Cotton, Lee Shelton and Ruth Waddell, to additional three-year terms on the Library
Advisory Board. Upon vote, the motion carried as follows:

MINUTES OF SPECIAL MEETING, AUGUST 9, 1978
ASSEMBLY
The New Hanover County Board of Commissioners met in Special Session on Wednesday,
August 9, 1978, at 9:00 o'clock a. m. in the Assembly Room, New Hanover County
Administration Building, Wilmington, North Carolina.
Members present were Commissioners George E. Alper; Ellen C. Williams; Vivian S.
Wright; Chairman Claud O'Shields, Jr.; County Manager Dan W. Eller; County Attorney
James C. Fox and Clerk to the Board, Alyce B. Rusmisell. Conun. Karen Ee Gottovi arrived
at 9:05 o'clock a. m.
Chm. O'Shields called the meeting to order and stated the purpose of the Special
Meeting was to hear an appeal by Mr. Gary Eyster in the matter of his dismissal as
Musuem Director of New Hanover, County. Mr. O'Shields stated that the hearing would
be conducted in Executive Session with the following persons present:

Comm. Alper moved, seconded by Comm. Williams, that the meeting be recessed to
Executive Session to discuss personhel,matters. Upon vote, the motion carried as
follows:

Absent: Comm. Gottovi
Chm. O'Shields recessed the meeting to Executive Session at 9:02 o'clock a. m.
COMM. GOTTOVI ARRIVED AT 9: 05 0' CLOCK A. M. AND WAS PRESENT FOR THE REST OF THE
MEETING.
Chm. O'Shields reconvened the meeting to Public Session at 9:42 o'clock a. m.
ADJOURNMENT
Comm. Alper moved, seconded by Comm. Gottovi, that the meeting be adjourned. Upon
vote, the motion carried unanimously.

August 16, 1978, at 4:30 o'clock p. m. in the AssemblY'Room, New Hanover County
Administration Building, Wilmington, North Carolina.

Comm. George E. Alper was
Chm. O"Shields called the meeting to order and stated the Special Meeting had
been called to adopt an Ordinance for the Abatement of Nuisances and to meet in Execu-
tive Session with the County Attorney to discuss tentative litigation.
ORDINANCE FOR ABATEMENT OF NUISANCES
No action was taken on the proposed Ordinance for the Abatement of Nuisances as
one member of the Board was absent.
EXECUTIVE SESSION
Comm. Williams moved, seconded by Comm. Wright, that the meeting be recessed to
Executive Session to discuss tentative litigation with Dr. Finger, Health Director,
and members of the Board of Health. Upon vote, the motion carried as follows:
Voting Aye: Comm. Gottovi, Williams, Wright and Chm. O'Shields
Absent: Comm. Alper
Chm. O'Shields recessed the meeting to Executive Session at 4:35 o'clock p. m.
Chm. O'Shields reconvened the meeting to Public Session at 5:40 o'clock p. m.
