POLICY ON EMERGENCY TELEPHONE SYSTEM SURCHARGE FUND
WHEREAS, under the authorization of General
Statute 62A, Public Safety Telephone Act (1989), the New
Hanover Board of Commissioners implemented a monthly
surcharge to be placed on each telephone subscriber in the
county, and
WHEREAS, the purpose of this surcharge is to
generate sufficient revenues to establish a centralized
Emergency 911 Center;
NOW THEREFORE BE IT RESOLVED that the funds
generated from this charge will be used according to the
guidelines of the enabling legislation to provide a
centralized county-wide dispatch for all public safety
agencies in New Hanover County; and further, that it will
be the County's policy to cover all allowable costs
associated with the centralized 911 Center from surcharge
revenues; and further, that the sole authority for
determining the allowable payments rests with the Board of
Commissioners; and further, that all agencies are
encouraged to become part of the centralization plan, with
the Sheriff responsible for insuring that all such agencies
receive proper service levels from the 911 Center and that
no agency is impeded from rendering its assistance to the
public as a result of being part of the centralization
plan.

WHEREAS, the tragedies caused by impaired drivers far exceed any dollar amount
associated with crashes and fatalities, and touch the lives of countless citizens; and
WHEREAS, increasing the public's awareness of the problems caused by drunk and
drugged driving will help stimulate growth and development of comprehensive solutions at the state
and local level; and
rYHEREAS, such enormous and tragic waste can be decreased each year by greaterpublic
attention to automobile and highway safety measures, including proper use of safety belts,
avoidance of dangerous drinks and drugs, and careful attention to driving by all on the road; and
WHEREAS, the designation of Drunk and Drugged Driving Awareness Week heightens our
level of knowledge and concern and has inspired both private and public sector agencies to
sponsor activities to reduce the incidence o/impaired driving;
NOW, 111EREFORE, the New Hanover County Board of Commissioners hereby proclaims
the week of December 7-13,1991, as "Drunk and Drugged Ddving Awareness Week" in New
Hanover County and urges all cilizens to:

RESOLVED, that pursuant to the provisions of Section
162-8 of the North Carolina General Statutes, the Board of
Commissioners of New Hanover County, at its regular meeting. on
December 2, 1991, determined tha.t the required Sheriff's Bond
shall be in the total amount of Five Thousand Dollars
($5,000,00),

RESOLUTION

BOARD OF COMMISSIONERS

RESOLVED, that pursuant to the requirements of Chapter
109 of the North Carolina General Statutes, the Board of
Commissioners of New Hanover County, at its regular meeting on
December 2, 1991, approved, the bonds of the Clerk of Superior
Court of New Hanover County, New Hanover County Finance Officer,
New Hanover County Sheriff, Register of Deeds of New Hanover
County, New Hanover County Tax Collector and Chairman of the New
Hanover County ABC Board, and FURTHER RESOLVED, the Chairman of
the Board of Commissioners is hereby authorized, empowered and
directed to certify said approval on the original of each such
Bond, with the exception of the Bond of the Clerk of Superior
Court, which is not physically present in New Hanover County.

RESOLVED, that pursuant to the provisions of Section
18B-700 of the North Carolina General Statutes, the Board of
Commissioners of New Hanover County, at its regular meeting on
December 2, 1991, does hereby exempt from the bond requirement. of
said Section 18B-700 any member of the New Hanover County ABC
Board who does not handle Board funds and thereby shall only
require that the Chairman of the New Hanover County ABC Board
furnish a Bond for the faithful performance of his duties.

AN ORDINANCE OF THE COUNTY OF NEW HANOVER
AMENDING THE ZONING MAP OF MASONBORO ZONING AREA
OF NEW HANOVER COUNTY, NORTH CAROLINA
ADOPTED OCTOBER 15, 1969
THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY DOTH ORDAIN:
Section 1.
The Zoning Map of Masonboro Zoning Area is
hereby amended by removing the hereinafter described tract from
the R-15 Zoning District Classification and placing it in the
CD(B-2) Highway Business Zoning District Classification, said
land being described as follows:
Beginning at a point in the western right-of-way of S.
College Road (N,C. 132) said point being the southeast
corner of Heritage Baptist Church as recorded in book 1219,
Page 444 of the New Hanover County Registry; running thence
N 69 degrees west 380,66 feet to a point (concrete
monument); thence S 30 degrees 07 minutes W 173.50 feet to a
point; thence N 69 degrees 07 minutes west 198.35 feet to a
point; thence S 30 degrees 07 minutes west 222.50 feet to a
point; thence N 69 degrees 07 minutes west 355.31 feet;
thence N 08 degrees 18 minutes east 399.23 feet to a
concrete monument; thence S 73 degrees II minutes 05 seconds
east 713.14 feet to an iron pipe; thence S 69 degrees 00
minutes east 422,29 feet to a nail in the western
right-of-way of S. College Road (NC 132), thence S 07
degrees 05 minutes west 46,36 feet to the point of
beginning.
Section 2, The County Clerk is hereby authorized and
directed under the supervision of the County Commissioners to
change the Zoning Map of Masonboro Zoning Area on file in the
office of the County Commissioners, so as to make it comply with
this ordinance.
Section 3.
Any ordinance or any part of any ordinance in
conflict with this ordinance, to the extent of such conflict, is
hereby repealed.
Section 4.
This ordinance is adopted in the interest of
public health, safety, morals and general welfare of the
inhabitants" of the County of New Hanover, North Carolina; and
shall be in full force and effect from and after its adoption.

publicly opened by the Finance Department at 3:30 p,m, on the
19th day of November, 1991, at the County Administration
Building, 320 Chestnut street, Wilmington, North Carolina, and
the following bids were received for Two 1992 Type III Ambulances
for the Emergency Medical Services Department, Bid # 92-0202:

AND WHEREAS, the bid received from First Response,
included exceptions that were considered major deviations

contract be awarded to Northwestern Emergency Vehicles, Inc, of
Jefferson, North Carolina, having submitted the lowest responsive

Hundred Fifty-eight Dollars ($129,158.00);
AND WHEREAS, funds have been previously appropriated and are
now in or will be in subsequent years budget Account No,
110-433-4331-3000-5940 to cover this contract;
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of New Hanover County that the contract for Two
1992 Type III Ambulances for the Emergency Medical Services
Department, Bid # 92-0202 be awarded to Northwestern Emergency
Vehicles, Inc, of Jefferson, North Carolina in the amount of One
Hundred Twenty-nine Thousand One Hundred Fifty-eight Dollars
($129,158,00); and that the County is hereby authorized and
directed to execute the contract, contract form to be approved by
the county Attorney,
