SUBJECT:
Presentation of Blue Ribbon Award to New Hanover County Employees Participating in the
Management Academy for Public Health
BRIEF SUMMARY:
New Hanover County had two teams participate in UNC-CH's Management Academy for Public Health Class of 2001-02.
The Blue Cohort Team consisted of representation from Animal Control Services. The Purple Cohort Team, consisting of
Janet McCumbee (Health Dept.), Pat Melvin (County Manager's Of c.), Janet Nelson (Smart Start), Alicia Pickett (Health
Dept.), and Kim Roane (Health Dept.), received the "Blue Ribbon" Award. The award is presented to the team whose
business plan: 1) is most exciting and creative; 2) contains the most compelling data and convincing arguments regarding
need; 3) contains the clearest and most thoughtful analysis of industry and competitors, linked to specific implementation
strategies; 4) contains the most compelling reasons to think the plan will work, including long term financial stability,
sensible time line, and clear exit plan; and 5) contains concrete measures of success that will keep the plan on track.
The plan, entitled "Hand in Hand for Healthier Children", is designed to decrease the number of cases of shigellosis in New
Hanover County via a community-wide handwashing education campaign, supported by public and private sectors. The
success of the plan presentation also included a videotaped version by Eric Peterson, NHCTV Production Specialist. The
award has been forwarded by UNC-CH School of Public Health, to be presented to the Purple Cohort Team. A copy of the
executive summary in PowerPoint presentation is provided, and a request for implementation of the plan is forthcoming.

Naming of Parks
BRIEF SUMMARY:
The County has recently acquired two properties which will be utilized for preservation and passive recreation. These
properties are the Peterson tract on Middle Sound and the Gordon Road Hazard Mitigation Area, on Gordon Road near 1-
40.
The New Hanover County Parks and Recreation Advisory Board adopted a motion on October 2, 2002, to request that
these properties be officially named.
The recommended names are:
1) Middle Sound Park - the Peterson tract (Note: the trail on the property will be named the "Peterson Trail")
2) Smith Creek Park - the Gordon Road Hazard Mitigation Area.
These names are consistent with the County's past preference for naming County parks for their geographical location.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
The Board of County Commissioners officially name these two tracts as recommended by the Parks and Recreation
Advisory Board.

The Planning Committee appointed by the County Commissioners to develop the 2003-2005 TANF Plan has completed its
work. The DSS Board reviewed and approved the plan on September 25, 2002. Ms. Vincent will make a short
presentation. Please remember that you voted to remain a standard county. Therefore, we will continue to follow the
state's standard requirements for determining eligibility. A copy of the full plan is available in the County Commissioners
office. The executive summary is included in this packet.

Re: Temporary Assistance for Needy Families (T ANF) Plan
Attached is the 2003-2005 T ANF Plan draftcd by the Planning Committee appointed by the New
Hanover County Commissioners. Also attached is an Executive Summmywhich highlights the major
components of the plan.
Since the Commissioners voted to remain a standard county, we will continue to follow the state's
standard requirements for determining eligibility. In the area of services to clients, we focused on
eliminating duplication of efforts; cost-effectiveness; addressing all critical issues that could affcct a
family's ability to become self-supporting; and promoting community-wide partnerships in the public
and private sector. We feel this plan will bettcr address cmployment retention, which is a new goal
being tracked by the State. ]n addition, we hope to deal more comprehensively with cducational,
developmental and psychological factors which could affect a participant's ability to become se]f-
sufficient.
The Plan is also avai]able on the County's web page undcr News Re]eases. It needs to be approvcd
by the County Commissioners before it is submitted to Raleigh.

EXECUTIVE SUMMARY
NEW HANOVER COUNTY 2003-2005 WORK FIRST PLAN
The New Hanover County 2003-2005 Work First Plan was developed by a committee appointed by
the New Hanover County Board of County Commissioners and comprised of representatives of
human service organizations and the community.
GOALS
The goals developed by the North Carolina Department of Social Services include:
1. Employment
2. Meeting Federal Participation Rates
3. Providing Employment Services
4. Benefit Diversion
5. Staying Off Welfare
6. Child Support
7. Job Retention
8. Caseload Reduction
ACTIVITIES
Activities proposed to assist New Hanover County in meeting these goals include:
· Comprehensive Assessment Process - Thorough up-front assessment to determine if some
applicants' needs can be addressed through other resources including but not limited to child
care, transportation, emergency financial assistance, benefit diversion and/or referral to other
agencies, including educational institutions.
· On-Site ESC Interviewers- To provide employment location assistance to Work First clients
and other families with income at or below 200% of poverty level.
· Job Readiness Programs Utilizing Existing Resources - To promote adequate job readiness
skills that meet the needs of participants, referring agencies and the business community
through resources of Cape Fear Community College.
· Short Term Training - In curricula identified by DSS, Cape Fear Community College, ESC,
the Workforce Development Board, the WHA, NHCCA and the Chamber of Commerce
which can provide skills that may lead to better paying jobs, including those identified as
non-traditional for women.
· Educational Program for Parents - Including information on how to be a working parent,
child care and child development issues and preparing for the world of work in a short term
Community Service program offered by Cape Fear Community College and developed with
the assistance of the New Hanover County Partnership for Children and the New Hanover
County Health Department.

. On-Site OED - For persons to work on obtaining a OED at employer-based locations and at
housing developments.
. Computer Based Training - Offered through Cape Fear CC at the ESC Office.
. \Vork Experience at Private Businesses - As an incentive to give our clients a chance at
possibly finding employment at businesses that have openings. Will be paired with WIA
programs so that businesses could potentially minimize their costs and our clients could be
considered for better jobs.
. Fatherhood Initiative - Exploring possible combined effort on the part of Gew Hanover
County Community Action, the Alpha Phi Alpha Fraternity and the New Hanover County
Child Support Office to offer support and infonnation to non-custodial parents regarding
their rights and responsibilities. available training and job placement opportunities.
SERVICES
The follo\'l/ing services will be offered to participants to help them achieve self-sufficiency:
. Case lvIanagemem - Enhanced Assessment Process - Through the distribution of more
information throughout the assessment process on requirements and services, including
providing specific contact persons at the HRD program and at New Hanover County.
Community Action who can supply details to interested cliems.
. In-depth Evaluation - For clients who appear to be making no progress tovvard developing a
plan at the end of a reasonable period of time, a thorough evaluation will be considered of
academic, medical, psychological andior developmental issues.
. Coordination/Advocacy betw'een DSS and WilInington Housing Authority - To better assist
clients in getting and keeping subsidized housing and to coordinate service plans.
. Coordination of Personal, Family Counseling 3Jld Indi'vidual and Family Adjustment
Services - By utilizing a variety of public and private resources for more effective screening
and follow-up for clients with both mental health and developmental disability disorders.
. Child Care - to assist clients with child day care costs so they can work and/or participate in
work-related activities.
. "Vork-Related Expenses/Participation Expenses - To help with the purchase of equipment
tools, unifonns, etc, as deemed appropriate.
. Transportation Assistance - To help clients with transponation expenses for a specified
period of time. Includes development of various strategies to enhance our existing
transportation system (eg. Resident OVv11ed Van Service, Pooling Transportation Resources,
Wheels to Work Program, etc.)
. Collaboration with Domestic Violence Shelter and Services - To provide services and
support to victims of domestic violence.
. Coordinated Services with SEC for Substance Abuse Screening and Treatment- To provide
screening, evaluation and treatment to clients with a substance abuse problem.
. Job Coaching/Adult ?vlentoring - Exploring available resources in pannership with New
Hanover County Community Action, Cape Fear Community College, Employment SeClITi!}'
Commission, \Vilmington Housing Authority, \" ocational Rehabilitation and members of the

faith community to provide on-the-job support to employed clients.
· Health Support - To clients through the services of a Family Planning Nurse outposted at
our agency and by working in tandem with the Health Department to assist mutual clients.
· ESC Follow-Up - Through telephone calls to Work First employers to assess placement.
· Case Management Follow-Up - To address clients' problems up to four months after case
closes.
· Recipient Focus Group/Survey - Of employed current and former Work First clients during
and after their follow-up period to receive suggestions for change or improvements to
process.
· Mentoring Work First Children - Through programs offered by Cape Fear Partners for
Education, the New Hanover County school system, New Hanover County Community
Action (Summer Youth Program), the FOCUS Program, the Teen Leadership Program
(UNC- W), the City of Wilmington, and other community groups.
APPEAL PROCESS
Applicants/Recipients who wish to contest a decision adversely affecting their receipt of public
assistance may appeal in accordance with N.C.G.S. I 08A-79 through a process established by the
North Carolina Department of Health and Human Services.
ELIGIBILITY CRITERIA
Standard County - No change from state T ANF Plan.
FUNDING REQUIREMENTS
Federal/state TANF funds of $4,434,181 and New Hanover County's Maintenance of Effort
requirement of$2,437,762 fund Work First activities and some essential child welfare services.

ADULT CARE HOME COMMUNITY ADVISORY COMMITTEE
Number or Members: 16 members (1 member for each permitted facility), One-third of the members
shall be nominated by the Adult Care Home Administrators, and ifpossible, one member must be a person
involved in the area of mental retardation. A County Commissioner shall be appointed to serve in an ex-
officio capacity.
Compensation: None, but may be reimbursed for actual expenses,
Term: 1 year terms initially; 3 year terms thereafter
Qualifications: Must be a resident of New Hanover County. No person or immediate family member
of person with financial interest in any home served by a committee member or employee or governing
board member of a domiciliary home served by a committee, or immediate family member of a resident
in a domiciliary home served by this committee may be a member.
Statute causing Committee: G.S. l30-9-5.
Regular Meeting: First Wednesday of January, April, July, and October at 9:00 a.m. at the Cape Fear
Council of Governments, 1480 Harbour Drive.

concerning the status of women; to conduct research and assemble information to determine the

to the New Hanover County Board of Commissioners, Wilmington City Council, the Wrightsville
Beach Board of Alderman and the Carolina and Kure Beach Town Councils.

Members include representatives from the following categories: Court System, Law Enforcement,
Health Department, Mental Health, Criminal Defense Attorney, Public Defender, Probation Officer,
Community Service Coordinator, Business Community, Crime Victim, Recovering Drug Addict,
Community Based Corrections Program, Victim Services Program, Employment and Training Professional
(Minimum number of board members is ten)
Terms: Initially staggered terms; thereafter, 3-year terms
Regular Meetings: Meetings are held on the third Friday of every month at 12:30 p.m. in the Conference
Room of the Office of Juvenile Justice, 138 N. Fourth Street. Criminal Justice Partnership items are
discussed quarterly.
Statute or Cause Creating Task Force: NC General Assembly established Criminal Justice in 1994,
Juvenile Crime Prevention Council was established 12/21/98.
Purpose: The purpose of the advisory board is to develop community-based solutions to the problems of
rehabilitation and punishment for criminal offenders. The goals will be to reduce recidivism, to reduce
the number of probation revocations, to reduce alcohol and drug dependency among offenders and reduce
the cost of incarceration now being paid by counties and the State.

COMMITTEE, OR COMMISSION REQUESTED? I have pastored on of the larger
churches in our county fer 11 years ~urin] ~hi~h ti~e I have b~en in-
tricately involved in lives of adults and juveniles. The "Christian
Intervention Program" is a program designed for the chemically depen-
dent as well as those who have had continued confrontations with law
enforcement. It is an extensive 20-week course taught weekly to those
who are alcohol/drug dependent, and its goal is to reduce recidivism,
to assist the courts in rehabilitation, and to permanently keep the
offender from incarceration again. I serve as the Administrator of
CIP for the Eastern area of our state, and was responsible for bringing
this wonderful program to our area. A toll-free number (800-535-6011)
called "FreedomLine" will result in any offender being placed in the
CIP program that wishes to change. In addition, I am well respected in
the tri-county area among both fellow clergy as well as professionals.
My position as Chief Chaplain for the New Hanover County Sheriff's
Department has resulted in a finely tuned and implemented Chaplaincy
program geared toward the needs of a department with approximately 300
employees. Thus, my administrative abilities involving the formulation
and implementation of visionary solutions would be realized. Finally, I
have been responsible for an annual budget in the past approaching
two-million dollars yearly. I believe this would augment my other abilities
when it comes to budgetary solutions.
WHAT AREAS OF CONCERN WOULD YOU LIKE TO SEE THE BOARD, COMMITTEE, OR
COMMISSION ADDRESS? I believe that the JCPC/CJPB should consider the
possibility of a higher profile not only among citizens of New Hanover
County, but also among local student bodies. Increasing the awareness ~
of the public concerning juvenile delinquency as well as available resources
for prevention should be a sidebar that would run concurrent to the duties
of the Board. My understanding is that each members' term is 2-3 years.
Therefore, I would defer comments toward real strategy changes or other
areas of concern until I were more familiar and better acquainted with
the work of the Board and it's real abilities and accomplishments.

BRIEF SUMMARY:
During periods of high water demands, staff has been experiencing problems maintaining full water pressure in the water system
in the North Chase area and further north. With the construction of facilities such as the new Jail, the new Community College
campus, and normal additional demands it is critical to enhance the water system by adding water lines in strategic areas. This
will allow pressure and flow to be properly maintained along with additional water flow from wells or an additional source.
To determine what is needed and the location of the need, W.K. Dickson has prepared a model ofthe District's water system in
the northern part of the County. The model has identified the areas of need. The required next step is to prepare the water
system plans for all the necessary permits.
W.K.Dickson has prepared a proposal for the preparation of the plan sheets (copy attached). As indicated, the maximum fee
would not exceed $58,000. They would only be paid for the work performed and not the maximum amount unless approved by
staff.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
Staff recommends that Contract # 99-0395 be amended in the amount of $58,000 with authorization for the County
Manager to execute the change order. The money will be taken from the Water and Sewer Operating Budget.

Dear Mr. Blanchard:
During recent discussions you asked us to prepare a proposal for designing improvements to
the New Hanover County Water and Sewer District (NHCWSD) water supply and
distribution system in northern New Hanover County. The enclosed map illustrates the
proposed project components. These proposed improvements are based on our extensive
hydraulic analyses and on our meetings with you. The improvements are listed below and
are labeled to correspond to the label on the enclosed map.
A) Approximately 3,100 LF of 8-inch line along Greenview Drive, Yvonne Road, Diane
Drive, and Old Oak Road
B) Approximately 4,000 LF of lO-inch line from the end of Torchwood Boulevard to the
intersection of White Road and Brittany Lakes Drive (across country through the
Grathwol and Harris tracts)
C) Approximately 5,100 LF of 12-inch line along Gordon Road from the intersection of
Gordon Road and White Road to the east end of the existing 16-inch line under 1-40
D) Approximately 4,000 LF of 12-inch line from the end of the existing 8-inch line along
Farley Drive, thence following Farley Drive, Bavarian Lane, and North College Road
and tying into the existing 8-inch line along New Village Way
Our preliminary construction cost estimate for the above-described projects, as illustrated on
an enclosed spreadsheet, is $578,000. We estimate that we will have plans for the these
projects ready for submittal to the various review agencies within 90 days of authorization to
proceed and receipt of the necessal)' County aerial photographs. The base maps will be
prepared using the County aerial topographic maps and limited survey effort.
Based on our understanding of the projects at this time, we propose a design fee based on
hourly rates but not to exceed $58,000. Enclosed is another spreadsheet that illustrates how
this fee was derived. This fee does not include construction observation, construction
administration, or easement surveys and is also based on preparing one set of plans. Plan
sheets will have top and bottom plan strips at 1 inch = 50-foot scale. No profile is assumed

necessary except possibly at isolated locations where significant utility and/or drainage
conflicts exist. Further, as indicated above, it is assumed that County aerials will be available
and suitable for base map preparation.
As suggested by you, W. K. Dickson is prepared to execute this project under procedures
which vary from standard in order to provide a cost reduction to the County. While using
these cost-reducing procedures, it is our understanding that, if the scope should change or
complications arise that force us to return to the use of more manhours, the County will
authorize an increase in the fee as stated above. We understand this increase in fee must be
approved prior to any additional work being performed.

BRIEF SUMMARY:
On September 16, 2002, approval was granted to participate with a group of developers to construct approximately 3,040 feet of
sixteen (16) inch water line from the entrance of Marsh Oaks Subdivision along Market Street as indicated on the attached map.
This is also a portion of the project that was bid to construct a water line to Bald Eagle Lane and Figure Eight Island.
The developers have asked that the District proceed and contract with the low bidder of the Bald Eagle Lane project to perform
the construction work. The low bidder Hendrix Barnhill, Inc. (Onsite, Inc.) has agreed to construct this portion ofthe project with
a minor adjustment in material cost. Even with the minor adjustment in the unit price this contractor is still well below the next
bidder.
The total cost ofthe section of sixteen (16) inch waterline is $147,862.32. The District's maximum participation was approved at
$69,050 at the September 17,2002 meeting. The remaining $78,812.32 is the developers cost. In addition to the above work,
the developers are asking that the contractor be allowed to construct an additional 924 feet of eight (8) inch water line at an
estimated cost of $17,646 for a total contract amount of $165,508.32. This water line will also be turned over to the District for
maintenance and ownership since it is serving a subdivision. The $17,646 is paid totally by the developers.

Division of Emergency Management in support of terrorism or mass medical response.
BRIEF SUMMARY:
The United States Department of Justice is providing funds to the states in support of terrorism preparedness. The State of
North Carolina, Division of Emergency Management will make financial allocations to counties based on population,
population density and other factors. New Hanover County will receive approximately $60,000.00 for equipment and
approximately $6,000.00 for planning, training and exercises. No cash match is required by the county or any of the
participatinQ municipalities. The Department of Emergency Management will take a leadership role with the county and
municipal public safety agencies and make recommendations to the State for appropriate equipment purchases based on
criteria established by the Department of Justice. The State of North Carolina will purchase all equipment and deliver to
Emergency Management for distribution to the appropriate parties.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
Request the Board of Commissioners to authorize New Hanover County Emergency Management to proceed with
coordinating the equipment acquisition in concert with appropriate local agencies. Furthermore, the board is requested to
approve a budget amendment accepting up to $6,000 in grant funds for planning and training and $60,000 in equipment
purchases.

BRIEF SUMMARY:
A request for proposal (RFP) was issued to secure a firm to administer the food services program for the new Detention
Facility for the Sheriffs Department. The RFP was comprehensive and very specific in the expectations the County had for
the contractor. Proposals were received from:
Aramark Correctional Services
Trinity Services Group, Inc. a Division of Compass Group
ABL Management, Inc.
None of the proposals were completely responsive except the proposal received from Trinity Services Group, Inc. a Division
of Compass Group. All expectations and requirements were addressed completely by Trinity Services Group and Major
Stevenson and Sheriff Lanier are both in agreement in the recommendation to award the contract to this company.
This is a three year contract that will begin when the new facility opens. A cost analysis document is attached indicating
the savings anticipated by using Trinity Services Group for Food Services rather than continuing an in-house operation. It
is estimated that the County will save approximately $2,000,000 over a three year period. Please see the attached
spreadsheet for details.
RECOMMENDED MOTION AND REQUESTED ACTIONS:

myself. Debbie Miller and Amy Akin. We are in total ~meDt that Com.pass Group is by far the
best company for our needs.
F allowing is a brief summary oftbe proposals from each company outlining the reasons for our
decision. A major consideration in evaluating the bids was each companies offer to hire our cUlTent
employees and the salat)' and benefits that would be offered to them. Compass Group offered
salary ranges and benefits meeting or exceeding those current employees now have. Compass
Group's entire proposal was detailed and specific to New Hanover County whereas thcotbers failed
miserably.

Award of contract # 03-0051 for Geo Positioning System Street Address Mapping to McKim &
Creed in the amount of $130,000.00 and approval of Budget Amendment #2003-11.
BRIEF SUMMARY:
The software used for the E-911 System has a programming feature allowing utilization of a specific x-y location for the
dispatch point of all buildings in the County instead of using the proportional addressing system that the County is currently
using. To implement this enhancement, the County needs to hire an engineering firm to collect the points for each building
in the County. Using the data collected will permit the Computer Aided Dispatch (CAD) software to have a precise location
of each facility in the County; the County's current map lacks this degree of precision.
The state has pre-approved the use of wireless surcharge funds for this contract.
Staff went through the Request For Qualifications (RFQ) process as required. Six responses were received. The
companies responding were:

The GPS Street Address Mapping Committee has evaluated the proposals received. Based on the proposals received, the
top two companies were W. K. Dickson and McKim & Creed. The GIS Coordinator from the City of Wilmington also
reviewed the top two proposals and gave his evaluation of both proposals to the committee. General Statutes require that
the evaluations be based on the RFQ criteria without consideration of cost at this point in the process. W. K. Dickson was
ranked as the first choice. Unfortunately, after prolonged attempts, the best price negotiated was $400,000.00. This was
more than twice what was budgeted for the project.
W. K. Dickson was notified that the County would begin negotiations with the next best qualified firm due to the fact that a
price could not be negotiated with them that would be within the budget for the project. Mike Arkinson proceeded with
negotiations with McKim & Creed and has negotiated a price of $130,000.00 for the project. Any additional addresses over
the 100,000 in the project will be collected and billed $1.50 per structure.
A budget amendment is attached as part of this agenda item establishing $150,000 for this contract. This allows for the
base contract of $130,000.00 with a contingency of $20,000.00 if additional points are needed.
RECOMMENDED MOTION AND REQUESTED ACTIONS:

Stoker burning units can only be obtained from Detroit Stoker Company. Detroit Stoker holds all the drawings and

The current order is for $55,253.31. The contract will establish fixed unit prices for the next three years. This will enable
replacement parts to be purchased on an as needed basis with controlled pricing for three years. This is an item within the

Disposal of existing telephone system (in the new County Administration Annex) pursuant to
G.S. 160A-267 and budgeting proceeds through budget amendment # 03-0054.
BRIEF SUMMARY:
The existing telephone system in the Corning building purchased by the County would require approximately $53,782 in
improvements to update the system to meet NHC telephone growth and to integrate it with other County sites. The existing
system does not have local maintenance and technical support. This is an important requirement when dealing with
essential operational equipment where quick response time is critical. By selling the existing system and applying the
proceeds to the purchase of the new equipment, the County will have a net outlay of $40,078.00. This results in a savings
of $13,704.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
Recommend adoption of the attached resolution and related budget amendment # 03-0054. The resolution approves
disposal of the telephone system pursuant to G.S. 160A-267 and authorizes the Finance Director or his designee to
execute necessary documents and perform all necessary functions associated with this transaction. The budget
amendment budgets the proceeds of the sale.

WHEREAS, New Hanover County has possession of a number of items of personal property which are
surplus to its needs and desires to dispose of same; and
WHEREAS, the items to be disposed are listed and submitted as an attachment to this resolution;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of New Hanover County that the
Finance Director's designated representative, pursuant to the provisions ofG.S. 160A-270, is hereby authorized to
dispose of all of the personal property as listed for cash, check, MasterCard or VISA at an auction, a buyer's premium
of twelve percent (12%) of the bid price will be added to the price of each item purchased, buyers paying in the form
of cash or check will receive a two percent (2%) cash discount, and that said representative be further authorized and
directed to execute necessary documents, transfer title, add items to or delete items from the auction list, and perform

BRIEF SUMMARY:
The Board of Health approved a March of Dimes Chapter Community Grant application for $50,000 for PROJECT STOP.
The purpose of PROJECT STOP is to implement and evaluate a smoking cessation program for pregnant women who are
enrolled in the Maternity Care Coordination (MCC) Program through the New Hanover County Health Department. The
goal of the project will be to reduce the number of pregnant women who smoke. The project will include training of hospital
outpatient OB clinic and six (6) additional OBIGyn Facilities where our MCC staff work and provide services.
Smoking during pregnancy presents serious threats to the health of the mother and baby and can result in pregnancy
complications, low birthweight and infant mortality. Women who smoke during and after pregnancy are at greater risk for
chronic and acute diseases, especially lung and cardiovascular disease.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
Approve grant application for $50,000, accept grant and approve associated budget amendment if awarded. There is no

Project Abstract

provide services.
Smoking during pregnancy presents serious threats to the health of the mother and baby and
can result in pregnancy complications, low birth weight and infant mortality. Tobacco use is the
most preventable cause of prematurity today. Second hand smoke has been identified as a
hazard for infants and children and is linked to SIDS and to chronic lung diseases, including
asthma. Women who smoke during and after pregnancy are at greater risk for chronic and acute
diseases, especially lung and cardiovascular disease.
In New Hanover County, a survey was conducted by the health department Family
Assessment Coordinator from June, 200 I through April, 2002. Based on 206 clients who
responded to the survey, 10% of the population voiced a concern about smoking during
pregnancy and expressed a desire for information about smoking cessation. The undocumented
data collected by MCC staff indicates there are numerous women who smoke and express a
desire to be involved in group education. They identify potential benefits from the group
exchange and support from other pregnant women who express a desire to decrease their
smoking. Unsuccessful past attempts are identified by pregnant women as well as the need for
"buddies" in order to be successful.
Smoking cessation classes are not available in New Hanover County.

Project Description
PROJECT STOP supports the March of Dimes priority category #II: Increasing Availability
of Prevention Services -Increase prenatal health education and informationlreferral services
available to pregnant women who use tobacco.
PROJECT STOP will address the problem of smoking among pregnant women in New
Hanover County who are enrolled in the Maternity Care Coordination (MCC) Program.
According to NC birth certificate data, a recent report entitled, "Tobacco Use Among Pregnant
Women" identified the following data on tobacco use among pregnant women: US- 12%, NC-
14%, New Hanover County - 14.9%.
PROJECT STOP will impact the problem of smoking among pregnant women by
identifying the pregnant smokers, providing a brief smoking cessation overview, offering
additional smoking cessation group education classes and tracking individual quitting efforts
with the goal"' of reducing the number of pregnant women who smoke and thereby improving
pregnancy outcomes and the future health of newborns. According to ACOG data (Educational
Bulletin #260, September, 2000), a brief(5-15 minute, 5-step) smoking cessation program for
pregnant women who smoke less than 20 cigarettes per day along with pregnancy-specific
educational materials "increases cessation by 30-70%". This publication also points out that "it
is estimated that there would be a 10% reduction in perinatal mortality and an 11 % reduction in
the incidence of low birth weight if smoking during pregnancy were eliminated". The ultimate
goal is to identify all women who smoke and counsel them to stop by offering a concrete
smoking cessation plan and follow-up care to help women quit smoking and avoid relapse. One
goal will be to evaluate buy-in with prenatal providers who will then support smoking cessation
efforts for all women in their practices.

A contract wi~l be established with a local substance abuse agency to provide one-on-one
intense counseling for those who are identified as "excessive" smokers (> lPPD). Progress of
the participants will be monitored through the use of a tracking system which identifies who
smokes, who quits, when they quit and ifthey relapse.
Use of the sticker system (identification of smokers through the use of stickers on the
medical record) will be encouraged in order to garner support from the staff in recognizing and
supporting their patient's efforts.
Smoking cessation training will be offered to the participating private offices with the hope
that the office staff will also participate in brief one.on-one education with their patients as
follow-up.
The primary beneficiaries of this project will be mothers and their newborns. The target
population will be pregnant women who receive MCC services through the New Hanover
County Health Department. We currently maintain a caseload of approximately 500 active
women in this program. The age range is women of childbearing age - which includes a teen
population of approximately 20. MCC services are primarily offered at the Coastal OB Clinic
(hospital out-patient facility), but also includes services at three private offices with infrequent
referrals at two additional private offices.
New Hanover County Health Department has the capacity to carry out the project given our
involvement with the above-mentioned agencies for a period of time ranging from one year to >
20 years and the positive working relationships that exist with each agency. Our agency is solid
and enjoys a quality reputation within our community.
Established in 1879, the New Hanover County Health Department (NHCHD) may have been
the first organized county "health unit" in the U.S. Now serving a population of 160,000 +, the

NHCHD is a public, non-profit organization that provides services to the citizens of New
Hanover County through the following programs: Environmental Health, Animal Control,
Laboratory, Women, Infants, and Children (WIC), Community Health, Child Health, Dental

Hundreds of dedicated March of Dimes volunteers from allover the state work hard to raise the
money that remains in North Carolina in the form of community grants. This year 82 letters of
intent were received from across the state with the requests totaling about $2.5 million. As a
statewide chapter we are pleased to have approximately $500,000 to award back to the
communities in 2003.
All the letters of intent were intensively reviewed and scored by local Division Program Services
Committee members, and then discussed in area meetings. Recommendations were based on the
following criteria: fit with the funding priorities, focused and measurable objectives, projected
utilization of money, collaboration with other agencies, non-duplication of existing services, and
the anticipated impact in the community to be served. The area committees' recommendations
were considered by the State Program Services Committee in light of the merit of all proposals
from across the state. Invitations for full grant applications are now being made but are !!2!!:
bindin2. Awarding of the March of Dimes community grant funds for 2003 is going to be a
very competitive process right to the end as many great proposals are being invited.
At this time we are pleased to extend to you an invitation to expand the proposal for the project
to increase prenatal health education and information/referral services available to pregnant
women who use tobacco into a full application. As you prepare the full application the review
committees ask that you specifically address the following:
. Is the RN position time limited. needed to get the program up and running?
. Document fully the need for a DlD'Se to carry out the program vs another discipline.
. Attach a copy of the job description for the person who will carry out this program.
. Address how likely women are to come to smoking cessation programs.
. How will you recruit and retain?
. Include follow up and evaluation of the component to train private health care providers.
. Show collaboration with the POET for your area

The Board of Health approved the new Y and W Codes and the new medicaid rates associated with these codes. Y and W
Codes were State created codes which have been in use by Local Health Departments for Medicaid Billing for many years.
In order to become HIPAA Compliant, we must change our Y and W Codes to (Current Procedure Terminology) CPT codes
which will result in the use of standard code sets.
Attached is a listing of the new codes along with new rates which were effective October 1, 2002. There is a column titled
new code and the last column is title new rate, so you can compare the new and old. We do not know what effect this will
have on our revenue since unit of service and the maximum units reimbursed are changing. We will determine after 3 or 4
months billing for these services whether there is a positive or negative effect.

BRIEF SUMMARY:
We have been notified that automobile allowances will no longer be included as compensation by the retirement system
when computing retirement benefits. This change will affect the retirement compensation for the County Manager, County
Attorney, and Clerk to the Board. The retirement system uses the highest 48 consecutive months of salary in their formula
for computing retirement benefits. Under the plan that has gone into effect, each of the incumbents will have their annual
salary reported to the retirement system reduced by $6,000, $3,600, and $2,400 respectively.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
I recommend that the amounts allocated for auto allowance for the County Manager, County Attorney, and Clerk to the
Board, be rolled into the salary of each affected individual so that it can be included when reporting salary to the retirement
system. I also recommend that in order to prevent the unintended compounding of the amount originally allocated as auto
allowance, future increases for these incumbents be based on their original base salary which would not include the amount
of the auto allowance. Once the increases are awarded, the auto allowance would be added back into the totals. Future
contracts should simply omit the auto allowance provision altogether and let the negotiated salary include this item.
Although the Clerk to the Board does not have a contract, all other portions of this recommendation should apply to that
position.

agency users should be higher than the $200.00 annual fee mutually agreed to earlier by the
County Commission and myself.
We feel that $l,OOO.OO per year would be reasonable. One local private range charges
$1,800.00 - $2,000.00 per year for the same purpose.
Attached is a copy of Deputy Garris' e-mail transmittal itemizing the expense potential the
Sheriffs Department is projected to experience after the official opening of the range.
My request to the County Commission is to set the fee at $1,000.00 per user agency.

On 9/04/01 the County Commissioners approved a user fee of $200.00 for any outside agency
utilizing the Sheriff's range. We are getting close to opening the new range. During the last two
weeks we have allowed 2 agencies to use the range. This was done to help work out any bugs in
the target system and also to do evaluations on the use ( wear and tear) associated in the
operation of the range during training. After studying the training sessions, the following is
noted.
1.) Range personnel will need to be present to set up the control panel for the target system.
This includes turning on the air compressor, purging the air tank, turning on electricity for the
light system, installing the computer, checking the operation of the turners, poppers and moving
target, and shutting down the system, etc.
2.) The classroom will be used and will need to have lights, heating/cooling for the duration
of the training.
3.) The range will need to be policed of any trash and brass and disposed of properly.
4.) Expendables for the range will include target stands and backers, and their repair.
5.) The classroom will need to be cleaned and trash removed.

These items listed above will involve cost. The building has 3- 3 1/2 ton heat pumps that will run
full steam during training sessions. The cleaning of the floors, bathrooms will take time and
money. The supplies for the bathrooms will cost. The target stands and backers will need to be
repaired about once a month depending on usage_ The cost of replacement of the target system
will need to be considered. The remediation of the lead on the range will need to be done about
once every 3-5 years depending on usage. The upkeep for the grounds will take time and money.
An outside agency using our range will not have these concerns. All they have to do is provide
targets and we are providing everything else. It does not seem unreasonable that a fee
@$lOOO.OO should be charged. It is my recommendations that the fee be increased.

SUBJECT:
legislative change of effective date for G.S. 105-273(13) which relates to 2002 Board of
Equalization and Review Appeal for Gary R. Walker - Parcel #R06200-003-049-00G
BRIEF SUMMARY:
During the 2002 Board of Equalization and Review, Mr. Walker's attorney, Thomas Hicks, argued that his client's 1989
double wide mobile home should not be taxed as real property but should be taxed as personal property. It was argued that
the double wide was not on Mr. Walker's land and did not sit on a permanent enclosed foundation in accordance with
N.C.G.S. 105-273(13) which was scheduled to become effective July 1, 2002.
The Tax Department argued that all double wide mobile homes in New Hanover County had been identified as real property
and were consistently appraised as real property. The Tax Department identified that the change to this statute was made
without any consultation with the NC Department of Revenue or county tax officials and created a major problem with the
majority of taxing jurisdictions within the state. Specifically, there was insufficient time to properly identify which double wide
mobile homes should be converted from real to personal property without personally reviewing each double wide mobile
home and establishing a depreciation schedule since personal property depreciates annually. The NC Department of
Revenue recommended using the established market value as of the counties last general revaluation, effectively leaving
the mobile home values unchanged the first year. They further recommended that the law be phased in with each counties
next general revaluation.
The Department of Revenue addressed this issue to the 2002 General Assembly as a correction to legislation enacted in
2001, but the legislature did not agree with their recommendation on phasing the law in, but did change the effective date
from July 1, 2002 to July 1, 2003. The bill was sent to the governor on October 2, 2002 for signature.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
The 2002 Board of Equalization and Review had no option but to identify Mr. Walker's double wide mobile home as
personal property based on the enactment of this statute. Since the effective date was changed from July 1, 2002 to July 1,
2003, it is recommended that the Board approve changing the property back to real property for 2002 without any change in
the assessed value.

Request to compete in an RF.P. process through the Cape Fear Workforce Development Consortium
Background - The Cape Fear Workforce Development Board (W.D.B.) is issuing a R.F.P., due October 21,2002. Its purpose is to solicit
innovative youth workforce development programs to operate a program(s) to increase employment, job retention, and develop the work
potential of the residents of our county.
Eligible youth are defined under the R.F.P. as an individual who:
a) Is age 14 through 21
b) Is a low income individual
c) Is within one or more of the following categories:
1. Deficient in basic literary skills
2. School drop-out
3. Homeless, runaway, or foster child
4. Pregnant or parenting
5. Offender
I believe within the framework of our program we have the administrative capacity and skills to deliver the proposed services. Of course it
would require the County's support i.e., tracking costs and developing financial reports. As a public agency, it is required by North Carolina
statute that the program be bonded.
A framework for youth activities would be developed internally to provide instruction in employability skills or generate workplace skills.

Expenditure of $6160.00 of Tidal Creeks Water Quality Enhancement Project funds on a Tidal
Exchange Rate Study
BRIEF SUMMARY:
The Tidal Creek Watershed Management Advisory Board is considering a request by the Friends of Hewlett's Creek to help
fund a dredging project at the mouth of Hewlett's Creek. Dredging the mouth of the creek could increase the tidal
exchange rate and possibly improve water quality in the Creek as it did in Futch Creek after a similar project. It was
recommended to the Tidal Creeks Advisory Board that before it considers the funding request, an "exchange rate study" be
performed, as described on the attached proposal. Exchange rate studies are fairly rudimentary and involve releasing dye
at several sites in the creek and monitoring the movement of the dye over the course of 7 - 10 tides. Exchange rates are
determined from the reduction of dye over time. Results of this study will indicate if quality of the water in the creek would
likely be improved if the mouth of the creek were cleared of beds that have formed over time from various sources. The
Tidal Creek Advisory Board voted to recommend that the County approve and fund this tidal exchange rate study. The
study will be performed by the UNCW Center for Marine Science Research as part of their on-going work for the County.
