The 2010 New Hanover County Board of Equalization and Review met on Tuesday, June 15, 2010,
at 1:00 p.m. in the Lucie F. Harrell Conference Room of the New Hanover County Government Center, 230
Government Center Drive, Wilmington, North Carolina. The purpose of the meeting was to hear appeals by
property owners regarding their 2010 tax value assessments.
Members present were: Chairman Joseph Szaloky, Joe Miller, William O'Shea, Donald Harris,
Nancy Pritchett, Deb Hays and Gregory Anderson.
Staff members present were: Tax Administrator Roger Kelley, Appraiser Chris Boney, Appraiser Jim
Paulk, Appraiser Jason Radtke, Appraiser Scott Saunders, Appraiser Jim Thornton, Appraisal Administrative
Support Technician Macio Carlton, and Tax Appraisal Clerk Michele Brooks.
Chairman Joseph Szaloky called the meeting to order at 1:12 p.m. with the Board agreeing to begin
with Agenda Item #1, followed immediately by Agenda Item #4 due to members present for old business
having to depart early from the session. Chairman Joseph Szaloky and Donald Harris departed at 1:35 p.m.
with William O'Shea designated as Interim Chairman. Gregory Anderson departed the meeting at 4:00 p.m.
AGENDA ITEM # 1: Approval of [Minutes
The Board considered and approved the minutes from their meetings on May 27, 2010, and June 11,
2010.
AGENDA ITEM # 2: Tax Appeal Presentations (1:00 p.m.)
The Board heard appeal presentations from the following individuals regarding the 2010 tax
assessment of real property. Each appellant was informed that the Board would make decisions following
the hearings and they would be notified by mail of the Board's decision in ten days.

In deliberations after hearing the appeals, the Board affirmed the assessed values as follows:

recommended by the Tax Administrator at $472,072. Upon vote, with Gregory Anderson recusing himself,
the motion carried 4 to 0.

Motion: Joe Miller MOVED, SECONDED by Deb Hays, to uphold the assessed value as recommended by
the Tax Administrator at $628,091. Upon vote, the motion carried 5 to 0.

Motion: Deb Hays MOVED, SECONDED by Nancy Pritchett, to uphold the assessed value as
recommended by the Tax Administrator at $261,085. Upon vote, the motion carried 5 to 0.

Motion: Joe Miller MOVED, SECONDED by Deb Hays, to reduce the assessed value by removing the
effective year on the boat slips to be consistent with surrounding properties. Upon vote, the motion carried 4
to 1.

Motion: Joe Miller MOVED, SECONDED by Deb Hays, to uphold the assessed value as recommended by
the Tax Administrator at $383,935. Upon vote, with Gregory Anderson recusing himself, the motion carried 4
to 0.

Motion: Joe Miller MOVED, SECONDED by William O'Shea, to uphold the assessed value as
recommended by the Tax Administrator at $323,331. Upon vote, the motion carried 5 to 0.
AGENDA ITEM # 3: Affirmation of Recommended Values for Scheduled Hearings for Appellants Who
Failed to Appear
Tax Administrator Kelley reported no other appellants were present and requested the Board affirm
the recommended assessed values of the remaining appeals as provided in the agenda package.
Motion: Nancy Pritchett MOVED, SECONDED by Joe Miller, to affirm the assessed values as
recommended by the Tax Administrator of those appellants who were scheduled and failed to appear before
the Board. Upon vote, excluding Gregory Anderson who had departed the meeting, the motion carried 4 to
0.
AGENDA ITEM # 4: Old Business

Tax Administrator Kelley presented two appellants who had the decisions by the Board of
Equalization and Review tabled from the hearing dates of May 27, 2010, and June 11, 2010, respectively,
pending consideration of additional information from staff.

Motion: William O'Shea MOVED, SECONDED by Joseph Szaloky, to reduce the assessed value to $0 by
making the parcel common area under the ownership of the homeowners association. Upon vote, the
motion carried 3 to 0.

Motion: Joseph Szaloky MOVED, SECONDED by Nancy Pritchett, to uphold the assessed value as
recommended by the Tax Administrator at $425,000. Upon vote, the motion carried 4 to 0.
AGENDA ITEM # 5: Schedule Future Meetings
The Board confirmed the last scheduled meeting for June 25, 2010, which will include two half day
sessions, with the first session running from 1:00 p.m. to 5:00 p.m. and the second session running from
6:00 p.m. to 9:00 p.m.
AGENDA ITEM # 7: Adjournment (Recess)
There being no further business to consider, Interim Chairman William O'Shea recessed the 2010
Board of Equalization and Review at 4:20 p.m. until the next hearing date scheduled for June 25, 2010.
