No one had any. Acting Chairman Mallette asked if there was a motion to approve the minutes. Warren Lee made a motion and Michael Core seconded. All agreed. Motion passed. Acting Chairman Mallette asked if anyone had anything they would like to add to the agenda. No one had anything new to add to the agenda. OLD BUSINESS: 800 MHz Rebanding Update Acting Chairman Mallette asked if Warren would update everyone on rebanding. Warren said it is moving along on schedule, they are done with the Sheriff’s Department radios less a few stragglers. They are going to start on Emergency Management & the Port Authority radios. The rebanding is more than 90 percent complete. Jerry Brewer asked if reimbursements need to be filed after the programming is done or if it is done periodically. Warren stated that they could file after the first touch was done but he would verify that with Bob Hamlin. Frank Blackley said there was a training session the previous week with EMS and there was an issue with Fire talking on TAC’s. Jason said they have finished with EMS so there should be no more issues with digital radios talking to analog radios. Patching is an issue and how it is done. Jerry and Debora have discussed a class on how to and when to patch. Warren stated that when you have two channels hard patched you cannot patch again. Acting Chairman Mallette asked if a class would be advantageous to everyone. Jerry stated that with the new radios and people used to the analog that there was some confusion. Donna Smith said that Alan has done a video that has helped with their training. Jason said that the video has been re-vamped and would prefer that they teach with the new one if they utilize this with their people using radios. NEW BUSINESS Integrated Fire Dispatch Acting Chairman Mallette asked Dorian to update everyone. He stated they have not had any major problems. Due to the holidays, the meetings have been off schedule but there is one set for February 5, 2010. They are planning on working on the communications policy for the fire side of things to ensure cutting down on unnecessary radio chatter. Text Messaging In the meeting from December someone brought up about text messaging. There was a paging terminal that became obsolete. Fire Services has been working with a company that uses SMS messaging. The interested party goes to the site, which then informs Dorian for approval for access. The person then goes back in and sets themselves up for notifications. This is in the testing stage. The capability is there to add all the fire agencies, city and beaches, for an additional cost per year. Leslie asked the name of the company and if they are hosted. Dorian informed her they were Codemessaging.net and yes they are hosted. Leslie asked that he checked the contract to make sure that the data remained ours and if the company no longer exists, what happens to the data. Acting Chairman Mallette asked what happens when a user is no longer with an agency. The person who has approval can also remove it. Radios Warren brought up an email he had received from Pender County Fire. Commissioner Thompson asked about the status of having shared talkgroups between the counties. Dorian stated the timing of the request came after the templates were in place. They were going to add them to the talk group on the second touch of the reprogramming so there wouldn’t be an additional cost. Pender County has given them a couple of their portables until this occurs. OTHER ITEMS AND REPORTS Acting Chairman Mallette asked Warren to update everyone on PSCC concerns. Warren stated that everyone should have gotten their reports by email. There have been several situations of outages of CAD, phones or radios. This past Friday there was an outage of 9-1-1 trunks and admin lines. We are working with AT&T to find out how this occurred. We would like to ensure that it doesn’t happen again. We have lost CAD a couple of times. Jan contacted OSSI to find out what happened and was told they were running a process which shut it down. She is trying to get more details about what process was running to shut it down; she doesn’t have an answer yet. Warren stated that the recorder equipment has been relocated. All channels are being recorded including TAC and encrypted. IT Leslie said there was nothing to update. Acting Chairman Mallette adjourned at 10:49 a.m.
