Chairman Powell asked if everyone had reviewed the February 28, 2008 minutes and if anyone had any questions, comments or changes. Chairman Powell asked if there was a motion to approve the minutes, Bill Younginer made a motion and Cynthia Deacon seconded. Motion approved. Brenda relayed the message that Warren was tied up with the fire on Holly Shelter Road and would be in attendance shortly. Chairman Powell said that we would hold off on Old Business until Warren arrived. Chairman Powell stated that Motorola was going to try to be here for the meetings every month to try to head off any issues. New Business: Public Safety Communications Center: Brenda Hewlett distributed the monthly agency reports to Committee members via email. Brenda gave an update on the happenings in the Center. 􀁸 Brenda stated that the Center is one person shy of being fully staffed. This process has taken almost a year. The new telecommunicators that have been hired need to be trained and are making a few mistakes but they are being counseled so they are not repeated. Please let Brenda know when this occurs so that any incident may be taken care of promptly. 􀁸 Brenda has been asked to run for the National Emergency Number Association as Southeast Regional Director. The election will be held in June. Chairman Powell asked if there were any more discussion for the issues for EFD and Brenda informed him that one thing that was going to be done was ordered flip charts for the trucks. There will be a trial run. The City has stepped up and said they would like to try it, as it may save response time. A few things need to be talked about with each agency and have some questions clarified, so it will probably be May or June before a decision is made. Jerry Brewer asked if there was going to be a discussion on the alias database and whether it was something they would have access to enter. Brenda said that if it is just one or two people like Debora and Jason they would be able to maintain better control of the database. Jerry also asked if there was going to be a policy written as the old system is out of whack. Brenda stated the old system was set up through Coastal with the Sheriff’s Department. With the new system, the less hands, the better. Jason will enter the data one by one to ensure that it is correct rather than download the Excel spreadsheet. He will export all database information and bring to the next meeting. Each agency will have to let Jason know what is right or wrong and get this corrected. It will be up to each agency to let Jason or Debora to know of any changes or updates. Jerry wanted to know if it was possible to get the printout for the Sheriff’s Department before the next meeting. Jason will email the information to Jerry in the next week or so. Brenda let everyone know that Onslow County wanted to come in and visit the set up New Hanover County has as they are looking into going with the P25 system. They are interested to see how our set up works. Leslie brought up the CJIN Board Meeting from a week ago. They got updates on the VIPER Project, the Highway Patrol’s state wide voice trunking system. They continue to add tower sites as they can get them installed. There are two co-located sites here with them, one at Seabreeze Seabreeze and one at Flemington. We share microwave with them. In exchange for that, we got some VIPER talk groups and ids. They are still looking for funding to finish out the system. They do not have recurring funding for infrastructure but they do have funding for maintenance. The SBI has successfully migrated their database to SAFIS; the state wide automated fingerprinting system. They have the ability now to store palm prints. This system has the ability to store latent prints and match them at a later date. The plan later is to add more biometrics, which includes facial recognition. The new system is expandable. The SBI is looking into OMNIX Everywhere which is a mobile web base which will work in your cars for full criminal history and a PDA client which will help those who use those devices like Smartphone’s or PDA’s, there is an OMNIX version for those as well. The SBI is testing it out now. There is not a date set yet but Leslie will find out if there is a roll out date. Old Business: Warren informed everyone the rebanding is still under way. The attorneys & Federal Engineering are back and forth about the rates with Sprint/Nextel. This is a slow process. Just a reminder to those of you that have radios that are to be replaced. The old radios must be turned in with the accessories. This will be a one for one swap. The non-replaced radios will not be fully functional with the new system without the flash upgrade which is about $700. This is something you will have to consider for budget purposes. Chairman Powell let everyone know that Wrightsville Beach Police Department went digital during the course of the month. Jason said there is one issue where they can’t key up the first time but as soon as they retry, it keys up. Jason and another technician are looking into this. The patch has been taken down since Wrightsville PD went digital. Jason informed everyone that Wireless has bought the old Coastal Electronics building and their office is now set up. If you need anything, go see them. Tom Hood is also here, he is the Director of Technical Services. Warren wanted to add one more piece of information. On an interoperability note with the fire they have been working on, Pender County has recently migrated their radios to 800MHz. They have fifteen channels along with the National Mutual Aid channels. They have been able to talk to them during this time which has not always been the case. Mike Cavalluzzi mentioned that there were flashes in for Carolina Beach that he would pick up from FED EX today. Jason will verify that they are all correct. Chairman Powell inquired if there was anything to add. Chairman Powell adjourned at 10:25 A.M.
