2007-05-07 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 3 REGULAR MEETING, MAY 7, 2007 PAGE 224 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, May 7, 2007, at 8:05 p.m. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Chairman William A. Kopp, Jr.; District Commissioner William A. Caster; District Commissioner Ted Davis, Jr.; District Commissioner Nancy H. Pritchett; County Manager Bruce T. Shell; County Attorney Wanda M. Copley and Deputy Clerk to the District Board Teresa P. Elmore. District Vice-Chairman Robert G. Greer was absent. NON-AGENDA ITEMS District Chairman Kopp announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES District Chairman Kopp called for a motion to approve the minutes of the Water and Sewer District Regular Meeting held on April 16, 2007, as presented by the Clerk to the District Board. Motion: District Commissioner Caster MOVED, SECONDED by District Commissioner Pritchett, to approve the minutes of the Water and Sewer District Regular Meeting held on April 16, 2007, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED 4 TO 0. NEW HANOVER COUNTY WASTEWATER MASTER PLAN UPDATE PRESENTATION Tony Boahn, representative of McKim and Creed, presented an update to the 2006 New Hanover County Wastewater Master Plan reporting that the following tasks have been completed or are underway: ? Benchmark 2006 data to verified projections are accurate ? Demand projections through 2026 ? Hydraulic modeling for gravity sewer systems, pump stations, and sewer force mains ? Infrastructure evaluations for unsewered areas Mr. Boahn presented a map noting the specific service areas and combined service areas highlighting that the growth in the northern part of the County will have a higher rate of growth than anticipated in 2001; Pump Station 35 and Wrightsville Beach flow has been diverted to Northside Wastewater Treatment Plant; and Aqua America flow areas have been added to the Plan. A detailed analysis will be provided for 170 sub-basins to determine residential, commercial and industrial demands on the systems. In summary, the following findings were highlighted: ? Northside Wastewater Treatment Plant expand by 2016-2021 to 20-24 million gallons per day ? Southside Wastewater Treatment Plant expand by 2016 to 14-16 million gallons per day ? Infrastructure measures required for undeveloped areas in northern areas ? Update Master Plan 2011-2012 timeframe In conclusion, Mr. Boahn said that a capital improvements plan will be incorporated into the plan. He strongly recommended to revisit the master plan in 2011-12 when the Northside Plant will be approaching 80% capacity. A draft report will be ready in the next few weeks with the final report available in July 2007. On behalf of the District Board, District Chairman Kopp thanked Mr. Boahn for the update. NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 3 REGULAR MEETING, MAY 7, 2007 PAGE 225 APPROVAL OF DESIGN AND PERMITTING WORK FOR UTILITY SERVICES TO THE MURRAYVILLE FIRE STATION County Engineer Greg Thompson reported that the Engineering Department is providing professional services for the design and permitting of the water and sewer system modifications necessary to provide service to the County's new Murrayville Fire Station. This work includes surveys, routing and system analysis, design and drafting, permitting and preliminary field activities for the acquisition of potential easements. Staff will present a complete bid package for approval prior to seeking bids for any construction activities. Staff recommends the Commissioners authorize the expenditure of $20,000 for the design and permitting activities and advertise and receive bids for this work. Expenditures will be divided between the Fire Services District and the Water and Sewer District based on proportion of costs for the Fire Station and for Gordon Road requirements. Staff will bring the bids back to the Board at a later date for approval. In further discussion, County Manager Shell explained that funds are included in the existing budget for this design work. A capital project for the fire station will be done at a later time. This project will benefit the residents by adding water lines and fire hydrants along Murrayville Road to North College Road. Sewer will be extended down to the fire station. Motion: District Commissioner Caster MOVED, SECONDED by District Commissioner Pritchett, to authorize the expenditure of $20,000 for the design and permitting activities and advertise and receive bids for water and sewer system modifications on Murrayville Road for the new fire station. Upon vote, the MOTION CARRIED 4 TO 0. ADDITIONAL ITEMS UPDATE ON WATER CONSERVATION ALERT County Engineer Greg Thompson reported that the County declared a Voluntary Stage 1 Water Conservation Alert for the northern part of the County last week due to high water usage demands caused mainly by increased irrigation. The County has exceeded 80% production capacity of its groundwater system of 3.62 mgd. The District needs to protect its water source in order to avoid future problems. The District?s system provides water for fighting fires, drinking water, and other domestic uses, as well as County projects. The public was urged to follow water conservation measures and use water wisely. REPORT ON MEETING WITH WRIGHTSBORO RESIDENTS District Chairman Kopp reported that he met with more than 100-150 residents of the Wrightsboro community on April 26, 2007, who are having serious stormwater management problems and desire to have water and sewer services. He has discussed the issues with the County Manager and a letter is being prepared to notify the residents of the following actions to be implemented: ? The County Health Department will conduct a study of the condition of the septic tanks in the Wrightsboro area. They will also take random water samples throughout the area to evaluate the condition of the water. ? The County Engineer will assess water and sewer requirements and estimated costs. The impacts of any moratoriums will be evaluated on an on-going basis to determine when sewer and water can practically be constructed in that area. ? Stormwater concerns will be discussed with several of the residents. Discussions will be held with NCDOT and the Airport Authority to determine the nature of stormwater issues as well as remedies. The County is working to find funds for cleaning and maintaining the ditches. District Chairman Kopp expressed appreciation for the opportunity to meet with the residents and wanted the Board to be informed of their concerns.
