Soil Scientist indicating these soils are not present on the site. 5. As of November 16, 2020, the minimum open space requirement for performance residential developments is 20%. a. Please note that the stormwater pond can be included in this calculation. b. Please update the open space calculation accordingly. 6. It appears that there are several 18” + pines proposed to be removed. If these are Long Leaf Pines, they are now classified as Significant Trees and mitigation will be required if located within the drive aisle or open space/stormwater pond areas. 7. Please note that the 18” Sycamore tree and 20” oak proposed to be removed in the stormwater pond area are classified as significant and will require mitigation. a. Please note that the UDO has been amended to provide incentives for retaining existing trees on the site. Please consider utilizing these incentives to offset the required mitigation trees (Section 5.3.8 of the UDO). b. Please submit a Tree Removal Permit application. The permit will be issued with the issuance of site plan approval. 8. Parking lot landscaping is required around the visitor parking spaces. Please note that existing trees can be credited to count towards this requirement. 9. Will each of the buildings be subdivided into individual parcels? Will there be any area outside of the building footprint (i.e. patio area)? If so, please show theses individual lots. 10. Will right-of-way be dedicated for the internal drive or will a private easement be established? 11. Please provide all NCDOT approvals upon receipt. Fire Services, Troy Davidson 910-798-7464 1. No gates or traffic calming devices installed without TRC approval. 2. Fire apparatus access roads cannot exceed a 10 percent grade without the approval of the Fire Chief. 3. All fire hydrants installed are to be equipped with a 5in. Storz connection on the 4.5 steamer per CFPUA and NHC Fire requirements. 4. No obstructions within 36 inches around a fire hydrant, this includes street signs, landscape vegetation and utility poles and boxes. 5. Where a fire hydrant is located on a fire apparatus access road, the minimum road width shall be 26 feet (7925 mm), exclusive of shoulders (see Figure D103.1). Finalize these plans and submit for stormwater and erosion control permits during the final design phase. 2. Consideration for the offsite drainage in the NW corner shall be given to convey it around the proposed fill at lots 19-22. 3. Consideration shall be given to the encroachment of the MLK culvert on the proposed wet detention basin. Tailwater conditions for the 25 year shall be evaluated per paragraph 70.2.1.9) of the design manual due to the proximity of the DOT culvert crossing. Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620 1. Utility Plan Review required by CFPUA. 2. CFPUA water and sewer available via mainline extension. 3. At this time capacity is available. 4. DWQ permit application will require a Planning FTSE; as we are working towards incremental capacity upgrades at the downstream pump stations. 5. Capacity is also dependent on the analysis of the pipe collection system (gravity and force mains). 6. A capacity determination can be provided upon submittal of the NC DWQ FTA/FTSE Application Form and a Preliminary Plan, this determination does not guarantee capacity. 7. Capacity is issued to projects on a first come, first serve basis, when capacity is available, the plans meet Authority requirements, and the NC DWQ FTA/FTSE forms are signed by the Authority. NCDOT, Patrick Wurzel 910-398-9100 These are preliminary comments and are based on the plans as submitted for the proposed site and are subject to further review upon receipt of any additional information. Subsequently, additional comments and/or requirements may be necessary for this site. 1. A NCDOT Driveway Permit is required. Submit a plan in accordance with pages 14 and 15 of the Policy on Street and Driveway Access to North Carolina Highways to include access locations within 500’ of the proposed access on both sides of the State road. Submit to the local NCDOT District Engineer’s Office. 2. A NCDOT Encroachment Agreement is required for any utility connections or installation within NCDOT right-of-way. 3. Any roads that plan to be petitioned to NCDOT will require plan approval prior to construction. 4. There is a future NCDOT project (U-5792 MLK / College Interchange) along the back of this parcel. 5.
