ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District met in
Regular Session on Monday, November 13, 2006, at 4:25 p.m. in the Assembly Room of the New Hanover County
Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Chairman William A. Kopp, Jr.; District Vice-Chairman William A.
Caster; District Commissioner Ted Davis, Jr.; District Commissioner Robert G. Greer; District Commissioner
Nancy H. Pritchett; County Manager Bruce T. Shell; County Attorney Wanda M. Copley and Clerk to the District
Board Sheila L. Schult.
NON-AGENDA ITEMS
District Chairman Kopp announced that time had been reserved for anyone from the public to present an
item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes.
No items were presented.
APPROVAL OF MINUTES
District Chairman Kopp called for a motion to approve the minutes of the Water and Sewer District
meeting held on October 16, 2006, as presented by the Clerk to the District Board.
Motion: District Commissioner Greer MOVED, SECONDED by District Vice-Chairman Caster, to approve the
minutes of the Water and Sewer District meeting held on October 16, 2006, as presented by the Clerk to the District
Board. Upon vote, the MOTION CARRIED UNANIMOUSLY.
ADOPTION OF RESOLUTION AWARDING BID AND CONTRACT FOR THE PURCHASE OF A
SEWER TV CAMERA INSPECTION SYSTEM
County Engineer Greg Thompson reported that a request for bids was published for the purchase of a
Sewer TV Camera Inspection System. The following bids were received:
Public Works Equipment and Supply, Inc.
Adams Equipment Company
Jet-Vac Sewer Equipment Co., Inc.
$132,220.00
$132,550.00
$137,854.82
The County's specifications called for a 2007 Sprinter 2500 Sch Van 140, or an approved equal model,
equipped with a fully mounted and installed pipeline television inspection, ROVVER 600 Model, or an approved
equal model, to be delivered within ninety days after issuing the purchase order to the successful bidder. Upon
reviewing the bids, it was noted that all bidders bid a 2006 Sprinter Van due to the fact that the 2007 models would
not be available to dealers until approximately April 2007 with delivery sometime in the summer of 2007.
Because the equipment is needed now, Staff recommends adopting the resolution awarding bid #07-0191
and contract #07-0191 to the lowest responsible bidder, Public Works Equipment and Supply, Inc. for the 2006
Envirosight ROVVER 125 Sewer Camera System in the amount of $132,220 and authorizing the County Manager
to execute the contract.
District Chairman Kopp requested direction from the Board.
Motion: District Commissioner Greer MOVED, SECONDED by District Vice-Chairman Caster, to adopt the
resolution awarding bid #07-0191 and contract #07-0191 to Public Works Equipment and Supply, Inc. for the 2006
Envirosight ROVVER 125 Sewer Camera System in the amount of $132,220 and authorizing the County Manager
to execute the contract. Upon vote, the MOTION CARRIED UNANIMOUSLY.

ADJOURNMENT
Hearing no further business, District Chairman Kopp requested a motion to adjourn the meeting.
Motion: District Commissioner Greer MOVED, SECONDED by District Vice-Chairman Caster, to adjourn the
meeting. Upon vote, the MOTION CARRIED UNANIMOUSLY.
District Chairman Kopp adjourned the meeting at 4:29 p.rn.
