2007-01-22 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT REGULAR MEETING, JANUARY 22, 2007 BOOK 3 PAGE 210 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, January 22,2007, at 11:43 a.m. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Chairman William A. Kopp, Jr.; District Vice-Chairman Robert G. Greer; District Commissioner William A. Caster; District Commissioner Ted Davis, Jr.; District Commissioner Nancy H. Pritchett; County Manager Bruce T. Shell; County Attorney Wanda M. Copley; and Clerk to the District Board Sheila L. Schult. NON-AGENDA ITEMS District Chairman Kopp announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES District Chairman Kopp called for a motion to approve the minutes of the Regular Meeting of the Water and Sewer District held on January 8, 2007, as presented by the Clerk to the District Board. Motion: District Commissioner Caster MOVED, SECONDED by District Vice-Chairman Greer, to approve the minutes of the Regular Meeting of the Water and Sewer District held on January 8,2007, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. APPROVAL OF CONTRACT AMENDMENT WITH MUNICIPAL AND FINANCIAL SERVICES GROUP AND THE ASSOCIATED BUDGET AMENDMENT Finance Director Avril Pinder and County Engineer Greg Thompson reported that the Board of Commissioners, at their April 18, 2006 meeting, approved a concurrent resolution with the City of Wilmington identifying the need to hire a Project Manager and perform a rate study to facilitate the consolidation of the water and sewer systems operated by the City of Wilmington and New Hanover County. The resolution established an initial budget of $400,000 and identified equal contributions of $200,000 from the County and City of Wilmington. The firm of Municipal and Financial Services Group was hired to serve as Project Manager. As progress towards consolidation is made, additional tasks have been identified. A change order for the additional work is necessary to cover the cost through June 30, 2007 for services provided by Municipal and Financial Services Group. Consistent with the original agreement, the cost of the work will be split 50/50 between the City of Wilmington and the County. Staff requests approval of the change order to the contract with Municipal and Financial Services Group for additional services through June 30, 2007 and the associated budget amendment #07-111 in the amount of$365,753 to cover 50% of the cost for the professional services. After brief discussion concerning the need to continue progress towards consolidation, District Chairman Kopp requested direction from the Board. Motion: District Vice-Chairman Greer MOVED, SECONDED by District Commissioner Caster, to approve the change order to the contract with Municipal and Financial Services Group for additional professional services through June 30, 2007 and the associated budget amendment #07-111 in the amount of $365,753. NEW HANOVER COUNTY WATER AND SEWER DISTRICT REGULAR MEETING, JANUARY 22, 2007 BOOK 3 PAGE 211 APPROVAL OF CONTRACT WITH CAMP DRESSER AND MCKEE FOR FLOW MONITORING IN THE NORTHEAST INTERCEPTOR SYSTEM SERVICE AREA AND THE ASSOCIATED BUDGET AMENDMENT County Engineer Greg Thompson reported that as requested by the State of North Carolina, the County is making reasonable efforts to limit flows in the Northeast Interceptor System. Flows into the Northeast Interceptor System through the Bradley Creek Pump Station exceed the rated capacity of the pumps at that station during major storm events. Reduction of storm water in the s ewer system is important in preventing spills resulting from the Northeast Interceptor System because it is possible for sewage to overflow out of manholes into the creek during major storm events. Upstream gravity sewer lines need to be investigated to determine if they are a source of storm water intrusion into the system. The City of Wilmington is currently contracting with Camp Dresser and McKee to perform a flow monitoring study on sewers that flow into the Northeast Interceptor System. County staff meets regularly with City staff and Camp Dresser and McKee on this and other issues of mutual concern for public health and safety related to sewers. The City's competitive selection process to determine the best qualified consultant coupled with critical public health and safety concerns warrants an exemption for procurement of engineering services without a formal competitive selection process by the County per N.C.G.S. ~143-64.32. In conjunction with the City of Wilmington's study, County staff requested a proposal from Camp Dresser and McKee to perform flow monitoring for the New Hanover County system serving the Northeast Interceptor at the same time they monitor the City system. A unified approach is intended to provide consistent findings and some cost advantages. This project's findings will identify areas in the system tributary to the Bradley Creek Outfall and Northeast Interceptor where storm water intrudes. In-house camera inspections and smoking of sewer lines will be focused on the areas identified by flow monitoring and damaged pipes or manholes will be repaired. The fee for this service is $62,400. Motion: District Vice-Chairman Greer MOVED, SECONDED by District Commissioner Caster, to award contract #07-0275 for flow monitoring services to Camp Dresser and McKee in the amount of $62,400, approve the associated budget amendment #07-110 in the amount of $62,400 and exempt the project from a formal competitive selection process per N.C.G.S. ~143-64.32.
