MINUTES OF SPECIAL MEETING, APRIL 23, 1979
ASSEMBLY
The New Hanover County Board of Commissioners met in Special Session on Monday,
April 23, 1979, at 8:00 o'clock a. m. in the Assembly Room, New Hanover County
Administration Building, Wilmington, North Carolina.
Members present were Commissioners Howard L. Armistead, Jr.; Claud Q'Shields, Jr.;
Vivian S. Wright; Chairman Ellen C. Williams; County Manager Dan W. Eller; County Attorney
James C. Fox; and Clerk to the Board, Alyce B. Rusmisell. Comm. Karen E. Gottovi arrived
late and no members were absent.
Chm. Williams called the meeting to order and stated the Special Meeting had been 0
called to consider and take action on establishing a Greater Cape Fear Convention Center
Authority.
DISCUSSION ON APPOINTMENT OF GREATER CAPE FEAR CONVENTION CENTER AUTHORITY
The Commissioners had considered this request at the regular meeting on April 19,
and tabled discussion until this time in order for the County Manager and County Attorney
to furnish additional information on the establishment of such an Authority.
Mr. Don Watson, President of the Wilmington Chamber of Commerce, and Mr. George
Nadeau appeared before the Board and presented a list of names_to be considered for
appointment to a Convention Center Authority if it was approved.
Chm. Williams read a letter from the County Attorney stating that he could find no
authority for the creation of a ~civic convention authority" under the General Statutes.
County Attorney Fox commented on his opinion.
Mr. W. W. Fountain suggested an alternate method of funding for a committee.
COMM. GOTTOVI ARRIVED AT 8:10 O'CLOCK A. M. AND WAS PRESENT FOR THE REST OF THE
MEETING.
County Manager Eller commented on his recommendations.
Comm. O'Shields moved, seconded by Comm- Armistead, to support the Chamber in its 0
basic idea, and call it a "committee" to start with and give it a life of one year,' with
no County funding at this time. Upon vote, the motion carried unanimously.
ADJOURNMENT
Comm. Gottovi moved, seconded by Comm. Williams, that the meeting be adjourned.
Upon vote, the motion carried as follows:
Voting Aye: Comm. Armistead, Gottovi, Wright and Chm. Williams
Temporarily Absent: Comm. O'Shields
Chm. Williams adjourned the meeting at 8:26 o'clock a. m.

The New Hanover County Board of Commissioners met in a Special Joint Session with
members of Wilmington City Council on April 23, 1979, at 7:00 o'clock p. m. in the
Superior Courtroom, New Hanover County Courthouse, Wilmington, North Carolina;
County Commission members present were Commissioners Howard L. Armistead, Jr.;
Karen E. Gottovi; Chairman Ellen C. Williams; and Clerk to the Board, Alyce B. Rusmisell.
Comm. Claud O'Shields, Jr. arrived late and Comm. Vivian S. Wright was absent.
City Council members present were Councilmen RupertBryan; Joseph F. Dunn; Margaret
F. Fonvielle; Ralph Roper; William Schwarts; Mayor Ben Halterman and City Clerk Claire
Hughes. Councilman Luther Jordan arried late.

PUBLIC HEARING ON DISTRICT REPRESENTATION
Councilwoman Margaret ~onvielle, Chairman of the Joint Committee that. studied
Electoral District Alternatives, outlined the Committee's recommendations for considera-
tion by the City Council and Board of County Co~ssioners.
The floor was opened to the public for comments and the following persons
appeared:
Dr. Tom Moseley presented the recommendations of the Democratic Executive
Committee.
