The subject property is located at 3950 Juvenile Center Road. It consists of 8.55 acres and is zoned I-2. Please note: following the TRC meeting, a revised site plan addressing each of the below items must be resubmitted prior to receiving approval. Planning, Amy Doss 910-798-7571 1. Please update the plan with the following general corrections: a. Change the title to Commercial Site Plan. b. Please note: Elevations must be tied to North American Vertical Datum of 1988 (NAVD 88) and horizontal coordinates must be tied to the North Carolina Grid System. c. Note zoning of adjacent parcels on the Site Plan. d. Please show site angles on the Site Plan and on the Landscape Plan. e. Please show the location of any existing trees along the southwestern most edge of the project boundary. 2. Please label the new roadway as public or private. 3. Provide a Landscape Plan with calculations, UDO Section 5.4., to include the following: a. Street Yard, both secondary and primary, b. Foundation plantings, c. Interior parking landscaping, this is required for the tractor trailer parking as well, d. Screening is required for the dumpsters if applicable, please provide a detail showing materials, UDO Section 5.4.4.C.2. e. Distance to parking islands, UDO Section 5.4.5.C. 4. Please label dimensions of the off-street loading berth, UDO Section 5.1.5.B. 5. Tree Retention: a. Please be aware that there are optional incentives for retaining trees on site, UDO Section 5.3.8.A.2. Emergency Logistics Center – Commercial Site Plan – TRC Review Page | 2 b. Please provide the specific species (Loblolly pine, Long Leaf pine, etc.) of all regulated trees to be removed or credited for mitigation. In addition to the significant trees, please list all regulated trees to be removed. c. Per UDO Section 5.3.4.C, of the UDO requires a minimum of 15 trees at least 2” DBH must be retained or planted on the parcel where development occurs for each acre or proportionate area disturbed. i. Please note that required landscaping for the project can be credited to meet this requirement. d. Please be aware that a Tree Removal Permit is required prior to any land disturbance activities. Please provide the specific species (Loblolly Pine, Long Leaf Pine, etc.) of the trees to be removed or retained to determine required mitigation. e. Per UDO Section 5.3.6.B, please be aware that prior to any construction activity protection fencing is required around protected trees or tree stands. The fencing shall be a minimum of four feet and shall remain in place through completion of construction activities. 2. Parking: a. Please clarify the minimum parking calculations noted on the Site Plan page C2.0. Per the County’s UDO Section 5.1.2.A, office use requires 2.5 spaces per 1,000 square feet and warehouse use requires 1.5 spaces per 1,000 square feet. b. Section 5.1.3 does give options to provide an alternative parking plan to allow for reduced parking. c. Label ADA accessible ramp. 6. Before the building permit can be issued, a lighting plan must be provided to illustrate that street lighting, all exterior lighting, and indoor lighting visible from outside shall be designed and located so that the maximum illumination measured in foot candles at ground level at a lot line does not surpass 2.0, UDO Section 5.5. 7. General comments: a. Please be aware that no building permit will be issued until NCDOT has issued the Driveway Permit approval. b. Please be aware that land disturbance permits will not be issued until the tree permit has been approved. Fire Services, Ray Griswold 910-798-7464 A site visit was conducted, and the following issues/comments are required. 1. Street Numbering. It shall not be the same as the County Jail. Please upgrade. 2. Fire hydrants along the "New Right of Way". There were 2 fire hydrants that were not installed per the CFPUA plans. They need to be installed and shown on these plans. There are existing fire hydrants on Juvenile Center Road. 3. The sprinkler system? Will it be designed for High Rack Rack Storage?? 4. A fire hydrant shall be placed within 100 feet of the FDC. 5. KNOX Boxes shall be required. 6. This plan shows a gated facility. 2 of the gates shall be equipped with a KNOX Key override / KNOX Padlocks. 7. A Section 510 study is required per the 2018 NC Fire Code for first responder radio coverage. 8. Please follow the guidelines of the 2018 NC Fire code Appendix J requirements - Building Information Signage. NHC Engineering, Galen Jamison 910-798-7072 1. The development will be subject to control of the post development peak discharge rate of the 2, 10 and 25 year storm event to the pre development conditions. Please submit for permits as the design is completed. A stormwater authorization to construct (ATC) must be obtained prior to CO of the building. A temporary stormwater control measure (SCM) can be used should the future regional SCM not be constructed in time. 3. Will the construction of the retaining wall’s foundation have impacts on the existing wetlands? 4. There appears to be offsite stormwater drainage coming from the west along the existing ditch at the project boundary to be abandoned. If this drainage will be routed through or around the site, a public drainage easement sized in accordance with NHC Stormwater Manual will be required. Construction of offsite drainage conveyance measures that will be maintained by the county will need to be observed during construction by Stormwater Services and a turnover meeting scheduled once the system is ready to be conveyed to the county. CFPUA water available; no CFPUA sewer available. 4. CFPUA Meter Sizing Form will need to be completed and submitted. NCDOT, Patrick Wurzel, 910-398-9100 1. A revised NCDOT Driveway Permit is required. Submit a plan in accordance with pages 14 and 15 of the Policy on Street and Driveway Access to North Carolina Highways to include access locations within 500’ of the proposed access on both sides of the State road. Submit to the local NCDOT District Engineer’s Office. 2. If the road plans to be petitioned to NCDOT, Plan approval is required prior to construction. 3. A NCDOT Encroachment Agreement is required for any utility connections or installation within NCDOT right-of-way. 4.
