Correction should show They are units 17 which are engine 6 and engine 5. Chairman Powell asked if there was a motion to approve the minutes with the change. Frank Blackley made a motion and Frank Blackley seconded. All agreed. Motion passed. OLD BUSINESS: School Coverage Chairman Powell asked Jerry to update everyone on the school coverage. Jerry and Jason stated they have not coordinated a meeting yet. Tom Hood said they are waiting on plans to get an estimate. Hoggard is the worst of the high schools. Hanover has about 75% coverage, Laney is better and Ashley is the best because they are right near the tower. Putting an amplifier out at Hoggard may not help Roland Grise. Jason did state they put an in-house amplifier in at Cape Fear Hospital and they are talking to New Hanover about adding one to their hospital. Jerry stated they have not checked the Castle Hayne School yet but he stated that Jason was welcome to go with him when he tested it though he doesn’t believe it will have any issues as the tower is right near there. Wayne sent an email out about the Morrisville Fire Department complaints about not getting onto the system. The issue was that 85% of the radios were off frequency. If one or two deputies not getting out when others don’t have an issue may need to check to see if the radio is off frequency. Preventive maintenance is the key to keep these radios properly. Mobiles are more stable than the portables and are recommended to be check every year. There were two firefighters that died in a Salisbury incident. They did not have the radios maintained and their radios were out of frequency; having them checked regularly might have averted problems. They do have several different Preventive Maintenance contracts available from the simple to the no hassle contract. On a regular basis check they avert several issues that they have found that could have been a major problem if the agencies did not have PM contracts. Mary asked if the maintenance could be done in house by each agency if they were certified. Tom said that the equipment and software are expensive and constantly updated. This must be done by an authorized shop. Mary just asked about some of the work; flashes and other minor things. Tom said that would have to be worked out between the agency and Motorola; he is not authorized to certify anyone. Keep in mind, when you take the responsibility you also take the liability. Mary stated with the number of radios in WPD that she would like to see that option and the cost of certifying someone to do the minor things if it is possible. Mary said that she would like the information on doing PM for each radio in the city. Tom said that he would like the number of radios so they could come up with a plan to handle the Preventive Maintenance. Leslie asked if the PM included flash and software updates on the radios and Tom stated that it did. Jerry stated that in December they are taking down the analog. If anyone has a recommendation for good digital scanners, he would like to let the news media on which ones would be a good choice. Wayne said there is not really a good digital scanner out there but it is also not a good idea to start recommending one to an outside agency. Chairman Powell and Andre’ thought it might be a good idea to put the information out to the public that the old scanners would not be working because the analog was going and a good way to do that might be on New Hanover Counties pages, Facebook and Twitter. When the analog does get taken down they realize it was done on purpose and that it doesn’t start a flood of calls to various agencies. Chairman Powell asked if the problems with the radios going off frequency had to do with abuse or misuse of the radio. Jason and Tom said no it most likely wasn’t but that it was probably software needing to be updated. Not all of the radios were out of sync because of being off frequency; some were issues of cracked cases or knobs being messed up. Chairman Powell asked if there was anything else to add for old business. No one had anything else. NEW BUSINESS Chairman Powell asked if anyone had anything for new business. Wayne informed everyone that he had a talkgroup authorization from Corning to get on City and County Fire. City Fire has approved it and he would like to present it here for a vote. Chairman Powell asked if anyone had issues with Corning getting TAC, Fire Dispatch and PS Channels. Chairman Powell asked if everyone would like to vote. Wayne made a motion, Frank seconded, all agreed. Motion passed. OTHER ITEMS AND REPORTS AVL Frank informed everyone that as of Friday afternoon all of the units will be on the trucks. Mary wanted to know if it was possible to create their own unit in CAD for an emergency situation. They have a dedicated laptop set up in the Wilmington EOC so they have continuous coverage. This will be able to send out messages and they would like to have it labeled WPDEOC Integrated Dispatch Chairman Powell asked if anyone thought it was appropriate to rename the committee since they are now working on a communications policy. No one stated that it needed to be renamed. Emergency Management & 9-1-1 Chairman Powell asked Warren to update everyone on news from the center. Warren asked if anyone did not get their monthly reports to let him know. IT Mike Arkinson stated that IT has acquired both of the replacement servers for the Center. OSSI will install them turnkey. Hope Little will be the project manager on this on this end and will work with the project manager on the OSSI side. They are trying to finalize the dates they will be out. They will be onsite for two days; one day to set up Neverfail, the second day they will set up both servers. One will be located here and the second will be located at the Sheriff’s Department. The one located at the Sheriff’s Department is for off-site redundancy. There is not a date yet as to when they will be installed, right now they are coordinating dates; Mike may know specific dates next week and by next month’s meeting they will probably be halfway through with the process. Frank Blackley asked if IT was handling the aerial photography and Mike informed him that this current mapping is due in part to a State Grant and partly a Federal Grant that Durham solicited. They should be done with the entire state by summer of 2011. Mike hopes that we will see our area by December. Chairman Powell reminded everyone that elections are next month. Chairman Powell asked if anyone had anything else. No one had anything else. Chairman Powell adjourned at 10:29 a.m.
