1977-04-25 Special Meeting 24 -<'r' \ MINUTES OF SPEC:rAL MEETING, APRIL 19, 1977 (CONTINUED) BREAK Chm. O'Shields recessed the meeting for a break from 8:52 o'clock p. m. to 9:02 o'clock p. m. COMMENTS FROM THE PUBLIC The floor was opened for comments from the public and Mr. Jack Glisson of Carolina Beach offered his comments. Mr. Burnett explained what the next steps were that would be taken and stated that written comments would be received from the public for fifteen days following this 0 public hearing. The following persons offered comments and requested clarification on various points: Mayor C. R. Smith of Kure Beach Mr. T. J. Fry, Kure Beach Commissioner Mr. Bill Lewis of Kure Beach Mr. Burnett reported that it would be necessary for the governing bodies of the County and each' municipality to adopt a resolution approving this plan and a letter of intent would have to be written to submit with the plan to the State and Federal Governments for their approval. The following persons offered further comments: Mayor Richard Kepley of Carolina Beach Mr. William S. Funderburg, 2103 Pender Avenue, Wilmington, NC, questioned whether or not the ocean ,outfall was a viable alternative plan. Mrs. Sheila Davis, Town Manager of Carolina Beach, requested clarification as to whether or not Carolina and Kure Beaches were obligated to Plan "c" that was recommended by the engineers. I in the Assembly Room, ,New Hanover COW'lty Administration Building, Wilmi1?-gton, 'North Carolina. Members present were Commissioners George E. Alper; Karen E. Gottovi, Ellen C. Williams, Vivian S. Wright; Chairman Claud O'Shields, Jr.; County Manager Dan W. Eller; Attorney Joseph O. Taylor of the County Attorney's Office; and Clerk to the Board, Alyce B. Brown. No members were absent. O'Shields called the meeting to order and stated that the reason for the Special Meeting was to discuss with the Wilmington City Council and the towns of Wrightsville, Carolina and Kure Beaches the possibility of reviewing the idea of consolidation of the governments within New Hanover County. o o o 25 MINUTES OF SPECIAL MEETING, APRIL 25, 1977 (CONTINUED) DISCUSSION CONCERNING APPoINTMENT OF COMMITTEE TO REVI:EW 'FEASIBILITY OF CONSOLIDATION Mr. William Schwartz, member of Wilmington City Council, stated that when he opened up the subject of consolidation, he had suggested that a study committee be appointed by the Mayor and the Chairman of the Board of County Commissioners, with the idea that the committee be composed of citizens of New 'Hanover' County to look into the feasibility of whether or not the idea of consolidation should be gone into in depth. He felt that there should be no expense to the City or the County and that it would be strictly a study commission. Each of the Commissioners offered comments on the matter, and comments were also received from representatives of the municipalities that were present. The floor was opened to comments from the public, and Mr. M. H. Vaughan appeared to give his opinions on the matter. Comm. Williams moved to go ahead with the study if that was the will of the people. The members present offered their comments on the size and representation of the committee to be appointed. Councilman Roper seconded'Comm. Williams' motion and upon vote, ,the motion carried with Conun. Wright voting "noe!'. Mayor Halterman moved that this be'a 16-member committee with 5 City of Wilmington, 5 by the County and 2 each by Kure, Carolina and Beaches. O'Shields stated that the attorney had just brougttto his attention'the fact that this was a called meeting of the County Commissioners, and in order to keep within the legal realms, the motions should be made and seconded by the Commissioners and the Wilmington City Council could take like action if they desired. Comm. Williams moved, seconded by Comm. Alper, to go ahead and appoint a committee to study the feasibility of consolidation. Upon vote, the motion carried as follows: Voting Aye: Comm. Alper, Gottovi, Williams and Chm. O'Shields ~r- Voting Noe: Comm. Wright Councilwoman Fonvielle moved for the City of Wilmington, seconded by Councilman Schwartz, to jointly appoint the committee to study the feasibility of consolidation. Upon vote, the motion carried as follows: 'Voting Aye: Councilmen Bryan', Fonvielle, MCLaUJ:i!1' Roper, Schwartz and Mayor Halterman Absent: CouncilIMn Green Chm. O'Shields moved that the committee be appointed at 5 from the City and 5 from the County and the beach communities each ,appoint 2 members, making thecommit~ee 16 members. Comm. Williams seconded the motion. I Mayor Sawyer of Wrightsville Beach stated that he felt the governing ~dies should be represented on the committee. I I " It, was agreed that 1 electeid official from each Board be' appointed in addition to the citizens' committee of 16, making a total of 21 members on the committee. It was also agreed that the committee would be appointed by June 1, 1977, and report to the governing bodies by January 1, 1978. .~-'\ ....... O'Shields amended his motion to include 1 elected official from each of the governing bodies. Upon vote, the motion carried as follows: Voting Aye: Comm. Alper, Gottovi, Williams and Chm. Wright Councilwoman Fonvielle moved for the City of Wilmington, seconded by Councilman Schwartz, that the committee be composed of 5 appointees from each of the 2 governing 0 bodies represented at the table and 2 appointees from each of the 3 beach municipalities plus 1 elected official from each governing body. Upon vote, the motion carried as follows: Voting Aye: Councilmen Bryan, Fonv:iel'le, McLaurin, Roper, Schwartz and Mayor Hal terman Absent: Councilman Green ADJOURNMENT Councilman Roper moved, seconded by Comm. Members present were Commissioners, George E. Alper; Karen E. Gottovi; Ellen ,C. Williams; Vivian S. Wright; Chairman Claud O'Shields, Jr.; County Manager Dan W. Eller; Attorney Joseph O. Taylor of the COunty Attorney's Office; and Clerk to the Board, Alyce B. Brown. No members were absent. Chm. O'Shields called the meeting to order. Rev. Carl M. Lee of Shiloh Baptist Church offered the invocation. APPROVAL OF MINUTES: REGULAR MEETING, APRIL 18, 1977; SPECIAL MEETING, APRIL 19, 1977; AND SPECIAL MEETING, APRIL 25, 1977 Upon motion by Comm. Alper, seconded by Comm. Williams, the Minutes of the Regular Meeting of April 18, 1977; Special Meeting of April 19, 1977; and Special Meeting of April 25, 1977, were unanimously approved as presented. PUBLIC HEARING - USE OF GENERAL REVENUE SHARING FUNDS FOR FISCAL YEAR 1977-78 Federal Regulations required the Budget Officer to hold a public hearing to receive 0 comments 'and suggestions as to how Revenue Sharing Funds for the coming Fiscal Year should be used. The Budget Officer, County Manager Dan W. Eller, explained how Revenue Sharing Funds had been used in the past and stated that it was estimated that New Hanover County would receive $950,232 in the coming fiscal year. Mr. Eller opened, the Public Hearing for suggestions and comments from the public for use of these funds.
