Below is an explanation of how we addressed the comments regarding the above stated project:
TRC Review Feedback
Planning, Zach Dickerson 910-798-7450
Zoning:
1. “Zoning: (CZD) B-1
a. Use: Convenience Store, Fuel Station"
Response:Neighborhood Business,(CZD) B-1 added to the Site Development
Summary on Sheet C001 and Site Data Table on Sheet C301 in the Wawa Set.
Residential Multi-Family Moderate Density (CZD) RMF-M added to Site Data Table on
Sheet C301 in the Enabling Set.
General Comments:
2.“Invoice INV-00110605 is available to be paid, this can be done online at
www.nhcgov.com/coast or by calling 910-798-7308.”
Response:Invoice INV-00110605 was paid on 11/6/23.
3. “Please include the conditions from rezoning Z23-09 in the site plan details. These can
be just in a notes section.
i. An opaque fence shall be provided along the property line adjoining any
existing residential development. The fence location may be adjusted by
Planning staff to accommodate any utilities, easements, or saved/protected
trees.
ii. The two (2) specimen trees shown on the concept plan along Carolina Beach
Road shall be retained and preserved on site.
iii. Existing trees onsite will be preserved that do not impact required land grading
or other improvements and future amenities as identified in the required Tree
Removal Permit.
iv. The southernmost multi-family structure as shown on the concept plan shall
be limited to two-stories in height (I know this one doesn’t apply to the Wawa
specifically, but since this is all under the same rezoning it should be left on)”
v. Exterior lighting will be designed and installed to maintain adequate lighting
levels on the proposed site while assuring that excessive light spillage and glare
are not directed at adjacent property, neighboring areas, or motorists.
vi. A sidewalk or multi-use path shall be installed along Carolina Beach Road
extending from the northern property line to the southern property line with stubs

for connection to existing or future pedestrian facilities on adjacent parcels.
Pedestrian crossing labeling meeting NCDOT minimum requirements for
pedestrian safety shall be installed at both driveway entrances. The pedestrian
facility along Carolina Beach Road shall be within a dedicated public access
easement.”
Response:Rezoning conditions added to Sheet C301 in the Wawa and Enabling Set.
4. “Please note the below standards from UDO Section 4.3.4.I.2 for Fuel Sales:
i. Fuel sales in all districts where allowed shall comply with the following standards:
a. The premises shall not be used for the sale of vehicles.
b. Fuel pump canopies shall meet the setbacks of the underlying zoning district,
as measured from the outer edge of any supportive structure physically
connected to a fuel pump and the ground along a straight line to the nearest
point of the property line.
c. Setback distances from street rights-of-way may be reduced by
one-half.”
Response:Fuel Sales Standards added to Sheet C301 in the Wawa Set.
5. “Please submit for demolition permits prior to demolition of existing buildings on-site”
Response: Noted.
6.“Please confirm on the site plans that the requirement improvements from the TIA are
being met. This can be coordinated through NCDOT and the WMPO.”
Response: Offsite Roadway Improvements included in the Enabling Project Package.

Tree Retention:
7.“For the significant trees planned to be removed on-site, please apply for a Tree
Removal Permit.”
Response:NHC Tree Removal Permit submitted on 09/12/2023.
8. “Please refer to NHC UDO Section 5.3 for Tree Removal Standards.”
Response:Note added to Sheet C301 Site Development Plan Notes #10:Contractor
shall refer to New Hanover County UDO Section 5.3 for Tree Removal Standards.
9. “When submitting for the Tree Removal Permit, please include a Tree Inventory Table.
You can use the Tree Mitigation Worksheet under the applications tab on our website for
this.”

Landscaping:
10. “It looks like the landscaping standards may have been taken from another jurisdiction,
we don’t have a Section 18 in our UDO.”
Response:Noted. Revised landscaping adheres to New Hanover County UDO.
11. “The New Hanover County UDO section on landscaping can be found starting on page
25 of the document linked here:

12.“Please note that existing trees onsite can be used towards landscaping requirements
for street yard and buffering”
Response:Noted.
13. “What is a Type C Bufferyard as indicated on the landscape plan? (This may be coming
from another jurisdictions’ language)”
Response:Landscape Buffer Types have been revised to match New Hanover County
UDO.
14. “Please note that 15 trees are required to be planted or retained per acre disturbed.
Trees retained as part of the tree removal permit process can be credited towards this
requirement, but trees required as part of street yard/buffering cannot.”
Response:41 trees are required to be planted or retained based on 2.74 acres. 51
trees are being planted and/or retained. 5 trees are required as part of the street
yard/buffering, therefore, 46 trees being retained/planted meet the land disturbance
requirement.
Lighting:
15. “Please note that with the latest update to the UDO, a lighting plan is not required at time
of TRC Approval. See below excerpt from Section 5.5.3:
i. Information about the exterior lighting for the site that demonstrates compliance with
the standards in this section shall be submitted in conjunction with an application for
site plan approval (Section 10.3.6, Site Plan) or zoning compliance approval (Section
10.3.8, Zoning Compliance Approval), whichever comes first, approved no later than
at time of construction plan approval.”
Response:Noted.
16. “When available, please send over lighting plan for review and approval.”
Response:Wawa Lighting Plan can be found on Sheet IR1.0. in the Wawa Design
Package.

Signs:

19. “Please provide all NCDOT approvals upon receipt. Please be aware that no building
permit will be issued until NCDOT has issued the Driveway Permit approval.”

Response:NCDEQ Stormwater Permit Application was received by the Wilmington Office
on 11/02/2023, confirmed by Tina Burd.
22. “The provided Storm water report doesn’t indicate the conveyance system to the wetland
SCM. This SCM and conveyance system must be permitted prior to Engineering
approving building permits for the commercial development.”
Response:Stormwater conveyance system can be seen in the Enabling Set. Additionally,
the stormwater report now includes the overall stormwater system instead of two separate
reports.

23. “Plans indicate connection to both public water and sewer.”
Response:Enabling design package includes detailed information regarding this design.
24. “Old septic systems for 6824, 6828, 6814, 6808 and 6800 Carolina Beach Rd. must be
properly abandoned by pumping, crushing and filling the septic tank. Proposed
infrastructure such as the retention pond must maintain 50 feet of separation with normal
pool elevation from septic systems (tanks and drain field) within the Mobile Home Park
at 6748 Carolina Beach Rd. All other setbacks to surrounding septic systems appear to
be met for septic systems.”

Response:Septic System demolition notes have been added to Sheet C104 in the Wawa
Set and Enabling Set.The Septic Systems for the applicable homes within the Mobile Home
Park at 6748 Carolina Beach Road are now shown on the Enabling Set. Dimensions
showing adequate distance from the Septic Systems to the normal pool elevation of the
proposed wetland can be seen on Sheet C401 of the Enabling Set. The 50 feet of
separation required is being met.
25. “Existing wells for 6824, 6828, 6814, 6808 and 6800 Carolina Beach Rd. must be
located, protected during demolition and properly abandoned by a certified well driller.
Please note that some of these well heads may be below grade.”
Response:Existing wells for 6824, 6828, 6814, 6808, and 6800 Carolina Beach Road have
been located and noted to be abandoned by a certified well driller on Sheet C104 of the
Wawa Set and the Enabling Set.
26. “Proposed sewer force mains must maintain setbacks from existing wells at 6834, 6838
and 6840 Carolina Beach Rd. (50’ from force mains and 100’ from manholes).”
Response:Adequate distance from proposed sewer force main and existing wells at 6834
and 6840 Carolina Beach can been seen on Sheet C501 in the Enabling Set.
27. “UST’s must maintain 100’ separation from existing wells at 6834 and 6844 Carolina
Beach Rd. All other setbacks to surrounding wells appear to be met.”
Response:100’ separation from existing wells to proposed USTs can be seen on Sheet
C501 in the Wawa set.

34. “The complete TRC/Site plans comments from New Hanover County Fire staff shall be
submitted along with the building plans for review to New Hanover County Fire Marshal’s
Office. This shall include the complete set of civil plans. Failure to submit the comments
or complete set of civil plans will result in a resubmittal for review for verification of
compliance.”

35.“Any building with a generator or aboveground storage tank (AST) shall include an
engineered plan complying with the NCFC Chapter 23, 57 and NFPA 30 showing all
applicable distances as required from those specific requirements.”
Response:Noted.
36. “Any plan involving an underground storage tank (UST) shall include an engineered plan
complying with the NCFC Chapter 23, 57 and NFPA 30 for Underground Storage Tank
Cover requirements. This plan shall also show all vent lines.”
Response:Noted.
37. “Per NCFC 507.1, Provide an Engineered fire flow analysis report in accordance with the
fire code and Appendix B to include pertinent information. A fire flow test shall be
conducted in accordance with NFPA 291 and NCFC 507.4. This report shall be
submitted by a P.E. and include the stamp of the submitting individual on the report.”

38. “Fire hydrant required for new development”
Response:Proposed fire hydrant added and can be seen on Sheet C501 on the Wawa Set.

41. “A NCDOT Encroachment Agreement is required for any utility connections or

Response:The appropriate encroachment permits are currently underway. The sidewalk
multi-use encroachment, CFPUA water main extension, and sanitary sewer connection in
Southern Charm Drive (NCDOT ROW) have been submitted.
42. “Roadway and Signal Improvements are required per the approved TIA.“
Response:Offsite Roadway Improvements are included in the Enabling Set.
43.“A signal agreement is required, this agreement will need to be executed prior to
approving the driveway permit. “
Response:Signal agreement executed. Signal design ongoing.
44. “Refer to the NCDOT Roadway Design Manual for help with the design of any
required roadway improvements. Figure 8-10 Recommended Treatment for Turn Lanes.”

of specimen tree. Site access B ingress radius increased to allow for better tuning movements.
