CFHFH closed on the property, which is zoned R -15, on April 12, 2017. As part of this project, main water and sewer lines will be extended to the property and road improvements will be made to Daniel Boone Trail, which is currently a dirt road without adequate turnaround space for emergency vehicles. This project will build a paved public road to NCDOT standards and include a stub road off of Daniel Boone Trail to allow for future connectivity to undeveloped land east of the project. Habitat plans to petition NCDOT to take over the road. There are currently 14 existing residences along Daniel Boone Trail that will be required to connect to sewer and possibly water. Shortly after closing on the property, Habitat began seeking funding opportunities and partnerships for the extension of public water and sewer mains to serve the new development. The cost of extending water and sewer service to the 27 new houses is $272,463. CFHFH has indicated that they are committed to helping the 14 existing residences with the water /sewer costs imposed by their project, and it is their intention to identify sufficient funds to defray these costs entirely. They have also indicated that while County and City funds would be used only for the infrastructure related to their 27 houses, having that funding in their budget would free up enough of their other resources to allow them to pay for the neighbors' water /sewer costs entirely. Without County and City funding, they will continue to seek other funding sources to cover these costs. Staff sees this as an opportunity for New Hanover County to partner with a local nonprofit organization to accomplish two strategic objectives from the Strategic Plan: Intelligent Growth and Economic Development and Productive Strategic Partnerships. The City of Wilmington has agreed to commit $60,000 of their unallocated funds reserved for Cape Fear Habitat for Humanity to this project, while the County would fund the remaining $212,463 from appropriated fund balance. Cape Fear Habitat for Humanity is a non - profit 501(c)3 organization that aims to offer homeownership to members of our community earning between 40% and 80% of the area's median income, which is $27,280 to $54,560 annually. This is sometimes referred to as "workforce housing." As part of their program, participants must invest their own time and energy, or "sweat equity" into building their home. The City of Wilmington will commit $60,000 to this project and the County will agree to fund the remaining $212,463. Staffs recommendation is based on the following: 1. Cape Fear Habitat is a 501(c)(3) organization; 2. The annual income of the homeowners will be between 40 and 80% of the area's median income ($27,280 - $54,560); 3. There will be one or more income earners per household; 4. These houses will have an average tax value of $125,000, which will generate approx. $21,000 in tax revenues once the project is complete; 5. This project will help to address the shortage of housing in this price range. 6. This project will help the County accomplish two strategic objectives from the Strategic Plan: Intelligent Growth and Economic Development and Productive Strategic Partnerships. County funding will be conditional on the following: 1. The County's investment will be secured by an agreement that will be recorded with the Register of Deeds. 2. Cape Fear Habitat for Humanity commits to investing an amount equivalent to the County's investment in other New Hanover County projects. The source of funds for the county contribution is Appropriated Fund Balance as, based on projections of year -end performance, the County met its maximum unassigned fund balance range for Fiscal Year 2017. Section 3: Documentation of Adoption This ordinance shall be effective upon its adoption. This competitive awards program recognizes county employees who develop successful programs that help counties improve services to citizens. Cash awards of $1,000 each are given to two or more programs in each of four categories - general government, health and human services, public information/participation and intergovernmental collaboration. Submissions were reviewed and evaluated by an awards committee comprised of county commissioners, county managers, county staff, management fellows, and university faculty. The review committee looked for improvements that reflect sustainable business practices or productive and creative solutions to problems, as well as enhancements that are easily transferable to other jurisdictions. At the NCACC Annual Conference in August, New Hanover County Parks and Gardens received an Excellence in Innovation Award for the development and implementation of the Ogden Skatepark. The skatepark, which was completed in February of 2017, is located in the county's Ogden Park and has already attracted thousands of skaters and BMX bikers of all ages. The 10,000 square -foot concrete skatepark includes a bowl, streets, transitions, and vertical features. The skatepark also won a National Association of Counties (NACo) Achievement Award this year. Canada Geese had become a big problem at Airlie Gardens. These geese caused severe damage to our gardens. With their ever - growing population, our expansive lawns served as a virtual buffet for the geese. After much research, we found that the best method to control our Canada geese population would be through the use of a Border Collie. Adding Reilly to our team has proven to be an effective, environmentally responsible, and humane way to relocate these geese.
